BackgroundThe International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 192 member National Societies. Organizational ContextThe International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat In response to cyclone Idai IFRC has supported CVM in implementation of an operation in the central provinces of Mozambique to alleviate the suffering of the population. The Health program is in line with the Health & Care framework 2021 of IFRC and in-line with the strategical framework of CVM. The CVM has a positive experience of implementation Community Based Health and First Aid program in 2009 and therefore it was decided to use this approach again. With this approach CVM volunteers are trained to identify and respond to Health problems together with the community. CBHFA is an integrated community-based approach in which Red Cross Red Crescent volunteers who work with their communities in disease prevention, health promotion, first aid and disaster preparedness and response. CBHFA starts with a community dialogue. The dialogue identifies community priorities, and leads to activities and solutions to address the priorities. As the volunteers are part of the community and have a daily presence, they are the ones to provide the primary care and First Aid as well as in emergencies. As being one of the largest, recognized, partners of the Ministry of Health, CVM plays an important role in support to national vaccination campaigns by ensuring community mobilization and sensibilization.
Job PurposeProvide technical assistance and capacity building to the National Society in implementation of Health & Care activitiesSupport CVM in institutionalisation of the Health & Care program and assuring itsCapacitate CVM, at all levels, in exploration of funding opportunities, elaboration of funding proposals and income generation activities to assure financial sustainability.Integrate programs on Mental Health and Psychosocial support, COVID19, Health under the umbrella of Health & Care in both IFRC and CVM.Support CVM in improving their image towards MoH, donors and other relevant stakeholders.Assure quality of the program and compliance to donor requirements.Manage finances and grant management and contribute to increasing ownership of CVM on budgets.Connection between IFRC regional office, HQ and CVM and sharing relevant information between these levels. Motivate the Health & Care staff of CVM to utilize the IFRC network and support according to their needsContribution to elaboration and implementation to the strategic plans of the Mozambique Country Office in Health & Care
Job Duties and ResponsibilitiesConduct supervision and monitoring activities together with the Health & Care coordinator of CVMCapacity building of CVM through organization of training´s and on-job training´sSuggest and prepare project proposals to assure financial sustainability.Support CVM in the revision and elaboration of the parts of the Health & Care in strategies, plans and reports.Support CVM in organization of a National Health & Care strategy meeting involving all provinces and Ministry of Health (MoH)Contribute to the revision of the MoU between CVM and MoH and support in improving cooperationContribute to ensure that programme implementation is managed through structured, updated work plans, indicator tracking sheets and approved monitoring & evaluation toolsSupport CVM in data management, verification of data and elaboration of reports to the regional office and donorsParticipate in meetings of IFRC on Health & Care, COVID19 and advocate for the Health & Care program in MozambiqueContribute to the support of CVM to MoH on COVID19 vaccine roll-out with focus on RCCE activitiesMovement coordination of Partner National Societies and ICRC in Health & Care activitiesElaborate proposals an support in implementation of activities on Cholera eradicationExplore options for activities on Mental and Psychosocial Health for IDP´s of the humanitarian conflict in Cabo Delgado and recurrent natural disasters
Education Bachelor’s Degree in Public Health, preventive medicine, nursing, or related areasMaster’s Degree in Public Health, preventive medicine, or related areas
ExperienceAt least five years of work experience in the area of Public HealthExperience with Community-based Health on prevention of diseases, in particular cholera, Malaria and HIV.Knowledge on epidemic/pandemic preparedness and immunisationExperience with Red Cross and Red Crescent MovementKnowledge, skills and languagesKnowledge in program and financial management Knowledge on acute watery diarrhoea, cólera and plans on eradication of cholera through community-based activities linked to healthExperience in elaboration of project proposalsAbility to build and develop capacity with strong facilitation and training skillsCoordination skills, including external and internal (within RCRC movement) partners Self-management skills within a distance management setupStrong communication skills Strong writing skills and capacity of elaboration of donor reportsGood knowledge of the Health situation in Mozambique, the Ministry of Health at all levels and the humanitarian partners cooperating in HealthSelf-supporting in computers Flexibility and ability to travel in the operation’s areasFluent in written and spoken English. Fluent in written and spoken Portuguese Competencies and values
