IFC has embarked on an ambitious new growth strategy (IFC 3.0) to stimulate more investment activity. This strategy calls for generating unique opportunities by proactively working “Upstream” to create, deepen, and expand markets and to imagine, design and implement investment projects. It requires taking a systematic approach to understanding the regulatory and sector bottlenecks that prevent the flow of private capital into productive investment in our member countries and addressing these bottlenecks through World Bank Group engagement on policy reforms and programmatic interventions at the country and sector level. This strategy also calls for working with Governments and World Bank colleagues to first seek private sector solutions to address development challenges – where such solutions are advisable and can be effective – and reserve public financing for projects only when other options are suboptimal. This approach is called the “Cascade”.


The Financial Institutions Group (FIG) is one of the major industry groups at IFC, responsible for managing roughly 40% of IFC’s overall business in terms of volume and capital at risk. FIG engages in a wide range of sub-sectors including Microfinance, SME, Gender, Climate, Insurance, Capital Markets, Housing, Distressed Assets, and other areas, with both investment and advisory services delivered globally to IFC’s clients through IFC’s global network. FIG works closely with Regional and other departments across IFC to achieve its objectives, including: (i) the Treasury Group to provide specialized solutions such as syndicated loans, structured and capital markets solutions; (ii) the IFC Asset Management Company to mobilize and deploy equity and contribute to addressing capital constraints in financial markets; and (iii), MAS, INFRA and CTT industry groups to channel resources to other sectors through joint programs and projects.


IFC is seeking a Portfolio Manager (CF3S4) with significant market and industry experience to manage its portfolio of investment in the Africa region, with focus on North, West and Central Africa. The position will be based in Dakar, Senegal (or Cairo, Egypt), and will report to the Regional Industry Director, FIG. The Portfolio Manager will be part of the regional and industry leadership and management teams and will work closely with both teams to provide leadership to the business strategy, operations, and talent management in the Africa region.


Duties and Accountabilities

• Proactively monitor credit risk of FIG’s loan portfolio, operational and integrity risk of the total portfolio, and valuation drivers of FIG’s equity portfolio.
• Determine exit strategies for equity investments and execute exits accordingly.
• Actively generate CCI and CI.
• Develop and maintain productive relationships with portfolio clients, regulators and other stakeholders.
• Recommend loan loss reserves, review/verify unrealized capital gains and write-downs, determine if a restructuring is warranted.
• Review and recommend voting actions by IFC as shareholder for AGMs and EGMs for investee institutions.
• Propose new directorships based on agreed goals on the Boards of investee institutions, and review performance of existing nominee directors, and suggest actions as needed.
• Provide oversight for clients’ compliance with IFC’s covenants (E&S, financial, legal), AIMM score and DOTS/SME reach indicators, and review and opine on requests for waivers for non-compliance of covenants.
• Provide oversight and quality control over, and ensure adherence to, deadlines for portfolio reports (CRRs, PDs, XPSRs).
• Review and approve rights issues, and subsequent disbursement of loans.
• Review performance of special purpose funds (DARP, debt) in the portfolio and recommend follow-up actions accordingly.
• Assess requests for issue of trade finance guarantees for existing trade lines.
• Recommend stress tests to assess clients’ asset quality and capital needs against the backdrop of devaluations of currencies and weak economic fundamentals.
• Share knowledge and lessons learned from a portfolio standpoint particularly at CRMs and IRMs.
• Coordinate closely with the Regional Industry Head and Regional Industry Manager on formulating business strategies particularly with existing clients.
• Hire staff in coordination with the Industry Manager and Regional Industry Head.
• Coordinate closely with CSO, CRK, CLE, Country Managers and the Regional Director and VP on portfolio, client, equity and credit matters.
• Collaborate closely with the Head of AS and the AS team to develop and seamlessly deliver advisory services programs that meet client needs and support overall IFC objectives.

Selection Criteria
• Masters’ degree in finance/business or equivalent professional qualification and a minimum of 12 to 15 years relevant professional relevant experience.
• Required languages – English and French.
• Sound knowledge of portfolio / asset management in the financial markets sector, and experience in portfolio supervision of loans, equities and guarantees, and restructurings and recovery of impaired assets.
• Strong sense of service to clients and protection of IFC’s assets.
• Strong analytical skills and sound business judgment.
• Ability to develop innovative solutions to address portfolio risks.
• Excellent people management skills and openness to feedback; new ideas and ability to guide staff to solutions to problems.
• Ability to work in the matrix as an integral part of the Regional Department, delivering high quality work within tight deadlines and meeting team objectives.
• Ability to establish and nurture client relationships and a strong sense of service to clients and demonstrated business development aptitude.
• Recognized as a team player, leader, and strategic thinker.
• Track record of working closely with IFC’s AS teams and developing AS client opportunities.
• Strong written and verbal communications skills
• Previous financial sector work experience in the region is desirable.
