Background

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 191 member National Societies. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles; humanity, impartiality, neutrality, independence, voluntary service, unity and universality.As one of the five decentralized parts of the IFRC Secretariat, the Africa Regional Office leads the support to National Societies of 49 countries through seven Country Offices and six Country Cluster Support Teams. The Country Office in Democratic Republic of Congo (DRC) is responsible for overseeing IFRC’s support to the DRC Red Cross including in implementing humanitarian and development programmes that address the needs of vulnerable people. Since 21 May 2018, the IFRC has been supporting DRC Red Cross and it’s coordinating Movement and external partners in responding to the needs of communities affected by the Ebola Virus Disease outbreak. As the outbreak potentially effects cross-border population of DRC, the IFRC has scaled up its One International Appeal to support communities across multiple countries in response and preparedness of the EVD outbreak. The appeal seeks to support 15.5 million people through a total of CHF 43 million and enable the Red Cross and Red Crescent Movement (Movement) to continue supporting the Democratic Republic of the Congo Red Cross (DRC RC), Burundi Red Cross (BRCS), Rwanda Red Cross (RRCS), South Sudan Red Cross (SSRC), and Uganda Red Cross (URCS), to deliver assistance and support the response to and containment of the current Ebola Virus Disease (EVD) outbreak in the Democratic Republic of Congo (DRC).
Job Purpose
As part of the regional Partnership and Resource development team, and reporting to the Head of DRC Country Office, the Partnership Delegate is responsible for coordinating relationships with donors and partners supporting the One International Appeal. This includes a consistent effort to build trust with partners by:
• Providing stewardship, quality assurance and follow-up with a wide range of partners, including tailored-made support for partners;
• Facilitate external relations with Movement and external partners as requested, including in proactively coordinating field visits;
• Facilitate a consistent risk assessment process;
• Ensuring effective and thorough grant/pledge management in close coordination with operational leads and budget holder(s);
• Ensure the coordination and writing of high-quality proposals under the supervision of the Head of Country Office and regional PRD team, in close liaison with operational and technical leads as well as partners.
Job Duties and Responsibilities
Based in DRC and reporting to the head of Country Office and Head of PRD in the region, the Partnerships Delegate position will focus on the following:
• Coordinate accountability and stewardship to partners for the response:
o Ensure oversight and quality control on all pledges and grants made to One International Appeal MDRCD026;
o Work with operational and accountable leads to mainstream effective contribution management and partner stewardship;
o Champion high quality accountability standards and ensure compliance with relevant policy and procedures;
o Ensure regular and proactive update to key partners with a view to developing trust and transparency in delivering Movement response in support to relevant National Societies.
• Engagement and relationships with partners
o Proactively facilitate donors/partners’ field visits in close liaison with the Country Office and regional PRD;
o Develop a knowledge base and analysis of partners with a view to maintaining and developing partnership engagement across the operation;
o Support the organisation of partnership and cooperation meetings, including for pledging or coordination purposes.
• Support to Risk Management and mitigation
o Monitor a risk assessment process with regards to partners accountability.
• Funding and resourcing plans
o Coordinate tailored proposals to specific partners to seek funding for the appeal;
o Contribute to funding gaps monitoring, including through weekly funding tables, and analyse/ propose/ implement corrective measures;
o Facilitate and support resourcing efforts for the Red Cross Red Crescent response in close liaison with regional PRD team, the Country Office, operational leads, PMER and Finance focal points.
• Effective matrix management
o Ensure effective coordination with Country office, regional PRD team and technical leads to be involved in performing tasks.
Education
Relevant University degree
Relevant post-graduate degree or MBA
Experience
Minimum of 5 years of working experience
Solid track record in partnerships and fundraising
Relevant work experience with the Red Cross/Red Crescent Movement, or another organisation working internationally, including in resource mobilisation, partnerships, planning and/or reporting.
Experience in project management including multi-stakeholder engagement
Working with international funding agencies (e.g. EU or governments)
Knowledge, skills and languages
Familiarity with government and multilateral funding systems
Ability to work in a diverse cultural context
Strong knowledge of information sharing tools, and the ability to implement them
Highly organised, with ability to create a team approach
Excellent communication skills; influencing skills
Excellent relationship building skills; ability to build and strengthen internal and external networks, and establish effective partnerships, with National Societies
Demonstrated skill in analytical and strategic thinking.
