Its mission is to improve the quality of life through health interventions and related activities that build local capacity in areas worldwide. By offering training and health care to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
Background
International Medical Corps interventions in the Central African Republic consist of the provision of emergency Health and Nutrition services, as well as emergency Protection assistance in response to gender-based violence perpetrated against Internally Displaced People and vulnerable host communities, affected by conflict. While providing basic primary health care services to the beneficiaries, International Medical Corps also focuses on capacity building of existing human resources, in order to deliver and take ownership of health, nutrition and protection programs implemented by International Medical Corps, thus assuring the sustainability of the health program for the coming years.
International Medical Corps, with the support of OFDA, DFID and ECHO, acts as a first responder to the CAR humanitarian crisis in Ouaka, Vakaga and Haute-Kotto Provinces. International Medical Corps has also extended its partnership with the EC, through the Bekou Trust Fund, to carry out a multi-year project; The CAR Health System Strengthening Project.
Job Purpose
• Inter-departmental Coordination of planned activities
• Supervise the activities of Nutrition and Protection Department at the programmatic level
• Collaborate with the Health Department to ensure the proper implementation of activities as per the agreed objectives with the donors
• Collaborate with Logistics, security, Finance-HR Departments and the respective department to compare performance against the budget pipelines
• Develop and recommend new or revised program goals and objectives with the respective program departments
• Work jointly with budget holders to ensure proper monitoring of approved program expenditures are in accordance with the monthly developed budget pipelines, and that allocations are not overspent.
• Develop proposals for funding and/or funding continuation
• Confer with and advises staff and other key stakeholders to provide technical advice, problem solving assistance, answers to questions and program goals and policy interpretation; refers to appropriate department person when unable to respond
• Prepare periodic reports (Program activities monitoring reports are developed per donor, financial statements and any other reports as requested by the mission senior management)
• Conduct regular field visits to evaluate program effectiveness, to develop improved methods
• Review applications or other program documents independently or in conjunction with supervisor to determine acceptance or make decisions pertaining to program
• Recruit program participants, members and volunteers in coordination with the national, as well as International HR
• Develop, compile and write communications and promotional literature for distribution such as success stories, flyers for the visibility of IM and donor’s activities in CAR
• Develop and facilitate workshops, meetings or conferences; coordinate logistics, scheduling and participant communications
• Participate in sectoral/Cluster coordination meetings
Main Responsibilities

• The Program Director in Coordination with Logistics, Finance, Human Resources, Security Departments will ensure a good monitoring of Emergency Responses, while the Monitoring of Recovery and Development project (Bekou) will be Monitored in collaboration with the Medical Director
• Develop monthly activities implementation plan in coordination with respective budget holders
• Ensure timely development and submission to respective HQ Desks (UK, US), donors monthly, quarterly and final reports
• Review and discuss project implementation priorities and assist the budget holders in the development of monthly pipelines
• Review program department compliance with International Medical Corps procedures and donors guidelines

Experience / Training

  • University degree in Public Health/Health Sciences   

Experience

  • 5+ years of experience working on International Programs, preferably in humanitarian settings
  • Experience working in difficult environments (Post-conflict/Conflict affected area) under very basic living conditions
  • Training and supervision experience required

  • Strong organizational and supervisory skills
  • Ability to work within a team structure or in isolation, flexible and ability to cope with stressful workloads and working with limited resources
  • Profound cross-culture awareness and insight into health care issues
  • Ability to exercise sound judgement and make decisions independently
  • Strong interpersonal skills and the ability to work within different cultural contexts

Languages

  • Fluency in English and a good level of French is required.
