Organizational ContextThe International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the World’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is” to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters and crises and health emergencies. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency; coordination and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programs and Operations; and (iii) Management. The Secretariat has five regional offices, as follows: Americas (Panama City); Africa (Nairobi); Asia and Pacific- AP (Kuala Lumpur); Europe (Budapest); Middle East and North Africa-MENA (Beirut).
Job PurposeThe Fleet Assistant under the direct supervision and the guidance of the Fleet Delegate will facilitate and coordinate the fleet management activities and will ensure the optimal use of the vehicle fleet in Goma, Mbandaka and Bunia.
Job Duties and Responsibilities• Daily Fleet management administrative duties
• Fuel management (purchase and dispatching)
• Vehicles maintenance and repairs request
• Vehicle registration and insurance renewal
• Vehicle Accident/incident reporting
• Fleet Wave data recording (fuel & mileage, maintenance, accident, driver details.)
• Monthly fuel and maintenance reporting – Excel Sheet
• Vehicle and drivers file creation and updating
• Overall control of the vehicle fleet and drivers
• Vehicle dispatching and transport management
• Vehicle inspection report monitoring (weekly basis)
• Vehicle movement monitoring
• Driver evaluation
• Vehicle fuel and maintenance request coordination with Fleet Officer
• Driver rotation
• Monthly Transport Request Reporting – Excel Sheet format
EducationDiploma in relevant Area or equivalent knowledgeProfessional qualification in Fleet and Transportation administration
ExperienceA minimum of 4 years practical experience in Fleet Administration and DispatchingWorking experience in an International organization
Knowledge, skills and languagesGood knowledge and Familiar with Travel, driving process in DRC and have a good knowledge of the roads of North-Kivu, South-Kivu, Ituri and EquaterAbility to deal with people in a professional manner in all types of situationsAbility to identify and report potential mechanical, electrical or safety problems on vehiclesAbility to work in a cross-cultural and cross-functional environmentStrong interpersonal skills and good understanding of the global organizationWritten and verbal communication skills required for interactions at all levelsManagement skills (Ability to manage the drivers) and follow up the car dispatchingKnowledge in operation of basic office equipment such as scanners, copiers, phones and printers.Self-supporting in computers (Windows, spreadsheets, word-processing and PowerPointFluent in written and spoken French, English and the local language
