Background
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 190 member National Societies. Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the World’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is” to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency; coordination and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programs and Operations; and (iii) Management. The Secretariat has five regional office, as follows: Americas (Panama City); Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut). This position is based in Beira, Mozambique to support the Head of Operations and PMER Delegate in regular monitoring of activities, trainings, reporting periodic data and information from all programs.
Job Purpose
The National PMER Officer’s overall task is to support the PMER functions in ensuring the quality and timely delivery of all plans/appeals/reports; and to work with Cruz Vermelha de Mozambique (CVM) and IFRC staff in Beira to improve PMER capacity so that IFRC planning, M&E and reporting standards are met.
Job Duties and Responsibilities
Under the guidance of the PMER Delegate, the PMER Officer is responsible for:
Planning
• Assisting the target provincial and district branches of the CVM to design, develop, and adapt their strategic planning with regards to the Beira operation.
• Liaising with Information Management counterparts within the IFRC to verify data for planning purposes.
Monitoring and Evaluation
• Liaising with Information Management counterparts within the IFRC as well as CVM in the provincial and district branches to verify data for monitoring and evaluation purposes.
• Working closely with the field team, to identify existing monitoring and review mechanisms in the Emergency Plan of Action to ensure that reports incorporate accurate and relevant information.
• Supporting and monitor with quality checks of activity reports/inputs from the field team ensuring the Indicator Tracking Tables are well maintained
• Assisting in the carrying out of assessments, evaluation and reviews.
• Ensuring that IFRC colleagues in the field team, as well as CVM PMER focal point(s), other similar role(s) in the field are updated with all relevant operational decisions.
• Assisting evaluation internally and externally and support the use of evaluation results within the CVM.
Reporting
• With guidance from the PMER delegate, lead the preparation of progress reports for internal and external audiences, including but not limited to situation report, consolidated monthly operational reports, operational updates, pledge-based reports, etc. for IFRC and other stakeholders.
• Responsible for data quality assurance and timely reporting for reports submitted by the volunteers to the CVM.
• Initiating the collection and collation of inputs from the field and ensuring that accurate information and required formats are used, in order to support the drafting of various reports including pledge-based reports for various donors.
• Assisting with the set-up of appropriate internal and external reporting systems based on IFRC and NS’ standards.
Other duties and responsibilities
• Liaise with other PMER counterparts for networking and sharing experiences.
• Initiating and training volunteers on the PMER tools, and ensure quality training is done according to IFRC standards (including log frames, M&E plans, etc).
Education
A relevant University Degree
Successfully completed the Stay Safe e-learning courses (basic)
Experience
Working experience in a humanitarian organisation
First-hand experience with IFRC security management system
Leadership and staff training experience.
In-country contextual understanding and operational experience
Knowledge, skills and languages
Good communication skills
Good analytical skills in political, socio-economics and security areas
Ability to work in a multi-cultural environment
Good stress management skills
Self-supporting in computers [Microsoft Office, database, e-mail (Outlook) etc.]
Valid driving license (light vehicles)
Fluently spoken and written English and Portuguese
Knowledge of another IFRC official language (French, or Arabic)
Other languages; preferably other local languages
