Reports To: Technical Director

Type: Regular Full-Time

Classification: This is a managerial, exempt level position and is not eligible for overtime pay.

Overview: IBTCI is seeking Monitoring and Data Collection Specialists for a proposal for USAID’s five-year Monitoring, Evaluation, and Learning in Senegal project. The purpose of this project is to establish a monitoring platform which will conduct performance assessments and evaluations, research, and CLA activities for the USAID Mission in Senegal.

This position is contingent upon award.

Responsibilities

Essential Duties/Tasks and Responsibilities

  • Provide guidance and support in carrying out baseline surveys, assessments, analytical reports, and evaluations, as well as in making use of collected data.
  • Select, train and/or supervise data collection companies and/or enumerators.
  • Participate in evaluations, assessments, and baseline surveys throughout the life of the contract, as well as analysis and reporting on assessment results.
  • Provide quality assurance for data collection, including reviewing data cleaning and carrying out spot-checks of survey data.
  • Analyze collected data and prepare findings for Technical Director review. Prepare reports and presentations based on analyzed data.
  • Other duties as assigned.

Qualifications

Minimum Requirements

  • At least eight years’ experience designing, conducting, and implementing qualitative studies in developing countries, including participation in evaluations and/or assessments.
  • Demonstrated experience in collecting and monitoring indicator quantitative and qualitative data, creating databases and ensuring quality of data collected.
  • Strong quantitative and qualitative skills.
  • Strong written and oral communication and excellent interpersonal skills.
  • Oral and written fluency in English and French required.

Education

A bachelor’s degree or higher in relevant subject areas, including, but not limited to, economics, statistics, public administration/policy, sociology, anthropology or a related field.

Preferred Knowledge, Skills and Abilities

  • Familiarity with USAID policies related to evaluation and performance management.
  • Prior experience working in Senegal preferred.
  • Demonstrated professional knowledge of quantitative and qualitative data processing software.

Working Environment

Work is typically performed in an office environment.

Physical Requirements

This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility

This position does not have supervisory responsibilities.

Travel

Travel in and around Senegal is essential. An average of 25%-35% travel for project implementation duties. Percentages may vary depending on IBTCI business needs.

Work Authorization

Candidate must be authorized to work in Senegal.
