Background to the Assignment

IMC has provided and continues to provide humanitarian assistance to vulnerable and affected communities across Somalia through implementation of primary and secondary healthcare, nutrition, protection, and water, sanitation, and hygiene (WASH) activities. IMC interventions target the most affected regions of Somalia, especially states within south central Somalia. Over the years, IMC has established operational presence in many regions of Somalia and currently operates in Banadir, Middle Shebelle, Mudug, Galgaduud and Bay regions. Through the long-term presence on the ground, International Medical Corps has built strong relationships with communities throughout Somalia, making it possible to operate in many diverse geographical areas. In addition to providing immediate relief, International Medical Corps builds a framework for program sustainability and long-term positive change, making Somali communities more self-reliant.

International Medical Corps has been implementing Health and Nutrition interventions in Jowhar and Baidoa Districts in Middle Shebelle and Bay Regions of Somalia Respectively. In Jowhar District, IMC has operationalized three (3) health centres, six (6) primary health units (PHUs) offering integrated nutrition and WASH interventions, and two mobile units offering integrated health, nutrition, and WASH services in hard to reach areas. To ensure complementarity of interventions, IMC through ECHO funding, operationalized one stand-alone maternity unit in Jowhar, providing and CeMONC services. In Baidoa Bay region, IMC runs one health centre at Bardale and two mobile teams covering 5 IDP camps within the town with OFDA funding. They offer free high quality Health, Nutrition, WASH and protection services to the most vulnerable populations.

 

Purpose of the assignment

Rationale for the IYCF KABP Assessment

International Medical Corps has been implementing MIYCN and other High impact Nutrition interventions to reduce morbidity and mortality among under-five in Jowhar and Baidoa as an ultimate outcome. To achieve this outcome, IMC intends to monitor immediate and intermediate outcomes to inform the progress of the current project and inform design of future projects in this districts. Therefore, the KABP assessment is aimed at providing real time qualitative and quantitative information on the status of the MIYCN practices and attributable impact on maternal nutrition and child survival and development.

Objectives of the KABP assessment

  • To assess knowledge, attitudes, beliefs and practice of appropriate Maternal, Infant and Young Child Nutrition and hygiene among mothers and caregivers
  • To determine factors (boosters and barriers) that influence MIYCN practices and suggest how these barriers can be overcome;
  • To establish existing and other possible Communication channels to support and sustain social and behaviour change towards optimal MIYCN.
  • To explore opportunities for integration and linkages of nutrition and health interventions to improve uptake of MIYCN messages and behaviour change.

 

The information generated will form the baseline for measuring change in uptake of MIYCN messages and help in scaling up of HiNi, capacity enhancement on nutrition in ongoing programming and monitoring behavioural outcomes.

Methodology

The survey will employ both quantitative and qualitative approaches to establish the prevalence of core MIYCN practices as has been agreed upon in the nutrition Cluster as well as AIM working group, focusing on the knowledge, attitude, beliefs and practices relating to maternal nutrition, infant and young child feeding, water sanitation and hygiene (WASH) promotion interventions. The survey shall further explore the Communication approaches to drive social and behaviour change towards adopting optimal MIYCN practices. The consultant with support from IMC technical team, will ensure the methodology is presented to AIM working groups for approval and later validation of the survey results. The planning and implementation of the assessment will be done in consultation with IMC Technical team, field program managers and Health and Nutrition and M&E officers.

Scope of the Assignment

Specify the tasks related to the assignment in SMART bullet format. Detail issues such as documentation required and how provided, communication processes, reporting requirements.


Main Tasks by the survey consultant

  • Present a detailed Survey Plan detailing the aim, purpose, objectives, hypotheses as well as survey approach and methodology with adequate representation of different population segments relevant to MIYCN. The survey should target representative communities in Jowhar and Baidoa Districts with a focus on pregnant women, lactating mothers and caretakers including men, influencers of MIYCN practices, decision-makers, leaders/managers who have stake in health, nutrition and MIYCN.  Other key informants should be identified, including but not limited to partners, community leaders etc.
  • Provide a clear Survey Design outlining systematically sampling and sampling frame, sample size calculation, statistical analysis plan and implementation plan (Gantt chart) detailing the chronology of activities. The sample size will be determined by appropriate sampling techniques and the agreed level of precision by IMC and the consultant.
  • Develop Survey Tools i.e. Well-designed data collection tools including questionnaires, focus group discussions (FGD) and key informant interviews (KII) interview guides. Interview and discussion guides and questionnaires shall be developed in consultation with IMC technical team utilizing the minimum core indicators for IYCF and in line with the survey objectives.
  • Data management: Upload the final data collection tool to an appropriate digital mobile platform e.g. ODK or KOBO. Assume overall responsibility for implementation of the survey, including daily supervision of survey teams and daily data quality checks. This includes the data entry step because digital data gathering devices will be used.  The consultant will be responsible for data cleaning and analysis using appropriate software’s.
  • Develop a Dissemination plan for the survey findings at national and field levels.
  • Survey report: Prepare and present an overview of preliminary findings and share this with IMC technical team for comments and discussion. Present the final survey findings with the AIM working group for validation. Write and submit a comprehensive final nutrition survey report. Submit the initial raw and final clean data sets.

Deliverables Description

Itemize the deliverables based on the tasks outlined in 3 and the expected due date

Upon signing the contract, the consultant shall;

  • Present a write up of his/her understanding of the TORs and scope of work detailing the work plan on how to execute the assignment. This should be done within 5 days.
  • Submit inception note and survey protocol describing how the survey will be carried out comprising of introduction, objectives and methodology- including survey plan and survey tools and Budget.
  • A preliminary report to be submitted 1 week after completion of the field activities.
  • Present the final survey findings with the Nutrition Cluster Assessment and Information Management Working Group (AIMWG) working group for validation.
  • The final report to be submitted to the Nutrition Coordinator and Program Director in soft and hard copies and together with all the raw data. This report should incorporate specific realistic and achievable recommendations, including the most appropriate behaviour change communication strategies and messages that can be passed on to the communities to address the issues highlighted. In addition, the report should clearly identify the positive attitudes and best practices that need to be enhanced and the negative attitudes and poor practices that need to be addressed to improve behaviours in relation to MIYCN.DUE DATE(S): 30th April 2019

 

Implementation of the Assignment Deliverables

 As with all population surveys it is imperative that the results are available to IMC as soon as possible. The report will be presented in English and will include at minimum: Introduction and details of the study population, study design (sampling frame, survey sites, sampling procedures, sample size, data collection methods, tools, training description, enumerator capacity, survey findings/results), discussion, conclusions/recommendations, and references.  The annex should contain but not necessary be limited to a map, final questionnaires, sampling frame indicating the clusters selected, actual survey schedule, teams & supervisors, TOR. As mentioned above the consultant will conduct debriefing meetings with IMC field team and Technical teams and other relevant stakeholders.

Experience / Qualifications Qualification

  • Advanced University degree in Nutrition, Health and/ or Public Health and proven experience in carrying out KABP assessments.

 

Experience

  • The consultant must have a strong background in statistics and data analysis. Must be familiar with Statistical Package for Social Sciences (SPSS) in particular and all relevant computer applications in general.
  • Submit a previously conducted IYCF KABP assessment or Possess documented experience in conducting KABP studies related to nutrition and specifically to IYCF.
  • Attachment of all supportive documents with the technical proposal is required.

 

  • The consultant is expected to demonstrate a track record of not less than three (3) years of experience conducting similar assessments in a developing country set up with diverse geographic and ethnic/clan compositions. The consultant should also list the scale of similar projects worked on in the past.
  • Have experience training and working with non-English speakers and people with low levels of education.
  • Experienced in use of adult learning methodologies.

  • Excellent reporting, presentation and interpersonal skills.
