IMA World Health recruits 01 Chief of Party
IMA World Health is seeking a Chief of Party (COP) for an anticipated 5-year USAID-funded integrated health project in Mali. The project will support the Ministry of Health in scaling up high impact maternal, newborn, and child health and nutrition services in an effort to improve health and nutrition outcomes for women of reproductive age and children under 5. The project will build the capacity and commitment of Malians to achieve sustained improvements in the health status of Malians through the following results: 1) Access to high-quality health services expanded; 2) Demand for and use of health services increased; and 3) Individual and household adoption of healthy behaviors increased. The COP will be based in Bamako, Mali and provide overall leadership, management, and oversight for all program activities and staff in accordance with the contract and donor guidelines. S/he will report directly to the Senior Technical Director of Programs at IMA & LWR. S/he will liaise regularly with key stakeholders representing the program, including assigned USAID in-country technical advisors and other staff, Government of Mali relevant Ministry stakeholders, and to civil society networks. Duties:
- Provide overall leadership and supervision of all project activities, including sub-awardees/contractors and project personnel; lead the Program Management Unit.
- Serve as the primary person responsible for overseeing the full-time and short-term technical assistance personnel.
- Provide program and operations management oversight, including financial management, cost control, partner management, program planning, performance monitoring, financial reporting, and client relations.
- Serve as IMA’s representative to USAID, the Mali government, other donors and multinationals, technical agencies and other participating organizations on behalf of the project.
- Oversee quality and timely reporting in line with donor requirements according to the contract/award agreement; monitor progress of program objectives and work with the country director and the program officer in headquarters to ensure quality control.
- Ensure the development and implementation of key project deliverables, including the Monitoring and Evaluation (M&E) plan and work plan. Monitor staff performance and provide capacity strengthening support when needed.
- Hold team and partners accountable to meet objectives in timely manner; ultimately responsible for management of fiduciary risk, attention to value for money and continual performance improvement.
- Ensure visibility of program results, achievements and lessons learned through presentations at conferences and workshops and/or publishing articles through professional journals.
The position requires a competent and experienced person with the following attributes:
- Master’s Degree or higher in public health, health communication, social sciences, or a closely related field is required; a medical doctor is strongly preferred.
- Minimum 8-10 years managing and implementing similar donor-funded projects with a strong preference for experience and familiarity with USAID programming and priorities.
- Experience implementing in one or more of the program technical areas: health system strengthening, health financing and governance, maternal and child, reproductive health, family planning, and/or malaria, quality improvement and quality assurance.
- Experience overseeing sub-awardees/sub-contractors to achieve program results; familiarity and expertise in overseeing the financial and contractual management aspects of program management.
- Minimum of 10 years’ experience working with development programming in contexts similar to Mali; experience working in West Africa and Mali is strongly preferred.
- A thorough understanding of the underlying causes of ill health and social determinants of health (particularly in Mali) will be an asset.
- Demonstrated ability to work in concert with team, partner organizations, and key government stakeholders to achieve results; experience in partnership building especially with the Government of Mali (MoH, RBC, etc.), USAID, NGOs and private sector a plus.
- Strong interpersonal and communication skills (including in making presentations); high degree of political savvy in interacting with senior government and civil society stakeholders.
- Excellent written and spoken French and English.
