Background

Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the World’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency; coordination and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarter is organized in three divisions: (i) Partnerships, including Movement and Membership; (ii) Programs and Operations; and (iii) Management. The Secretariat has five regional offices, as follows: Americas (Panama City); Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut). It is the IFRC’s mandate to take the lead in humanitarian support operations as an effect of natural disasters in international scales or when the National Society requests international support. In such cases surge deployments are organized by the Secretariat to ensure necessary technical support and coordination. Reporting to the Head of Policy, Strategy and Knowledge the Senior Accountability Officer will coordinate and strengthen the support service functions of National Societies.
Job Purpose
Senior Accountability Officer is responsible to help build strong National Societies that are credible and able to deliver quality humanitarian services by building capacities in the NS’s around support services function by collaborating with technical colleagues in the region.
Job Duties and Responsibilities
Support National Society in analysis and technical advice, on matters related to policy, accountability, transparency, and governance, integrated with other capacity enhancement initiatives within broader national society development framework.
Support National Society to assess capacities and develop activities, guided by and linked to, OCAC, wider organization strategy, and long-term development plans.
Promote best practices, and support National Society to access network of practitioners, for peer support and knowledge/expertise sharing.
Support National Society to implement key initiatives related to risk management, financial sustainability, financial.
Accountability and integrity crisis.
Support National Society develop risk management framework and strengthen NS policy around control and prevention of Fraud and Corruption.
Follow-up and support National Societies in meeting Constitutional financial accountability obligations, including timely submission of Statutory Contributions, filing of audited financial statements; and filing of Certified Declarations of Income.
Support National Society to develop cost recovery mechanisms which is guided by the NS Costing guidelines.
Support National Society during emergency operations, to strengthen capacities and internal control environment, and to provide strategic advice to management and governance
Review National Societies’ support services function plans and provide recommendations.
Coordinate and support technical resources persons to achieve development objectives.
Create platform for knowledge sharing and peer support, and manage database for resource persons.
Support in global or regional assessment processes that include finance admin, HR, IT, Logistics and PMER;
Manage dialogue with international organisations; and foster partnerships with financial institutions.
Be the cluster focal point for the Capacity Building initiatives, such as Seed grants, OCAC and BOCA initiatives liaising with the regional Policy Strategy and Knowledge (PSK) team as appropriate.
Be cluster focal point for leadership development initiatives, liaising with the Regional PSK team as appropriate.
Maintain good working relationships and ensure timely two-way communication with the colleagues managing National Society development in the NS’s as well as the cluster/country offices.
Education
Relevant University or Master’s Degree in Finance, HR, Public Administration, Public Policy.
Professional qualification in finance or accounting will be an added advantage.
Relevant training or coursework in one or more core areas e.g. Financial, Administration and HR management (emergency operation, finance, risk management, audit, security).
IMPACT, Basic Delegates Training Course or equivalent knowledge.
Experience
Minimum 5 years of prior professional experience in a similar role of Support Services function.
Minimum years of prior experience working with the IFRC, in any of the support functions.
Experience in working in an international environment, preferably with the United Nations or similar organization.
Experience of managing & supporting staff.
Experience of supporting a RC/RC society on finance management and computerised financial systems.
Extensive experience of budget preparations, cash-flow statements & financial plans, preferably with IFRC.
Experience in emergency response setting.
Extensive experience in commercial & contractual systems.
Knowledge, skills and languages
In good mental & physical health, high level of stress tolerance.
Advanced skills in computers (Windows, spreadsheets, accounting packages and word
processing).
Experience of and ability to use manual accounting systems.
Strong skills in training and developing staff.
Experience to the International Red Cross & Red Crescent Movement.
Excellent professional communications skills, both verbal and written in both English.
Strong organizational skills, methodological and logical approach to tasks and problem solving.
Good presentation, facilitation and note-taking skills.
Ability to organize, analyze and synthesize large amounts of information.
Ability to manage complex and sensitive relationships with partner organizations.
Sound knowledge of Microsoft Office applications.
