Background

Organizational Context
The Secretariat of the International Federation of Red Cross and Red Crescent Societies (IFRC) is organized into four Business groups in Geneva and five Business Groups in the field, namely the Zone Offices for Africa, Americas, Asia and the Pacific, Europe, and Middle East and North Africa (MENA). The Africa Region Business Group is organized through regional representations covering the National Societies in Eastern Africa, Southern Africa, West Coast, Sahel and Central Africa as well as country representations in Central Africa Republic, Democratic Republic of Congo. Ethiopia, Somalia, Republic of South Sudan, Sierra Leone, Niger, and Somalia.
Job Purpose
PMER Assistant role will be to support countries and clusters in streamlining monitoring, reporting and data use for decision making. The position will work closely with Senior PMER officers and the PMER coordinators in ensuring that performance of various business units is well captured, and that management is advised accordingly based on the analyses and reports from the programmes and projects. In addition, the role will be critical in strengthening countries and cluster project management process with attention to monitoring aspects for ECHO funded programmes.
Job Duties and Responsibilities
PLANNING
Support in the review of country and cluster plans
Support in the development of country and cluster plans indicator matrix
Support in the analysis, and follow up of country and cluster plans reports
MONITORING
Support the development of efficient and effective monitoring systems as warranted by and per programme/project.
Ensure appropriate identification and use of strategic information;
Provide support in the development of survey tools
Support in the analysis of satisfaction survey reports
Through country and cluster, provide technical monitoring support to the National Societies
Support regular and ongoing programme reviews of IFRC Secretariat work testing the effectiveness and accuracy of IFRC monitoring systems.
Review the status of monitoring systems in place and work with Senior M&E officers to improve and update the current programme monitoring tools.
REPORTING
Ensure that all donor reports (standard and non-standard) are prepared to quality standards, through reviews of the report against donor proposal document
Working with countries and clusters on proactive follow up of report tracker and ensuring compliance with reporting deadlines
Support the programme coordinators to ensure IFRC reporting standards are upheld
ACCOUNTABILITY
To ensure efficient and effective management of Federation resources in operations/programmes under the areas of responsibility.
To ensure compliance with Movement and International Federation policies and Secretariat management policies, procedures, processes in the area of operations.
To seek management and policy advice and guidance as required.
Education
Relevant university degree (Statistics, Economics etc)
Relevant professional training courses (Humanitarian Diplomacy program/operation management/planning, monitoring, reporting
IMPACT or equivalent knowledge
Experience
2 years’ experience in strategic, programme and project planning (including knowledge of results- based or logical framework systems or their equivalent) and resource mobilisation
Experience in coaching program staff, in facilitating training and in selecting and managing consultants
1 years working in emergency, recovery and development settings
Experience in survey design and sampling
Familiarity with International Federation policies and guidelines
Experience with International Federation policies, procedures and systems
Knowledge, skills and languages
Strong skills in general administration, oral and written communication
Comprehensive knowledge of qualitative and quantitative methods
Knowledge of information sharing tools, and the ability to implement them
Knowledge of a variety of statistical analysis and sampling methods
Good analytical skills and solution focused person including knowledge and use of statistical packages like SPSS, SAS, Epi-Infor or equivalent)
Demonstrable accountability
Self-supporting in computers (Windows, spreadsheets, word-processing)
