Organizational ContextThe International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest volunteer-based humanitarian network. The IFRC is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the IFRC is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC has its headquarters in Geneva, with regional and country offices throughout the world. The IFRC is led by a Secretary General who provides the central capacity of to serve, connect, and represent National Societies. The IFRC’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The IFRC has five regional offices, as follows: Americas (Panama City); Africa (Nairobi); Asia and Pacific- AP (Kuala Lumpur); Europe (Budapest); Middle East and North Africa-MENA (Beirut). The Africa Regional Office (ARO) supports 49 National Societies to strengthen their humanitarian and developmental work, helping them to remain sustainable, relevant partners of choice and accountable for their actions. The IFRC Africa Regional Office (ARO) is supporting National Societies with the implementation of their response to the COVID-19 pandemic through a Regional Emergency Appeal that is seeking CHF 80m. The complexity and scale of the COVID-19 operation; necessitates that the IFRC support National Societies in the area of Planning, Monitoring, Evaluation and Reporting (PMER) to ensure that they are able to deliver effective and efficient services to the affected population, whilst simultaneously meeting its accountabilities to partners that have contributed funding and support. Following a review of capacity and of the processes required to ensure this is done, it has been recognized that there is a need to recruit PMER officer(s) localized with CCST/CO and implementing National Societies.
Job PurposeThe PMER Officer (Sahel) for the COVID-19 operation has the primary task to support Federation-wide planning and reporting for the IFRC Africa Regional Office, IFRC Sahel CCST and National Societies related to the COVID-19 operation. This includes all actions to ensure quality and timely delivery of COVID-19 emergency operation planning and reporting documents (Federation-wide reporting requirement, revisions, operation updates, pledge-based reports, and others), as well as monitoring and evaluation.
S/he will work with National Societies engaged in COVID-19 response actions and counterparts in the Sahel CCST to improve PMER capacities, which ensure the compliance with IFRC PMER standards and NSs needs in planning, monitoring, evaluation and reporting.
The position will be part of the Sahel CCST, and report to the Head of CCST; but outposted to N’Djamena, Tchad.
There will also be the potential for international travel to support National Societies under the Sahel CCST, namely: Burkina Faso, Cape Verde, Gambia, Guinea, Guinea Bissau, Mali, Mauritania, Niger, and Senegal; and to participate in internal and external meetings on behalf of the CCST. The PMER Officer will also participate in wider Regional PMER networks and resource groups, as needed
Job Duties and Responsibilities
The position holder will:Support National Societies within the Sahel CCST with the preparation and as necessary revision of their COVID-19 Emergency Plans of Actions; as well as ensuring they are in accordance with the global COVID-19 Emergency Appeal (EA).
Support National Societies to prepare their national COVID-19 Country Response Plans; and ensure that these are made available on the IFRC GO Platform.Support National Societies with the implementation of monitoring and evaluation systems for the COVID-19 operation, including as appropriate: logical frameworks (objectives, indicators and targets), monitoring and evaluation (M&E) plans, indicator tracking tables (ITT), and matrixes to monitor outcomes, outputs an activity related to the COVID-19 operation.Support to Sahel CCST and National Societies with monitoring of the COVID-19 operation to facilitate results-based management and with the aim to strengthen accountability and evidence-based outcomes.Provide support in the development of data collection and surveying tools as needed, including application of KoBo or ODK; as well as conduct analysis as needed by the Sahel CCST, Africa Regional COVID-19 Operations Team, IM, and PMER counterparts.Train CCST/CO and National Society PMER counterparts on the use of COVID-19 data collection and reporting tools in coordination with the COVID-19 Operations Team, IM and PMER leadsWork with National Societies to cascade reporting systems defined by Global, Regional, and Sahel CSST Offices. This includes promoting the use of 3Ws, Field Report and Global ITT on the IFRC GO Platform; and other Federation-wide reporting systems.Responsible for the quality assurance on the preparation and delivery of all reporting (Operation Updates, Pledge-based Reports, SitReps etc.) related to the COVID-19 operation under the Sahel This includes ensuring coherence of the information, editing and formats in coordination with the Africa Regional COVID-19 Operations Team, PRD and PMER functions; and in compliance with the quality standards, correct use of templates, and timeliness to fulfil established deadlines.Work with the Sahel CCST and National Societies to document the impact of interventions being implemented under the COVID-19 operation – including outcome harvesting, preparation of case studies/success stories etc.Support and participate in Real Time Learning and other evaluations (After Action Reviews, End Line Assessments etc.) of the COVID-19 operation.Participate in COVID-19 related coordination meetings at Sahel CCST and National Society level as needed.
Other PMER dutiesMaintain knowledge, understanding and use of the IFRC planning, monitoring, evaluation and reporting systems and procedures.
Support the CCST and sectoral teams with PMER duties in other emergencies (DREF and Emergency Appeals), as needed, to ensure business continuity
Education
RequiredUniversity degree or bachelor’s degree in economic or social sciences or equivalent qualification

Relevant professional training courses (Humanitarian Diplomacy program/operation management/planning, monitoring, reporting, statistics etc.)
PreferredODK or KoBo Training

Power BI Training (Or equivalent)
ExperienceAt least 2 years’ experience in strategic, programme and project planning (including knowledge of results- based or logical framework systems or their equivalent) and resource mobilisation
Experience in complex emergency operations
Experience in coaching program staff, in facilitating training and in selecting and managing consultants
Experience in survey design and sampling
Experience in the use of data visualization software (Power BI etc.)
Familiarity with International Federation policies and guidelines 
Experience with International Federation policies, procedures and systems
Knowledge, skills and languagesStrong skills in general administration, oral and written communication;
Comprehensive knowledge of qualitative and quantitative methods;
Knowledge of information sharing tools, and the ability to implement them;
Knowledge of a variety of statistical analysis and sampling methods;
