Job PurposeCommunity engagement and accountability is at the core of Red Cross and Red Crescent programming and operations. It is an approach geared towards putting people and communities, vulnerable to and affected by crisis, at the centre of what we do. It encompasses a set of activities that embed and integrate participation, communication, feedback and learning throughout the programme cycle, in service delivery and in strategy development.  The goal is to enable people and communities to lead and shape positive, sustainable change in their own lives, communities and society.
The task of the Community feedback officer is to support the regional team of the COVID-19 operation by ensuring the collection, compilation, analysis and dissemination of high-quality community feedback data. This position will require working closely with African National Societies (49) to establish long-term information management solutions for data collection and information flow to assist operational staff in making effective decisions. The Community feedback officer will support to enhance the capacity of National Societies by strengthening and expanding existing mechanisms for the collection and analysis of community feedback data.
Job Duties and ResponsibilitiesAll activities are designed to support the IFRC’s response to COVID-19 in Africa. In collaboration with the CEA Africa team, the officer’s tasks will cover a wide range of outcomes, including, but not limited to :
Manage and compile community feedback data sets shared by National Societies and assure data quality,Code the qualitative feedback data using an established coding frameContribute to the regular review and improvement of the COVID-19 coding frameAnalyse and visualize community feedback on a regular basisProduce information products such as regular community feedback reports, updates on trends and potential other relevant productsSupport National Societies in the management and analysis of community feedback data by providing guidance and templatesProvide workshops and training on the management and analysis of community feedback data to NS as well as IFRC staff,Support the set-up and management of dashboards to present community feedback trendsSupport the sharing of community feedback highlights internally as well as externallySupport the weekly reporting of NS on risk communication and community engagement activities conducted as part of the COVID-19 responseEnsure that appropriate data protection policies are respected,Other activities as instructed by the line manager
Education
RequiredRelevant university degree or higher education, preferably in social sciences or international development or demonstrated equivalent experience
Preferred
IFRC Humanitarian Information Analysis Course (HIAC) or relevant Inter Agency analysis related trainingIFRC Mobile Data Collection and Survey Design Training or relevant Inter Agency mobile data collection / M&E trainings
Experience
RequiredAt least 3 (three) years of experience in humanitarian emergencies with experience in undertaking and managing humanitarian information and qualitative data analysis in operations (at least 3 years in the humanitarian field context).
Experience working for humanitarian or development organisations, within the context of developing countriesExperience managing and analysing large data sets including both quantitative and qualitative dataExperience of coaching, training and developing local staff and volunteers in order to build long-term capacity and create ownership
PreferredExperience working internationally or across multiple countries
Experience setting up and managing community feedback and complaints systems.Experience working with Red Cross and Red Crescent National SocietiesKnowledge, skills and languages
RequiredBasic understanding of social statistics
Demonstrated ability in manipulating large data sets and in using data analysis tools, with focus on qualitative data analysisGood analytical skills and knowledge of quantitative, qualitative and participatory research methodologies and analysisProven Information Management and data skills in the areas of mobile data collection, data visualisation, including mapping and M&E.Excellent command of Microsoft ExcelStrong organizational skills, methodological and logical approach to tasks and problem solvingGood coordination and negotiation skills, with the capacity to build partnerships with internal and external organisationsExcellent interpersonal, communication and networking skills, able to build relationships with people at all levels of the organisation across multiple countries and culturesExcellent project management skills, able to work under pressure and manage multiple projects simultaneously, to a high standard and to deadlineHighly motivated, self-starter able to take initiative and lead a team or processFluently spoken and written English and French
PreferredDemonstrated familiarity in using KoBo / Open Data Kit, QGIS, ESRI, Tableau and Illustrator
