Background
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 190 member National Societies. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles; humanity, impartiality, neutrality, independence, voluntary service, unity and universality.
Organizational Context
On the 1st August 2018 the MoH officially declared 10th EVD outbreak in Mabalako Health Zone, Beni territory. Following an alert from the North Kivu Provincial Health authority about a cluster of cases in Mangina end of July 2018, four samples out of six tested positive for EVD. On 6 August 2018, the Institut National de Recherche Biomédicale (INRB) confirmed by genetic sequencing that this latest outbreak is caused by the Zaire ebolavirus species and is not connected to the recent outbreak in Equateur Province. As of 30th September 2019 3,194 EVD confirmed or probable cases with 2,133 deaths, the 10th outbreak is now the biggest outbreak in the country’s history and the second largest ever in recorded history. The epicentre of the epidemic, initially in the town of Mangina, has moved towards the south, first to the city of Beni and later to the much larger city of Butembo. Katwa, a nearby town on the east of Butembo, became a new hotspot by the end of 2018. To date, 26 health zones in North Kivu and Ituri provinces have reported confirmed or probable cases, and the global numbers of cases are steadily rising. Goma the capital city of Nord Kivu (over 1 million population) notified the 1st EVD case on 14 July 2019 and to date, 4 positive cases has been recorded with 1 death. On 17th July WHO made the declaration of DRC EVD as Public Health Emergency of International Concern (PHEIC). The IFRC issued on July 15th 2019 the fourth revision of the One International Appeal (OIA) seeking a total of 43 million Swiss francs to enable the International Federation of Red Cross and Red Crescent Societies (IFRC) to support the Democratic Republic of the Congo Red Cross (DRC RC) and International Red Cross and Red Crescent Movement (Movement) partners to respond to the ongoing Ebola Virus Disease (EVD). The OIA also targets at risks countries sharing borders with DRC and with proximity to North Kivu; Burundi, Rwanda, South Sudan and Uganda. These countries are catergorised as Priority 1 countries by the World Health Organization (WHO). The IFRC is supporting Burundi Red Cross to implement an EVD preparedness project to enhance its capacity to The objective of Ebola Virus Disease (EVD) preparedness operation is to enhance the capacity of Burundi Red Cross Society (BRCS) to anticipate and respond to EVD in the event of an outbreak. morbidity and mortality resulting from the Ebola virus disease in Democratic Republic of the Congo.
Job Purpose
The Preparedness Delegate will be responsible for driving the development, implementation, supervision, and evaluation of Preparedness activities for the Ebola response in Burundi, along with ensuring Preparedness is built into National Society (NS). The position will provide strategic and technical advice, supervision, and training to improve the readiness of communities in high risk.
Job Duties and Responsibilities
Emergency preparedness
• Plan and organise Safe and Dignified Burial (SDB) training
• Plan and implement SDB drills and simulation exercises with SDB teams and other agencies in at risk communities
• Support the National Society to establish and convene coordination meetings with actors with a role in SDB preparedness and response activities
• Support RCCE trainings and community based activities
• Organise and support trainings in Infection Prevention and Contol (IPC)
• Organise and support staff and volunteer trainings in contact training
• Support the National Society to develop Procedures and Protocols in SDB, RCCE, Contact Tracing and IPC in coordination with other actors
• Ensure the readiness and processes of a rapid response team(s)
• Monitoring and quality assurance of the activities
Knowledge management and organisational learning
• Identify and document good practices on health emergency and outbreak preparedness and response.
• Ensure appropriate prepositioning of kits in high risk provinces/communes in Burundi
NS capacity building
• Support National Societies’ health emergency and outbreak preparedness and response capacity strengthening consistent with their mandates and roles agreed with national authorities related to epidemics.
• Promote, and where possible facilitate, the integration and mainstreaming of health emergency and outbreak response programmes and initiatives into relevant National Society programmes, as well as the co-ordination and co-operation between National Society emergency health programmes and initiatives.
• Provide technical support to develop core capacities in the provinces in terms of preparedness and response to outbreaks and epidemics.
• Explore opportunities for NS Epidemic Preparedness leveraging on the ongoing Community Based Survaillance project implemented in Burundi.
• Support NS in positioning them in health emergencies and outbreak/epidemic response within the national epidemic response structures as auxiliary to gov’t/MoH
Coordination and collaboration
• Ensure participation and coordination of BRCS with relevant preparedness coordination mechanisms to strengthen effective and coordinated Ebola preparedness activities.
• Promote the collaboration between BRCS, the Ministry of Health and other pertinent government sector partners.
• Represent the IFRC in technical meetings, conferences, seminars and forums.
Strengthen the communication, cooperation and coordination with other movement partners including ICRC
Education
Degree level in health or Social Sciences.
Master’s Degree in Public Health, Epidemiology or other relevant Public health subject.
IFRC Training Course on PHiE, CBHFA, ECV or equivalent knowledge and experience.
Experience
Not less than 5 years of progressive experience in the management of health systems and health programs.
Experience in the management of outbreaks of vector-borne diseases and vaccine-preventable diseases.
Experience in training of health personnel and capacity building.
Experience training community members and lay health workers.
Experience in social mobilization issues.
Experience on SDB and IPC training protocol.
Knowledge, skills and languages
Knowledge of good practices in participatory methodology, program planning and design, monitoring and evaluation, learning, and accountability.
Good organizational skills.
Excellent analytic and computer skills (MS Word, MS Excel, MS PowerPoint)
Strong workshop facilitation skills.
Skilled in training, mentoring and coaching individuals and groups, as appropriate.
Capable of influencing and obtaining cooperation of individuals not under supervisory control, as a member of multinational team, and managing remote relationships to achieve results.
