International Medical Corps is a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in areas worldwide. By offering training and health care to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
There is strong interest in increasing and enhancing MHPSS services from within Libya, but the existing public resources and humanitarian response in Libya are not addressing the needs. MoH is developing a mental health strategy from the ground up and needs support to do it well, with particular emphasis at the primary health care level which will allow the most efficient and effective means of increasing access to vital MHPSS services.
The humanitarian MHPSS response in Libya has been fragmented and compromised for a long time by the ongoing conflict, complicating the ability of actors to coordinate across agencies even within the same sector. Many international actors maintain their main offices in Tunis with only occasional visits to Libya and reliance on remote supervision of activities. The lack of coordination seems to be resulting in some duplication of activities and possible deterioration in the quality of interventions, trainings, and supervision that are being implemented, including core WHO materials like Psychological First Aid (PFA), and mhGAP, the gold standard for training mental health assessment and management at the primary healthcare level. In addition, essential tools for a high quality response are missing, including comprehensive actor mapping and up-to-date referral pathways.
The presence of a strong interagency Mental Health and Psychosocial Support (MHPSS) Technical Working Group is necessary for the assorted humanitarian response activities implemented by numerous actors to adequately respond to the MHPSS needs in Libya. The TWG in Libya has not been functioning consistently for quite some time and the MHPSS TWG Co-Coordinator will address this significant gap by reinvigorating the TWG and working with MHPSS actors in Libya to more cohesively respond to the MHPSS needs in the country
• Work with UN lead agency responsible for overall implementation and sector coordination, and in accordance with IASC guidelines, to build and foster effective coordination of the MHPSS Sub-Sector to ensure it is functioning at a high standard commensurate with the sector working groups, inclusive of: MHPSS stakeholders, health and protection cluster members, health authorities, national and international organizations and civil society actors
• Be responsible to provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, coherent, and effective planning, communication and coordination of both the MHPSS response and long-term programming.
Planning and strategy development-maintain an annual work plan for that supports strategic priorities. The work plan should be inclusive of training and research initiatives which build knowledge and capacity within the MHPSS TWG and the health cluster members (e.g., mhGAP dissemination at the primary healthcare level).
• Report internally to IMC but will work closely with UN lead agency and MoH partners.
• Ensure that INGO membership is engaging, contributing to and sharing responsibilities with MoH and Libyan NGO members of this working
• Provide administrative services to the MHPSS TWG, in close collaboration with the MoH, including organizing meetings, drafting minutes and compiling reports and plans.
• Support capacity building and technical support within the sector as needed, applying evidence-based protocols and packages, including WHO mhGAP, PFA, and other well established and relevant treatment interventions and activities
• Develop tools and resources needed to optimize the MHPSS response including facilitation of actor mapping to support OCHA’s 4Ws database and updated referral pathways
•Advanced university degree
(Master’s level or equivalent) in mental health, or related fields from a recognized university or academic institute.
•Strong experience in facilitation of groups, strategic planning
•Minimum five years’ previous work experience working on MHPSS in humanitarian environments, including provision of technical advice to field teams
•Previous experience with analysis of MHPSS data and information management systems
•Experience in facilitation of workshop and trainings
•Excellent understanding of MHPSS in emergency situations and knowledge of humanitarian principles
•Excellent interpersonal skills and demonstrated ability to establish effective and working relationships with members of sectors,
•Excellent leadership, coordination, communication, capacity, building, planning, and analytical skills
•Excellent report writing skills and overall proficiency in Microsoft Office
•Willingness to travel to and stay in Libya for extended periods
•Eligibility for visas to Libya and Tunisia
•Fluency in written and spoken English
