International Rescue Committee is one of the major actors in humanitarian aid and post-conflict development in the Democratic Republic of the Congo. The IRC began working in DRC in 1996 to meet the humanitarian needs of people affected by armed conflict in the east of the country. Currently, IRC works in the sectors of health including the Ebola response, community governance and reconstruction, the protection and empowerment of women, responses to emergencies, child protection and education.
In August 2018, the DRC witnessed an EVD outbreak that has continued to date. IRC is chipping in to stopping the spread of the epidemic through health, IPC/WASH interventions in the North Kivu and Ituri Provinces. IRC is currently recruiting a Deputy Supply Chain Manager.
 
Scope of work 
Reporting to the ERT Supply Chain Coordinator – Ebola Response and with the technical lead from the RSCD for the emergency unit, the EVD deputy Supply Chain Coordinator will provide technical oversight to the Supply Chain departments in both Beni and Butembo as well as overseeing the procurement, transport and distribution of all medical supplies for the Ebola response.  The day to day management of both Beni and Butembo will be managed by the Field Cos- Beni/Butembo and the support of the ERT-EVD SC Coordinator respectively.  EVD deputy SC Coordinator will supervise the Supply chain managers of Beni, Butembo.
 
Roles and Responsibilities 
• Provide technical oversight and guidance to SC Manager- Butembo/Beni and other SC staff in Goma/Beni and Butembo for the Ebola response.
• Ensure that processes are compliant with IRC Global Supply Chain standard operating procedures in all aspects as followed.
• Provide department priorities, activity delegation process, clear roles and responsibilities, and deliverable timelines.
• Ensure accuracy of GSC data collected, timely submission of required report(s) to inform the decision-making process.
• Management of all waivers (including requests) with details of the emergency procurement circumstances; including the country program leadership approval (CD, DDO) before its approval by either the RSCD or the CGSCO.
• Manage the transport and custom clearance of international orders.
• Project Items (cycle count, reporting discrepancies, pharmaceutical quality assurance as well as cold chain policies where applicable).
• Ensure that program supplies are within the stockout levels with notification to Program Coordinators when additional procurement orders are needed.
• Oversee the implementation of the asset maintenance plans and IRC inventory policies during the emergency response for all locations.
• Continue documenting feedback on suppliers’ performance feedback after the delivery of goods and services.
• Enable the proper and accurate use of the online BvA system.
• Ensure that appropriate logistics policies and SOPs are in place, disseminated, understood, and applied.
• Develop staff development plans based on the training needs assessment process, discussed with the response leadership, approve and implement.
• Ensure all SC staff are trained to standard and sign the IRC code of conduct, conflicts of interest following the SOPs recommendations.
• Work with SC coordinator and Field Director on transition plan of SC to country program; including timing and structure of the SC department.
• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
• Represent the IRC in Logistics coordination meetings related to the emergency response.
• Ensure that all operational risks are evaluated regularly and that key risks are comprehensively mitigated against.
• Other duties as assigned by the supervisor to enable and develop IRC programs
• Provide a strong and thorough handover at the end of deployment.
Management and Coordination:
• Continue to build capacity of the warehouse staff and SC teams in Beni and Butembo to be able to meet program requirements for supplies of items and services in a timely manner.
• Work with the team to ensure procurement and distribution plans are developed, regularly reviewed, and relevant issues are resoleved or escalated in a timely manner.
• Work with the SC team to ensure all procurement documents are in order, including waiver requests.
• Ensure IRC and donors reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements are produced in quality.

Qualifications

• Graduate in Logistics or related field.
• Minimum 5 years’ experience working with INGOs in the field of Supply Chain.
• Experience working in an EVD response or any major epidemic.
• Skills effectively managing supply chain operations in high-pressures, dynamic environments.
 
Skills:
• Leadership and team management skills are needed.
• Excellent capability to represent the IRC in forums in emergency settings and excellent interpersonal skills;
• Understanding of humanitarian contexts and applying humanitarian principles and standards.
• Maintains focus on delivery of timely and appropriate results by effective use of available resources.
• Operating safely and securely at all times.
• Adaptability and flexibility: resilience, remains calm in high pressured situations, accepts new assignments and challenges, and responds efficiently to change
 
Language Skills: 
Proficiency in French and English required. Knowledge of Swahili is an asset.
 
Specific Security Situation/Housing 
Beni is security phase 4 (Red) so staff are encouraged to respect the various security protocols in place in the province and in country. Phase 4 requires clear prioritization in place with staff prepared should hibernation or evacuation be called. The Deputy Supply Chain Coordinator position is an unaccompanied position and will be provided with shared housing/hotel accommodation.
