Within the CBAAF unit, CBA is seeking a Finance Officer for the Sub-Saharan Africa (CAF) region. The role oversees the CAF region’s internal control environment and supervises country offices financial management. The reporting line will be to the CAF Regional Financial Controller based in Johannesburg.

The location and recruitment type of this position will be in the CAF regional hub in Dakar. Some travel within the region may be required.

Role & Responsibilities

Oversight of CAF Country Office Accounting:

  • Oversee the integrity and efficiency of transaction processing across country offices. Including vendor and staff payments.
  • Provide guidance to country office accountants on policy, procedures and technical aspects of country office accounting.
  • Facilitate adequate staff back-up arrangements for country office accountants.
  • Oversee data quality of CAF country office transaction postings in line with CBA procedures.
  • Oversee and follow-up resolution of longstanding open items and purchase commitments
  • Maintain list of bank signatories for country offices and coordinate with treasury on the annual designations renewal exercise.
  • Maintain checklist for monthly bank reconciliations.
  • Liaise with GPP team on operational and technical issues.
  • Ensure year-end accruals are properly effected across CAF country offices.

SAP Operations

  • Maintain CAF organizational structure within SAP, including fund centers and WBS elements.
  • Maintain and liaise with SAP team on all CAF user profiles.
  • Serve as focal point between CAF Finance Team and SAP Team and lead knowledge sharing.

Country Office Overheads and Facilities Management:

  • Lead country office accountants in the preparation of the CAF quarterly overheads forecast by country office.
  • Coordinate with facilities in the drafting of country office lease agreements or MOUs with IBRD. Maintain copies of all CAF Lease agreements/MOUs.
  • Coordinate with country office accountants on the annual fixed assets inventory count. Ensure update of SAP records.
  • Liaise with Regional Financial Controller on approvals for disposals of assets

Reporting and Analytics:

  • Ensure all CAF country offices submit the Monthly Status Reports to the World Bank Group accounting center and country managers.
  • Provide adhoc information and analysis to managers and in collaboration with the Regional Controller with respect to the management of administrative resources (e.g., resource utilization, staffing, etc).
  • Coordinate with Resource Management Finance Officer and country office accountants on the preparation of monthly country office budget reports.

Communications and Client Liaison:

  • Proactively establish and maintain interface with CAF Department clients.
  • Advise/liaise with staff in the CAF Finance Team in order to improve knowledge and awareness with respect to internal control policies and procedures.
  • Promote active sharing of knowledge and establish a strong knowledge network within and outside CBA.

Internal Controls Reviews and Risk Management:

  • Support internal control framework of the department’s financial transactions, including review of effectiveness of the internal control systems and monitoring.
  • Coordinate with country office accountants on internal control/risk reviews. Currently includes:
  • Ensure implementation of agreed scorecard, internal and external audit recommendations.
  • Ensure compliance with World Bank Group policies and procedures within the region.

Selection Criteria

  • Masters Degree in Accounting, Finance, Business or Economics with at least 7 years of working experience.
  • Recognized professional accreditation (CPA, CMA, CIMA, ACCA, etc.) is a plus.
  • Sound knowledge and understanding of accounting theory, concepts and principles, combined with proven practical skills in accounting controls, risk and internal control assessments, business planning and financial management.
  • Diligence and attention to details.
  • Working knowledge of SAP processes and transactions.
  • Planning and budgeting skills proved by experience: able to produce standard activity and unit-level reports and budgets using inputs from senior staff or operational management, and to provide basic analysis of budget information.
  • Advanced problem solving, analytical skills.
  • Ability to analyze and synthesize information, interpret data, retrieve information and clearly and concisely communicate results.
  • Good data mining skills with working knowledge of Microsoft Package. Advanced Excel skills.
  • Effective communication skills with the ability to prepare, present and discuss findings in written or oral form.
  • Ability to manage multiple, concurrent tasks with tight deadlines.
  • Excellent interpersonal, teamwork and communication skills.
  • Fluency in the English language. French proficiency is an added advantage.
