Background
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 190 member National Societies. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles; humanity, impartiality, neutrality, independence, voluntary service, unity and universality.
Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. The Federation is a membership organisation established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. IFRC country office in Mozambique (MCO) which is just reopening is part of the Southern Africa Country Cluster set-up and its role and mandate in Mozambique are defined as support to the Mozambique Red Cross (Cruz Vermelha de Mozambique, CVM) in managing the Cyclone Idai relief and recovery operation, programme/service delivery, resource mobilisation, ensuring quality and accountability to donors, coordination of NSD/BD activities towards CVM development and ensuring effective implementation of the Cyclone Idai Emergency Appeal and Annual Operational Plan agreed with the CVM. National Society Development (NSD) Delegate is directly reporting to the Head of the Country Office. In Mozambique, there are three Partner National Societies with in country presence These are namely the Belgian RC Flanders, the German Red Cross and the Spanish Red Cross. CVM has gone over the 10 years through a number of crisis which weakened the National Society substantially. New statutes were introduced in 2017 and a new governing board was elected and a new Secretary General appointed in the same year. Since his appointment a number of initiatives have started to reorganize the national society and to aim for financial sustainability in the future. New key staff, including Directors for Programmes and Finance and Administration were hired in the beginning of 2019.I 2018, OCAC was conducted. In March 2019 a powerful cyclone hit the central part of Mozambique caused several hundreds of casualties, widespread damage and resulted on huge loss of infrastructure and crops. The response of the Red Cross and Red Crescent Movement in support of CVM will put additional pressure on the National Society limited capacity and will demand scaling up of staffing and other organizational components. There is, therefore, an opportunity to use the emergency to support longer term NSD activities by putting deliberate efforts to strengthen the institutional and operational preparedness capacity of the CVM in all sectors especially in finance, HR leadership skills, branch development, volunteer management, PMER and logistics amongst many others.
Job Purpose
The role will provide guidance to the Mozambique Red Cross on the strategic level in processes, transfer of skills in strategic thinking and planning as well as coaching but additionally hands-on operational support to the Cyclone Idai operation is equally required. Support to bringing all ongoing organizational development processes together, structuring processes, development of implementation strategies and a Turnaround strategy
 In areas such as finance, human resource, governance, management and leadership development, branch- and volunteering development the most important role will be technical support and in linking the NS to movement supportive resources and coordination of movement partners´ support.
The NSD delegate will be based in Maputo with frequent travelling across the country especially to the provinces affected by Cyclone Idai as required.
Job Duties and Responsibilities
Support Mid- term review of CVM strategic Plan 2018-2021 and further development of the operational plan. Provide technical support and competence development in strategic thinking and implementation strategy development as well as in change management-leadership in going from strategy to implementation in the ongoing organizational change processes.
Strategic guidance and technical support to CVM in the development and implementation of a National Society turnaround strategy as well as to mobilize possible movement/ non-movement partners support
Assist CVM governance and management in reviewing its organisational structure, systems & processes, and explore the use of common Federation or external analytical tools where relevant.
Support CVM, the IFRC Head of Country Office and the IFRC Operations Manager in using the opportunities the Cyclone Idai operation is offering to result in a stronger NS at the end of operation by:
Developing and protecting the programmatic and strategic core areas of CVM
Provide distinctive support for decision-making of CVM leadership which leads to a fast, accountable and high-quality recovery operation
Guide the CVM leadership through the different phases of operation, esp. from recovery to long-term programming
Provide support to strengthen communication and coordination between headquarters and branches
Ensure effective communication with in-country PNSs, ICRC and other PNSs supporting the development of CVM with the purpose of coordinating and harmonizing activities and support to CVM and to ensure the most effective and efficient use of available human and financial resources
Support CVM in promoting volunteer and youth recruitment, retention and capacity building
Assist CVM in developing clear youth and volunteer engagement strategies and plans
Engage in the implementation of plans with focus on the Cyclone Idai affected provinces
Support the NS in the development of a plan for governance, management and leadership development based on the OCAC and BOCA outcomes
Support in linking and coordinating Movement technical resources and Movement partners’ support.
Support the creation of a OD technical workgroup led by CVM Director for OD as a forum for strengthened cooperation and alignment around OD issues and efficient use of available resources in areas where Movement partners are involved e.g. branch, volunteering and HR development.
Support on the implementation of the. Assist and Facilitate the creation and functioning of a CVM-led NSD task-force for NSD turnaround strategy implementation ».
Education
Advanced university degree (master’s or equivalent) in Social sciences, Management, International development or other relevant areas of study in organizational development.
Experience
10 years of experience in managing/supporting organizational development processes including decentralization.
10 years of work experience in humanitarian or development sector
5 years of experience in the Red Cross Red Crescent
5 years of experience in members- / volunteer-based organizations
5 years of senior management experience in a non-profit organization (preferred)
3 years of experience of big emergency operations
Knowledge, skills and languages
Be strongly founded in the IFRC concept of National Society development and dynamics
Expert in organizational renewal and organizational and capacity development in complex organizations
Proficient in strategy, policy and framework development
Proficient in change management and implementation strategy development
Advanced innovative thinking and analytical ability
Demonstrated capacity to work with sensitivity in a multi-cultural environment
Proficient in developing and coordinating networks and coalitions to accomplish goals
Proficient in gaining agreement from partners to support ideas
Proficient in report writing
Fluently spoken and written Portuguese and English
