Essential Job Duties/Scope of Work:

By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

Background

International Medical Corps (IMC) began working in the conflict-ridden region of South Sudan in 1994, nearly 20 years before a 2011 national referendum led to the southern-most states of Sudan becoming an independent state. IMC works with the Government of South Sudan to strengthen local health care capacity in 5 of the country’s 10 states and deliver health services to nearly half a million South Sudanese. IMC provides basic primary health care, maternal and child health, mental health and psychosocial support, nutrition and gender-based violence interventions across Central Equatoria, Western Bahr el Ghazal, Unity, Jonglei and Upper Nile States together with the interventions in the Protection of Civilian (PoC) sites in Juba, Wau and Malakal. To support South Sudan in strengthening its preparedness and response capacity for COVID-19, IMC and partners are accelerating activities to build COVID 19 outbreak response capacity. IMC, as co-lead in case management and the Infection Prevention and Control (IPC) pillar of COVID-19 National Task Force, has contributed to the development of COVID-19 guidelines and training materials for South Sudan. IMC is operating the only Juba IDU to provide isolation and medical care for suspected cases until laboratory testing results are released. IMC South Sudan is rolling out COVID-19 response program aiming to contribute to the prevention, detection and response of the Government of South Sudan to the threat posed by COVID-19, and to help strengthen the capacities of health facilities in the three Protection of Civilians (PoC) sites in Juba, Malakal and Wau, and in Juba IDU.

Job Purpose

The Clinical Care Manager is a key member of IMC’s COVID-19 response and as such will be responsible for the clinical care and management of the inpatient unit for IMC’s response to COVID-19. S/he will have a key role in operationalization of the COVID-19 facility by providing technical and managerial support during the implementation of the project.

Main Responsibilities

Medical Activities Management

Facilitates and participates in the organization of the capacity building activities for COVID-19-unit medical staff and the PHCs
Ensure and provide adequate preventive, supportive and rehabilitative treatment is provided to COVID-19 patients in strict respect of Infection Prevention and Control measures and using policies, procedures and guidelines according to Ministry of Health, WHO, CDC and IMC
Support creating curriculum, training materials, ensuring quality of materials from IMC/MOH / WHO, including handouts and serve as main facilitator in medical staff training, along with external or internal consultant/s, when required.
Provide daily services and train staff in COVID-19 unit (doctors, nurses, paramedics and midwifes) in:
General care of COVID 19 patient with special dedication to the operative IPC measures in the unit
General organization of the isolation and ICU unit related to the flow of patient, general services, guarding and cleaning, supporting services, logistics and special procurements and maintenance
General clinical methods and treatments for COVID-19 patient with detailed dedication to moderate, severe and critical cases.
Developing expertise in oxygen therapy.
Provide on job training for close monitoring of the patients’ needs.
Coordinate with medical team and advice for any case needing further medical evaluation and management.
In collaboration with the technical supervisors and team develop protocols and plans for the management of severe and critically ill patients based on MoH and WHO’s guidelines, and in light of latest clinical evidence.
Develop clinical pathways for treatment of severe and critically ill patients and ensure that ill patients who have, are at risk of, or are recovering from conditions that may be life threatening are provided with life support, monitoring techniques, resuscitation and end-of-life care.
Develop and implement quality assurance system in the health facilities including morbidity and mortality reviews, grand rounds, case reviews and medication use audits.
Ensures that hygiene and universal precautions in isolation unit are done according to protocols and in cooperation with the project lPC specialist.
According to the standard provided by International Medical Corps, provide a regular written and verbal update regarding activities conducted including weekly, monthly reports and daily data collection report on morbidity and services rendered.
Inform his/her supervisor of any needs in the facility for prompt action.
Work closely with the Technical Coordinator, senior management and field teams to determine the operational needs of the COVID-19 facility within the scope of the grants.
Ensure proper and up to date patient filing round the clock.
Ensure clinical or community-based staff involved in community or home-based care is well trained and work closely with the facility-based health care providers.
Team Management

Ensure an up to date and appropriate duty roster is available and displayed in the unit.
Ensure safety of staff by implementing strict Infection Prevention Control guideline and supportive supervision.
Seek support and guidance from HR department to ensure staff Management according to IMC HR vision, policies and values and reports any problem or issues to HR manager and project manager.
Ensure adequate staffing of the isolation unit as per proposal and adapt to emerging needs.
When gaps in staffing or equipment are identified, initiate conversations with relevant budget holders and follow up paperwork to ensure timely responses.
Ensures that medical and nursing staff are all trained about Patient Therapeutic Education (PTE), i.e. keeping contact with all patients, giving them information regarding their health status and responding to their questions.
Ensures that all medical staff promotes and maintains confidentiality regarding all patient cases, records, informed consent in case of need to transfer data or take photos.
Promote communication and active participation of all medical staff in the Unit and promote IMC values and philosophy.
Ensures that job descriptions of all medical, nursing, midwife and paramedical staff are properly done and updated and staff understand their responsibilities.
Participates in the selection, follow up of doctors, clinical officers, nursing and medical related staff in cooperation with the different supervisors, and the HR department.
Medical Supplies Management

Support Forecast of medication, medical supplies and medical equipment needs for the unit
Ensure Standard list of medications, medical equipment and consumables in accordance with WHO’s commodity list for COVID-19 and within the scope of severe and critical care capacity of the Isolation facility.
In collaboration with the mission pharmacist and logistic, ensure good functioning and maintenance of isolation unit equipment (oxygen concentrators, monitors, diagnostic equipment, etc).
Ensure supply, documentation and proper storage of medical commodities are facilitated at the Isolation unit
Check and control the rational use and distribution of PPES, equipment, supplies and drugs
Follow up daily and monthly consumption with the teams.
Follow up with pharmacy manager stock related to the unit and ensure that the facility don’t have zero stocks or expired drugs.
Reporting

Ensure analysis of medical data, and provide explanation and comments on the medical activities on weekly, bi-weekly, and Monthly basis.
To follow the epidemiological surveillance system and to react about any outbreak of cluster of cases with the medical team.
Support draft of medical input in the internal and external reports
Representation:

Participate in meetings with partners as per agreement with supervisor
Security

Ensures application and compliance of security protocols and policies
Prevention of Sexual Exploitation and Abuse

Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
Other duties as assigned.

Qualifications:
Registered medical doctor working in in infectious diseases, internal medicine, critical care unit or ICU
Post- graduation in Infectious diseases, internal medicine, critical care or similar field is preferred Experience (Identify specific experiences necessary for this position)

Experience

At least 4 years’ practical experience on MEAL in a humanitarian organization in designing, implementing, and overseeing monitoring and evaluation system
At least 3 years of working experience in infectious diseases clinical care, internal medicine, critical care unit or ICU
2 years of experience managing a unit or health facility
Experience of working in humanitarian settings
