BACKGROUND / GENERAL DESCRIPTION:

Private sector financial development is essential to the promotion of successful and sustainable economies in low and middle income countries around the world. Sound and efficient financial markets can ensure that resources are allocated where they are most productive, assisting job creation and spurring economic growth. IFC’s goal is to prioritize investment in the financial sector because it promotes development in all other sectors.

The Financial Institution Group (FIG) is one of IFC’s key Departments responsible for a significant portion of IFC’s business volume, profitability and development reach, approximately 40%.

FIG engages in a wide range of sub-sectors including Microfinance, SME, Gender, Climate, Insurance, Capital Markets, Housing, Distressed Assets, and other areas, with both investment and advisory services delivered globally to IFC’s clients through IFC’s global network. FIG has three main objectives: 1) financial inclusion 2) servicing the real economy and 3) mobilizing third-party resources.

The Sub-Saharan African (CAF) division of FIG is looking for a Portfolio Assistant to be based in its hub in Dakar, Senegal.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.

DUTIES AND ACCOUNTABILITIES:

• Provide support to the Portfolio Manager/ Head on compliance, administration, reporting and operational risk management;

 

• Provide support to Portfolio Officers in all portfolio related matters including regular follow up with clients on reporting requirements; filing relevant client information in IFC’s filing systems;

 

• Support oversight to clients’ compliance with reporting requirements and ensure proper filing of legal documents, correspondence with clients and other documentation in a systematic manner;

• Undertake Environmental Management and Insurance Tracking, which entails following up with the insurance and environment units for delinquent reviews; sending reminders to IO’s on expiring reports; and coordinating with IO’s for actions that need to be taken to address deficiencies;

• Liaise with CES Department on maintenance of environmental/social ratings of all clients;

• Ensure that all portfolio related documents are properly filed;

• Monitor and support collection of bills and other relevant fees related to portfolio;

Track payments due from clients. Track income due from income participating loans.

• Track quarterly completion status of IRP Ratings, MFA data input, and updating of equity valuations in EPMS-VM.

• Remind IO’s/IA’s in advance of deadlines. Report progress to PM/PH;

• Receive original share certificates or copy of registry and submit to CFA for safekeeping. Monitor and work with IO’s to address any deficiencies identified on a monthly basis from CFA;

• Support the quarterly Compliance Review meetings by scheduling meetings, compiling materials, identifying areas of risk and concern, and benchmarking performance for the division;

• Support the preparation of monthly Portfolio Actions reports (based on portfolio statistics) for departmental use;

• Maintain updated information on portfolio exposures, performance, repayment schedules; extract requested data from IFC’s Management Information System;

• Directorship Tracking. Provide guidance on compliance with documentation procedures relating to nomination, appointment, indemnity and resignation of Directors, including maintaining IFC’s Directorship Database;

SELECTION CRITERIA:

• Bachelor’s or equivalent degree in Finance, Accounting, Economics;

• At least 2 years of experience in finance, banking, portfolio management or consulting;

• Experience in a major financial institution (1-2 years) with a proven track record strongly desirable;

• Good knowledge of financial markets and one or more African financial markets a plus;

• Strong financial analysis and modelling skills using Microsoft excel and ability to identify key issues; Knowledge of relevant computer software (Word, Excel, PowerPoint, Lotus Notes); and/or aptitude to learn new systems;

• Sound numerical, analytical and conceptual skills encompassing finance and the associated areas of investment, portfolio management and corporate finance and economics;

• Commitment to economic development and keen interest in development finance in emerging markets;

• Ability to work successfully in multicultural teams and across boundaries;

• Demonstrated teamwork skills;

• Strong client service orientation with an openness to feedback and new ideas;

• Excellent presentation skills and ability to present ideas clearly and confidently;

• Fluency in English and French is essential, other languages preferred.
