  Background
The technical cooperation (TC) module aims to increase the job-creating growth of formal and informal start-ups and young enterprises in selected industrial and service-oriented sectors. Three outputs are defined:
Innovative mechanisms to promote market-based business models are stablished. To this end, products, services and suppliers with market potential are identified and promoted in industry-specific design thinking seminars and through partnerships with (large) companies. The aim is that a structured cooperation between established companies and young enterprises opens growth potential.
Sector-oriented service offers to improve entrepreneurial skills for the growth of start-ups / young enterprises are used. The assumption is that improved entrepreneurial capacity leads to business growth.
Access to demand-oriented financial services for the growth of young enterprises. The impact hypothesis is that improved information and brokerage services facilitate access to financial services and thus contribute to the growth of young enterprises.
This assignment will be responsible for the achievement of Outputs 2 and 3 of the TC module.
The aim of Output 2 is to promote the use of sector-oriented services to improve entrepreneurial skills for the growth of start-ups / young enterprises. To this end, accelerator programmes for up to four industries or sub-sectors are to be developed with local training and coaching providers.
The objective of Output 3 is to improve access to demand-oriented financial services for the growth of start-ups / young enterprises. The approach aims to bridge the gap between startups / young enterprises and financial institutions, investors and other financial service providers and supporters at various levels. To this end, transparency about the availability of suitable financial services (financial services directory) for start-ups / young enterprises within the target sectors should be improved.
Major activities:
Output 2:
Identification and examination of existing training offers from institutions / companies for possible integration and cooperation
Demand assessment
Development and implementation of sectoral accelerator programmes
Establishing a network of mentors
Output 3:
Development of a comprehensive digital finance directory for start-ups / young enterprises
Integration of the finance directory into the (KfW) online portal of the Business Startup Centre
Training and coaching to increase bankability and investment readiness
Development and implementation of matchmaking events between startups/ young enterprises and financial service providers and investors
Identification, sensitisation and networking of (potential) business angels
Job Description
Overall responsibility for the consulting packages
Ensure coherence and complementarity of the contractor’s services with other services provided by the programme at local and national level
Design, implementation, monitoring and evaluation of capacity development measures for local partners in the field of improving entrepreneurial skills (Output 2)
Consideration of cross-cutting issues (e.g. gender equality),
Personnel management, identifying the need for short-term assignments within the available budget, as well as planning and managing the assignments and providing support for local and international short-term experts
Ensure impact monitoring
Regular and timely reporting
Responsibility for monitoring the use of funds and financial planning in consultation with the GIZ Head of Project
Supporting the GIZ Head of Project in updating and/or adapting the design of the project, in evaluations and in preparing a follow-up phase
Candidate’s Profile
Education: University degree (diploma/master) in business administration / economics
Language skills: Fluent in English (C1 according to the Common European Framework of Reference (CEFR))
General professional experience: 15 years of professional experience in MSME promotion
Specific professional experience: 8 years of professional experience in start-ups and young enterprises
Leadership experience/management :6 years of leadership experience in projects or as a manager in companies
Regional experience : 5 years of professional experience in projects in emerging and developing countries, thereof 3 years in projects in sub-Saharan Africa
Development cooperation experience :6 years of professional experience in development projects
The role of the Team Leader is an intermittent position: total of 8 working months spread over the duration of the project (27 months).
