  BackgroundThe Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH implements the Special Initiative on Jobs Training and Job Creation (SI Jobs) in selected African partner countries on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). The goal of the SI Jobs is to promote job-creating growth in selected sectors and thus to improve social and economic prospects of the population in the selected partner countries. SI Jobs is one of the central policy initiatives for Africa of the German Government, specifically of the BMZ.
The project “Job partnerships and medium enterprise support in Tunisia (JPEST)” project implemented by GIZ on behalf of the BMZ is part of the SI Jobs in Tunisia. The goal of the project is to increase the employment-generating growth of domestic and European companies in Tunisia. Identified priority sectors are the aviation and automotive industries. The project works in three areas of intervention towards the following outputs:Output 1: The preconditions for trade and investments by German and European companies,particularly in the selected clusters (automotive and aviation industries) in Tunisia, have improved.Output 2: The capacities of Tunisian small and medium-sized companies (SMEs) in selected clusters (aviation and automotive) are increased to grow sustainably whilst generating employment.Output 3: The business ecosystem of selected sectoral clusters has improved.The performance of Output 2 “The capacities of Tunisian small and medium-sized companies (SMEs) in selected clusters (aviation and automotive) are increased to grow sustainably whilst generating employment” will be subject of this assignement. The main task is to formalise relationships with the selected companies for the development of measures aimed at improving the working conditions in the companies and the implementation of these agreed measures on company level. Job DescriptionOverall responsibility for the advisory package of the contractor (quality and timely delivery), responsibility to deliver the concrete deliverables as requested (Chapter 2)Ensuring the coherence and complementarity of the services of the contractor with other services delivered by the programme at local and national levelCoordinating and ensuring communication with responsible GIZ focal points, project partners and others involved in the projectStrategy, implementation, monitoring and evaluation of capacity development measures for local partners in the following areas: improving working conditions among private enterprisesConsideration of cross-cutting themes (e.g. digitalization, gender equality)Personnel management, in particular identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and supporting local and international short-term expertsEnsuring results monitoring is conductedRegular reporting in accordance with deadlinesResponsibility for controlling the use of funds and financial planning in consultation with GIZ’s officer responsible for the commission Candidate’s ProfileEducation/training: University qualification (German ‘Diplom’/Master) in business administration, economics or related field of studies;Language: Excellent business language skills in English and French (both C2 according to the Common European Framework of Reference (CEFR)) are crucial and will be evaluated. Documents that serve as proof might be language certificates, university transcript, academic or working experience in the required language (CV, transcript or similar);General professional experience: 15 years of professional experience in organizational development in private companies, out of which 4 years in Tunisia;Specific professional experience: 8 years of work experience in improving working conditions in private companies in developing countries (see categories for improving working conditions outlined in chapter 2);Leadership/management experience: 6 years of management/leadership experience as project team leader or manager in a company;Regional experience: 6 years of experience in projects in MENA / Francophone Africa; out of which 2 years outside TunisiaDevelopment Cooperation (DC) experience: 5 years of experience in DC projects;Other: 5 years of experience in digital and virtual cooperation/implementation formats.
