The International Fertilizer Development Center (IFDC) is hiring a Program Manager

Background

The International Fertilizer Development Center (IFDC) is an International Public Non-Profit Organization striving to improve the livelihood of people in developing countries throughout the world. IFDC seeks qualified candidates to fill the positions below for the anticipated the Feed The Future Senegal Dundal Suuf Fertilizer Project. The Feed the Future Enhancing Growth through Regional Agricultural Input Systems (EnGRAIS) Project is a five-year (2018-2023) regional fertilizer development activity covering the ECOWAS/UEMOA/CILSS region, funded by USAID/West Africa and implemented by IFDC. USAID/Senegal has indicated its intention to buy into EnGRAIS to meet key soil fertility/fertilizer objectives in Senegal through Dundal Suuf, a proposed three-year activity. IFDC is hiring various personnel listed below to staff the project and manage and implement Dundal Suuf activities.

General Description
The PM will report to the EnGRAIS Chief of Party (COP) and will be responsible for the overall project management and successful implementation of Dundal Suuf. The PM will oversee all activities and personnel for the project in Senegal and represent the program to USAID/Senegal and all other entities in Senegal. S/he will ensure on-time and on budget performance, leading to achievement of all program objectives, and on-time reporting and compliance with all laws and requirements. S/he will provide leadership in building project alliances, participating in high-level policy discussions, and maintaining constructive relationships with partners and particularly sub-grantees.

Specific Duties:
-Lead the development of all program strategic and annual plans;
-Ensure timely and effective implementation of all program activities;
-Ensure strong communication/collaboration between the project and the Senegal Institute of
-Agricultural Research (ISRA) and the Ministry of Agriculture and Rural Equipment (MAER) as well as the private sector at the national level;
-Direct and evaluate the performance of all program personnel;
-Engage directly in other high-level program activities as appropriate;
-Execute legal documents on behalf of the Senegal program;
-Ensure sound financial management and compliance with Senegal laws and IFDC rules and procedures and donor policies;
-Ensure timely production and submission of all required reports; and
-Perform other related duties as required.

Required Skills
Excellent French and English oral and written communication skills;

Required Experience
All applicants should have at least the following qualifications and experience:
Master’s Degree in agriculture/agronomy, agricultural economics or a related field;
At least 10 years of progressively more responsible and relevant work experience;
At least 5 years of experience working for an international organization and managing development programs;
Experience and understanding of soil fertility and fertilizer issues;
Proven experience in organizing and facilitating capacity building programs and business meetings;
At least 5 years of experience working in West Africa and preferably in Senegal;
Results-orientation and ability to work under minimal supervision and reach targets
