Background
International Medical Corps works primarily in the insecure northern and eastern provinces of Central African Republic (CAR), namely Haute-Kotto, Vakaga, and Ouaka.
Since 2007, INTERNATIONAL MEDICAL CORPS have provided assistance to IDPs, with services including maternal and child health care, primary health care, secondary health care, nutrition, protection and mental health, activities. These services are provided to both refugees, and host communities.
International Medical Corps also supports government health facilities with medicines, supplies, health care services, and the rehabilitation of health posts. To help those most in need, International Medical Corps operate mobile medical units throughout its area of operation in the country to offer vital health care services to the country’s most isolated villages.
Increasing numbers of people are affected by intense conflict in several regions of the country, and many people are experiencing growing difficulties accessing assistance alongside the continued absence of essential services. Additionally, an increasing number of security incidents have affected the ability of humanitarian organizations to reach people in need.

Job Purpose
The Supply Chain Coordinator will lead on the development and implementation of country supply chain plans, foundation of procurement processes ensuring that field offices have access to appropriate logistics capacity building, tools that are fit to manage the demands of their supply chains. The Supply Chain Coordinator will be accountable for the development and delivery of supply chain strategy for IMC CAR program and for increasing the impact of IMC programs through effective and optimized supply chain, which can deliver on needs in varying contexts across multiple field offices.

 

Main Responsibilities

Logistics Support/Operations

  • Develop and implement IMC supply chain tools to ensure that Bangui and field offices have appropriate and scalable supply chain systems to support both emergency responses and on-going development programs.
  • Provide technical support and guidance to field offices on the development of supply chain plans, including, market assessments, and planning country and field level contracts, reception, distribution, and infrastructure.
  • Identifies key needs in their area of operation in terms of supply and proactively develops, in collaboration with the Logistics Coordinator, a strategy for setting up different BPAs and sourcing strategy.
  • Support the implementation of transparent and accountable systems related to supply chain, including procurement planning, procurement and shipping, warehousing and distribution across country programs, through capacity building and ad-hoc advice.
  • Ensure supply chain systems integrate with programs and support management functions at a country level.
  • Ensure supply chain systems integrate with Health and Programs and that relevant orders are placed in good time and that beneficiary needs are accurately represented in the supply chain monitoring/tracking system.
  • Ensure the follow-up of international, national and local orders and keep all key stakeholders present in the field office and in the coordination informed of progress and challenges encountered
  • Ensure that requesting departments are kept informed of the progress of purchases in the area of operations, the level of stocks and assets available for the implementation of activities.
  • Maintain accurate filing systems of logistics documents which include contracts and assets management records.

Warehousing

  • Oversee the management of storage, warehousing and storage spaces including medical supplies;
  • Oversee the security and uninterrupted flow of stocks including medical supplies and manage the transportation and delivery of program supplies between coordination and field offices

 

 

Asset management

  • Ensure all assets are recorded in the asset list in an appropriate manner, including but not limited to physical monthly inventory, and tracking of assets
  • Ensure the proper management of organizational assets and inventory according to INTERNATIONAL MEDICAL CORPS procedures and regulations, including but not limited to the regular maintenance the  mission asset and inventory tracking sheet
  • Ensure all equipment are maintained and tracked as per the donor and INTERNATIONAL MEDICAL CORPS Rules and Regulation, Reports
  • Review monthly and quarterly reports for assets inventory and submit to the reporting officer per the stated deadline

 

 

 

Compliance 

  • Ensure compliance with International Medical Corps policies and procedures, donor regulations and local laws.
  • Ensure that the disposal of asset and commodities, especially those subject to US Export Compliance regulations, are in line with applicable licenses and are properly documented.
  • Ensure compliance with government regulations/requirements for importation of goods and supplies, tax exemption applications are recorded appropriately.

 

 

Human Resources

  • Cooperate with all staff within the logistics teams with integrity in accordance with HR procedures and policies to promote team spirit, accountability and professionalism.
  • Management performance appraisals of the logistics team members of assigned duty station;
  • Oversee the entire cycle of recruitment of logistics positions within the mission.

 

 

 

Training/ Capacity Building

  • Determine training needs and advocate for professional development for national staff;
  • Coordinate the delivery of training for national staff in order to build capacity, and ensure sustainability of programs support.

 

 

Working Relationships

  • Proactively engage with the Logistics Coordinator and key staff (Program, Finance, Medical) on all matters logistic to ensure that programmatic and project planning incorporates sufficient funding for logistical support staff and logistical support mechanisms.
  • Proactively engage on a regular basis with regional logistics teams, and logistics coordinators from other organizations to ensure appropriate links for interagency logistics coordination.
  • Proactively engage, local government, project partners, UN agencies and other non-governmental organizations in order to plan, organize, and schedule cargo movements, distribution of goods and materiel as well as the provision of adequate information to resolve problems and seek solutions.

 

 

Reports

  • Prepare and review monthly and quarterly reports for all Supply Chain related annexes and uploaded them on Office 365 within set deadlines.

 

Representation

  • Represent INTERNATIONAL MEDICAL CORPS in a positive and professional manner contributing to the creation of a positive image and overall credibility of the organization, notably through the application of INTERNATIONAL MEDICAL CORPS’s mandate, ethics, values and stand-point with regard to other actors.

Experience / Qualifications Qualifications

  • Masters in Logistics, Supply Chain Management or similar level qualification or experience in a similar discipline.

Experience & Competencies

  • Five to Seven years of experience in the Logistics function.
  • Extensive experience in successful development and implementation of a logistics and supply chain strategy and infrastructure for a global operation.
  • Demonstrable experience in international sourcing and contract management, including an ability to review demands and trends, and to develop strategies to fill identified gaps.
  • Experience streamlining and automated procurement processes, including refining processes, developing user-friendly manuals and training programs, and assessing, selecting, and deploying suitable procurement software where applicable and necessary.
  • Field level experience in managing complex supply chains for INGOs in international development and emergency programs.
  • Deep understanding and interpretation of Incoterms as well as their application in the context of international procurement
  • Knowledge of key institutional donors and their compliance requirements in respect of logistics and procurement.
  • Evidence of practical experience in logistics management within the Humanitarian context specifically in contracts, transport, warehousing, cargo booking, fleet management, asset management, GIK management and supply chain.
  • Experience with donor specific procedures.
  • Experience of the management of budgets and the ability to prepare timely, complete and accurate reports.
  • Expertise in training in logistics for national and international staff.
  • Strong organizational and problem-solving skills with analytical approach
  • Strong interpersonal, management and leadership skills
  • Ability to work in participatory manner with staff to assess needs, implement and monitor activities
  • Ability to integrate and work well within multiethnic and multicultural teams
  • Ability to work in harsh conditions, often in remote areas.
  • Strong negotiation, interpersonal and organization skills
  • Valid driving license
  • Proficiency with MS Word and Excel (minimum requirement).
  • Fluent in French and professional proficiency in English
