Organizational ContextThe Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency; coordination and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programs and Operations; and (iii) Management. The Secretariat has five regional office, as follows: Americas (Panama City); Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut). The International Federation and Red Crescent Societies of the Red Cross (IFRC) ‘s Southern Africa Country Cluster office is in Pretoria, South Africa and serves ten countries, namely Angola, Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia, South Africa, Zambia and Zimbabwe. This position is based in Zimbabwe country Office, Harare to support the Partners National Society in day to day strategic and operational Finance.
Job PurposeSupport BRC Senior Finance Officer for Southern Africa and the in-country team in ensuring efficient, effective and timely financial management and administration of BRC supported programming in Southern Africa, including Zimbabwe Red Cross Society (ZRCS), Namibia Red Cross Society (NRCS), Eswatini Red Cross Society (BERCS) and other NS in the region if required.
Job Duties and ResponsibilitiesBased on joint work planning, the regional finance and admin officer will work together with the Senior Finance Officer and perform the following duties:
Assist in validating that ZRCS/NRCS/BERCS project financial reports are correct in terms of entries and calculations; and are consistent with figures presented in supporting documents.Ensure budget variance explanations and activities and corresponding budget lines carried forward are correct and consistent with narrative reports.Verify that ZRCS/NRCS/BERCS project financial reports, invoices and supporting documents meet project agreed requirements & timelines and is consistent with the NSs policies and procedures and BRC financial management guidelines as per the back-donor requirements.Follow-up with ZRCS/ NRCS/ BERCS Financial Department on (1), (2) and (3) as required; and escalate to BRC Senior Finance Officer as necessary.Identify broader systematic issues within BRC-supported project financial management practice that need addressing; and in liaison with BRC Senior Finance Officer to agree plan of action as to who will address this with NSs Financial Department and how.Provide technical support as agreed to NS in preparing annual and revised programme budgets.Ensure that NSs fixed assets inventory lists for projects, in line with their policies and project requirements, are established and maintained at all levels.When necessary assist in planning and organising BRC internal audits and Donor initiated audits in Zimbabwe/ Namibia/ Eswatini in relation to BRC supported programmes.Assist in BRC financial management capacity building efforts with NSs (involving potential field visits to the project implementation areas to work with regional/provincial/district teams).Undertake quality control of cash transfer requests from the BRC and the NSs, and transmit them to the BRC UKO for further processing.Provide technical support to ZRCS/NRCS/BERCS on procurement processes.Assist with timely pre-verification of ZRCS payment requests ensuring compliance with necessary internal controls and procedures. This includes pre-verification and post-verification of ZRCS payrolls and salary payments to ZRCS staff.Assist in maintaining administrative procedures in the BRC Office.Ensure timely and accurate cash management in the BRC Country Office and liaise with BRC bankers on general banking issues.Ensure timely and accurate booking of BRC Country Office transactions and timely reporting to BRC UKO International Finance.
EducationBachelor Degree in Accounting / FinanceACCA qualification preferred Experience
Minimum 3 years auditing and/or finance management experienceDemonstrated experience with accounting software (Navision preferred)Experience in budget preparation and follow-upExperience in financial management with, or auditing of, Non-Government Organisations preferredExperience and knowledge of international donor procedures
