Organizational Context
The Secretariat of the International Federation of Red Cross and Red Crescent Societies (IFRC) isorganized into four Business groups in Geneva and five Business Groups in the field, namely the RegionalOffices for Africa, Americas, Asia and the Pacific, Europe, and Middle East and North Africa (MENA).The Africa Regional office is organized through Country and Cluster representations covering the NationalSocieties in Eastern Africa, Southern Africa, West Coast, Sahel, Central Africa and Indian Ocean Islands as well as countryrepresentations in Ethiopia, Sudan, Republic of South Sudan, Niger, Somalia, Sierra Leone, Mozambique andCentral Africa Republic.Somalia is one of the Country Offices under the reorganized IFRC Secretariat.
Job Purpose
Somalia is a country with protracted armed conflict, cyclical drought, chronic food insecurity and disease outbreak. Half of the country`s 10 million population remains in need of humanitarian assistance or livelihoods support. The National Society has for decades been at the forefront in the delivery of diverse humanitarian interventions in response to the recurrent man-made and natural disasters throughout the country. The Somalia Red Crescent Society (SRCS) remains one of the leading health service providers in the country, particularly at the basic level, with access to all the 19 regions of Somalia.
The IFRC Secretariat, represented by Somalia Country Office, will focus on building partnerships, strengthening its resource mobilization capacity and partnerships to raise humanitarian standards in Somalia, assist the SRCS to grow its services for the vulnerable people and increase its contribution to the development of its network to sustain its humanitarian services.
The Senior Disaster Risk Management Officer (DRM Officer) works as part of the Somalia country office team and works closely with regional and cluster technical teams with the aim of contributing to the improvement of appeals and other response operations. The SDRM officer is accountable, under the direction and guidance of the Head of Country Office, for managing the IFRC operations support to the National Society and formulate strategic interventions and approaches in areas of disaster risk management and community resilience including aspects of Livelihoods and food security. Also ensuring that key project management functions (including contract management) for operations are delivered and providing support in the administrative and financial management functions of the Country Office.
Job Duties and Responsibilities
Technical Support
Provide technical support and guidance to both Somali Red Crescent Society (SRCS) to implement capacity building activities in DRM and Resilience, including training, contingency planning, preparedness and response activities.
Provide technical support to Somalia Red Crescent Society in identified areas of the relevant initiatives.
Support the Country Office and SRCS planning, budgeting and reporting and be responsible for PMER functions in respect of the subject area in a timely manner in accordance with IFRC requirements, formats and standards.
Lead and support integrated community resilience planning, involving movement partners, and with a multi sectoral perspective (Health, WatSan Nutrition, Food Security /Livelihoods). All this should be done within a DRR/DRM framework that fosters community resilience building.
Coordinate Somalia country office activities in DRM programme, including emergency operations.
Work with the Africa Region DCPRR unit and the DM departments of SRCS to establish and improve systems of surveillance, monitoring and early warning on possible disaster occurrence and analysis of food security, hazards, vulnerability and capacity.
Support to administrative and financial management functions of the Country Office.
Provide technical support to the Somali Red Crescent Society (SRCS) in developing post-drought response resilience interventions.
Co-lead the Working Groupon Resilience consisting of SRCS and other movement partners working in DRR and resilience.
Policy/Advocacy
Assist SRCS to formulate and implement community- based risk reduction, climate change and resilience activities based on the VCA and DM plan of action.
Support the SRCS in development of the Resilience strategy in coordination with the relevant partners.
Support the documentation of best practice and lessons learnt in resilience and livelihoods and, promote learning and knowledge sharing between the SRCS and Movement partners.
Lead in formulation and operationalisation of movement wide working group on resilience and disaster risk management
Budget control and approvals
Manage budget for projects that are under disaster risk management and resilience portfolio coming under the Hunger and Resilience Project, Country Operational plan and forthcoming projects.
Review all the expenditures and financial returns submitted by SRCS staff to ensure conformity with the project budget lines
Prepare budget forecasts and approve transfer of funds to SRCS for project implementation in a timely manner.
Capacity Building
Organise disaster risk management, resilience and other relevant trainings to improve quality of services and to build capacities of SRCS staff and volunteers on DRM/DRR.
Lead in developing contingency plans in collaboration with SRCS and other partners and to facilitate contingency planning workshops.
Strengthen IFRC and SRCS capacities in disaster risk management and resilience work
Capacity Building
Organise disaster risk management, resilience and other relevant trainings to improve quality of services and to build capacities of SRCS staff and volunteers on DRM/DRR.
Lead in developing contingency plans in collaboration with SRCS and other partners and to facilitate contingency planning workshops.
Strengthen IFRC and SRCS capacities in disaster risk management and resilience work
Program Development, Implementation and Monitoring
Lead development of DOP under disaster risk management and resilience themes
Manage and monitor the implementation of the emergency response as well as resilience projects in Somalia.
Monitor emerging/new partnerships and resource opportunities in support of community resilience building and livelihood programming.
Support monitoring of the emergency operation through use of relevant IFRC tools.
Assist with planning and development of DREF and Emergency APPEALs processes.
Resource Mobilization
Lead planning and development of proposals in DRM and resilience and contribute to DREFs and Emergency APPEALs processes, as required.
In coordination with the head of country office organise Partners/donors briefing meetings to update them on operational progress and gaps needing immediate support.
Together with SRCS and country Office develop innovative DM proposals and submission to partners for funding consideration.
Engage with partners to develop joint proposal in areas of community resilience and disaster risk management
Building Partnerships
Liaise with international agencies and organisations in Somalia and be the focal point for the Food Security Cluster, and other Inter Agency coordination Forums/Task Forces on Disaster Risk Management and Resilience, Famine Action Mechanism (FAM) in Somalia.
Assist the IFRC Head of Somalia Country Office to establish linkages between the branch level & community- based DM/DRR, Climate Change and Resilience work, and wider OD & development initiatives.
Represent the Somalia Country Office in technical working group meetings in Nairobi and in the field.
Reporting
Collect data and information from emergency response operations and provide overview using existing tools and by supporting the development of new management and planning tools.
Lead and be responsible for the formulation of relevant reports, both narrative and financial on a timely basis for projects under Disaster Risk Management and Resilience portfolio
Preparations for operations meetings, note taking.
Education
Relevant University degree level qualification
Relevant professional training in Disaster Management
Post Graduate qualification is an added advantage
Experience
Minimum of 5 years relevant experience
Experience of working with IFRC operations and programme
Management and coordination in the field and in a regional office
Experience working for a humanitarian aid organisation in a developing country (experience within the Eastern Africa region is an asset).
Experience of planning and managing finances and budgets
Experience in IFRC Project management tools and systems
Experience of project planning and implementation
Experience of writing comprehensive narrative and financial reports
Experience of working for the Red Cross/Red Crescent Movement
Experience of working in a post-conflict situation
Knowledge, skills and languages
