Background

Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian network, reaching 150 million people each year through its 187 member National Societies. The Organization acts before, during and after disasters and health emergencies to meet the needs and improve the lives of vulnerable people. Our work is guided by seven fundamental principles (humanity, impartiality, neutrality, independence, voluntary service, unity and universality) and by Strategy 2020, which voices our collective vision and determination to move forward in tackling the major challenges that confront humanity in the present decade. The position will provide overall guidance and coordination of the IFRC’s support to emergency operations, to the Areas of Focus on Food Security, DRR, Livelihoods) and covering 10 countries within the Southern Africa Cluster. This function extends to institutional readiness and preparedness actions aiming to work as one IFRC. It also includes support for regional integration systems, national and regional disaster management offices and any other interested partners. Especially for the Southern Africa sub-region, the position will develop a strategic partnership with members of RIASCO, South African Development Community (SADC) and seek for new external partnership.
Job Purpose

The mission of the Secretariat is to build a humane, dignified and peaceful world by helping National Red Cross and Red Crescent Societies to become stronger, promote their interests globally, and enable them to work together effectively as the IFRC. The National Societiesin the southern Africa cluster are Angola, Botswana, Eswatini, Lesotho Malawi, Mozambique, Namibia, South Afria, Zambia and Zimbabwe.
The recurrent disasters/crisis in Southern Africa pose the need for the Red Cross Movement to be ready to respond to the growing needs of the affected communities. The purpose of this position is to strengthen system-wide preparedness and technical capacity to respond to humanitarian emergencies and provide clear leadership and accountability of humanitarian response within Southern Africa.
Key to the position is to ensure the quality of operations based on the timely response, effectiveness, efficiency as per standard operating procedures and guidelines. The position also works ensures that DM approaches enable commuities to be stronger and more resilient when confronted with future shocks with a particular focus on food insecurity.
Reporting to the Head of Country cluster support team in Pretoria, the Disaster Management Coordinator will be responsible for the monitoring of the IFRC disaster response, in close liaison with National Societies in Southern Africa and the DCPRR Unit of the Africa Regional Office and to ensure that the IFRC disaster response is timely and efficient throughout the sub-region. The duties of this position will also include the creation of an effective monitoring system, co-leading the FSNWG group together with the Food Security Strategiest, and participate in capacity-building and Resilience activities during periods when the unit is not actively engaged in emergency response.
The position will ensure will ensure that the disaster response tools, strategies, standards, approaches, protocols, etc. are widely understood and practiced in national societies own context. In addition to technical role, the disaster management delegate will profile RC work by strengthening coordination with national societies, relevant government stakeholders and other humanitarian agencies.
Job Duties and Responsibilities
Coordination of emergency response operations and DRR programmes and Co-leading the Food Security Group
Ensure that IFRC system, tools and guidelines provide adequate support to National Societies in managing emergency operations.
Support and monitor management of DREF and Emergency Appeal (EA) operations.
Ensure that Plans and budget for DREF and/or EAs meet the quality criteria and required guidance. Ensure disaster and crisis response operations are appropriate and aligned with International Federation guidelines and policies (SPHERE, Code of Conduct, Principles and Rules, Seville agreement, Emerency Response Framework, etc.).
Manage the disaster management/operations staff deployed to countries within the cluster.
Coordinate the deployments tools such as RDRT, RRU, HEOps, FACT, ERU and the support from all specialized support DCRER DM services such as Shelter, Livelihood, Health, Water and Sanitation, specific interventions of Disaster Law where needed.
Support the cluster office with the development of the annual cluster plan of action for the Strategy for Implementation-2 and Areas of Focus DRR, Livelihoods.
Liaise with other sectors (Health, CEA, WATSAN, Livelihoods, Cash Based Intervention) to ensure a well coordinated and integrated approach and support to the Southern Africa National Societies.
Be informed and support the coordination and cooperation between partners for Southern Africa cluster on the SADC institutional Preparedness Capacity Project.
Strengthening national societies’ disaster preparedness capacity through enhanced contingency planning, prepositioning of response stocks and regional/sub-regional surge capacity.
Facilitate RC Movement wide pre-disaster or crisis meeting to plan and undertake response activities.
Provide a role of interim operations manager for any new Emergency Appeal operation or DREF operation for operations lead and business continuity.
Sharing the Co-chair together with FAO the FSNWG (Regional Food Security and Nutrition Working Group) that takes place on monthly basis in Pretoria or Gaborone and reports to RIASCO. This implies working with FAO co-chair on coordinating FSNWG members to submit their updates on monthly basis, compile the information, prepare the monthly meeting agenda and support ad-hoc workshops (such as RVAA, SADC Planning Workshop,…).
Policy and planning:
Develop a region-wide, medium-term Disaster Management strategic plan, based on risk and Well Prepared National Societies analysis, including national society and regional capacity building in preparedness, response, and
Co-ordinate technical support to national societies in the region to prepare their Disaster Preparedness and Response policies in line with Federation-wide and regional policies and strategies.
Support national societies disaster management activities to become integrated within governmental frameworks, with clear roles and responsibilities assigned to them by their governments through legislation or decrees. If no framework exists, support the national society to lobby for the establishment of such policies.
Support national societies to link with other agencies (UN, NGOs) on Disaster Management plans in their country.
Increase co-ordination mechanisms, sharing knowledge and best practices with ICRC and co-operating Red Cross and Red Crescent Societies acting bilaterally in the region.
Work closely with shared leadership groups, including Africa Disaster Management Working Group (ADMAG) to advocate global policies/strategies and have disaster preparedness priorities reflected on its plan
Facilitate cross country/regional exchange of knowledge and best practices in disaster preparedness and disaster response
Dynamise the Sub-Regional DM network in order to increase DM coordination amongst the sub region and its connectiveness to Regional and global initiatives in this sphere
Ensure a good communication and coordination with movement partners (NS, pNS, ICRC) initiatives in the scope of DM, DRR, Livelihoods.
Support partners (NS and PNS)technically and ensure the link with the climate center for all FBF and Early Actions Protocol development.
Ensure an efficient and timely coordination of the GFCS project in Malawi with technical support and monitoring.
Ensure coordination of SADC preparedness and /initiatives.
Community resilience
Ensure that Federation led disaster recovery operations are based upon a holistic assessment of needs and integrated approaches to programming.
Support National Societies to analyze and integrate food security and livelihoods, disaster risk reduction and climate change adaptation and mitigation concerns into disaster preparedness, response, cash and recovery programming.
Financial Management
Act as the budget holder for Emergency Response, DRR, Livelihoods, projects (responsible for ensuring expenditures charged to their cost-center or project are appropriately authorized, allocated and correctly stated.
Authorization of expenditures will be exercised according to/in compliance with IFRC Financial procedures (through approval of transactions, monitoring and forecasting actual and future expenditure requisitions against the approved budget line, clarifying funds are available and ensuring donor earmarking requirements are met).
PMER/ Knowledge and Information Management /Communication
Ensure accurate and timely reports for the IFRC and for donors per approved PMER Procedures and related guidelines.
Support DCPRR team to document and compile lessons learned and good practice from emergency response operations and use that to improve future planning, programming, and implementation, that they are shared within the Africa Region. Ensure that knowledge transfer within programmes and the Movement is achieved.
Write or take part in communications (public and media) including press interviews and reports.
Conduct/support national societies in monitoring, mid-term review, community satisfaction survey, end of operation evaluation
Resource mobilization
Enhance resource mobilization and fund-raising capacity; in addition to mapping funding opportunities and support developing proposals.
Organize training, aiming at fast and effective mobilization of Federation response system and mechanism.
General
To undertake any other duties as requested by the Head of Country Cluster.
Education
University Degree in Disaster Management or equivalent
Relevant training in disaster management, particularly preparing to respond to disasters/logistics and capacity building in Disaster Management
Experience
Minimum of 5 years’ experience working for a humanitarian aid organization in a developing country in disaster management with preferably in Africa.
Field experience working for Red Cross/Red Crescent Movement in areas such as assessment, relief, logistics, cash programming etc.
Minimum of 3 years’ international experience analyzing, planning and managing disaster response operations, programs, and resources.
Experience in facilitating and training, coaching, capacity development in civil society organizations.
Experience setting up, managing and coordinating disaster response, including leading multi-national response teams.
Experience in project management
