Humanity & Inclusion (HI) is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in more than 60 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

The HI network is an organisation made up of a Federation (with 2 operational HQs in Lyon and Brussels), 8 national associations (Germany, Belgium, Canada, United States, France, Luxembourg, United Kingdom and Switzerland) and the HI Institute on Humanitarian Action. All these entities work concertedly to implement HI’s international aid and development mandate.

The Federation is responsible for implementing the network’s social missions in around sixty countries. It operates under the names “Humanity & Inclusion” or “Handicap International” depending on the country.

JOB CONTEXT :

HI has been operating in Bangladesh  since 1997, implementing emergency and development actions aimed at improving protection, quality of life, and the promotion of rights of vulnerable individuals, including people with disabilities. HI’s current operations are centered Northern (Kurigram) and Southern part (Sitakundu and Cox Bazar). Currently HI major operation is located in FDMN (Forcibly Displaced Myanmar National/Rohingya refugee) in camp in Cox Bazar with 3 field offices: Cox, Ukhiya and Teknaf.

HI Bangladesh has recently finalized  country strategy (2021-2023) with one of the great focus to create a opertational balance between  developmental and emergency operations; hence while maintaining the current emergency operation in Cox Bazar, HI is also extensively working to further expand programme to others part of the country including host community of Cox Bazar.

HI current operation in Bangladesh mainly includes  disability inclusive extreme poverty graduation project , Inclusive SRH service and Rights,  Inclusive  Education, Health and Rehabilitation, Protection and MHPSS, Inclusive Humanitarian Responses,  and Atlas Logistics (H2H logistic support).

Considering the larger scope and objective of this position we are looking for inspiring and dynamic person with very strong programme development and donor relation experience. You will need to have demonstrable experience of leading proposal development, partnership and consortium formation, Networking and donor relation and leading the programme and strategy discussion with various stakeholders including donors. You will have the skills needed to work with diverse teams creating a sense of trust, empowerment and be a champion of supporting professional growth. You must be able to balance the need for strategic focus and impact, with a high level of attention to operational detail, especially in the area of programme development and grant acquisition.

YOUR MISSION:

Under the direct responsibility of Technical Unit Manager (TUM), you contribute to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. You ensure optimal quality and impact on the programme implementation, network and influence on the humanitarian response as per the Country Strategy/StratOp. You share very good rapport and coordination with other technical units and help to define strategies, processes, and action between emergency preparedness, acute emergency response, and early recovery and reconstruction phases to facilitate transition and complementarity of action efforts and priorities for disability, age, and gender-inclusive services. You will also be responsible to extensively work to build HI’s external profile and develop excellent and active working relationship with sectors, donor/s and key partners.

In this part, your main responsibilities will be:

Expertise

  • Provide inclusion technical input to the StratOp & StraTech of the Programme.
  • Provide support and guidance to HI teams, consortium partners and wider humanitarian actors to ensure disability, age, and gender-inclusive strategies, responses and data systems
  • Develop the technical competencies of HI Teams and Partners:
  • Ensure quality implementation through technical guidance and support
  • Ensure technical learning from projects through contributing in the capitalisation; ensure Contributes to the development of research and innovation projects when relevant.
  • Contributes to the Technical Divisions professional channel, COP facilitation

Influence

  • Promote, advocate and build capacity for an inclusive humanitarian response within coordination mechanisms, working groups, and towards partners (Government meetings, clusters, consortium members, working groups).
  • Participate and contribute technical expertise to the Age and Disability Working Group and ensure its representation as per the HI’s engagement startegy.
  • Promote HI work in inclusive humanitarian action and represent the technical expertise of HI throughout the relevant networks and coordination mechanisms (e.g. humanitarian sectors), including towards donors.
  • Contribute to advocacy on inclusive humanitarian action in line with program & global advocacy priorities
  • Mobilize and strengthen persons with disabilities, support groups and other representative organizations to ensure meaningful participation when influencing.
  • Collaborate and coordinate with the other technical, operational and support departments of HI’s mission, according to the needs;
  • Contribute to the communication messages in line with the program communication priorities.

Business Development

  • Collect, analyze, and report any relevant information related to the protection and inclusion of people with disabilities and other groups facing discrimination.
  • Deepen planned assessments, data systems, and monitoring tools to better understand the needs of people with disabilities and other groups at risk of exclusion, and the barriers and facilitators for access together with people with disabilities.
  • Collect technical documentation in relations to inclusion in the sectors supported to contribute to the definition of country methodological standards and technical support framework
  • Maintain detailed documentation of all aspects of the work processes and results for purposes of contributing to donor reports
  • Contribute to the design and writing of new projects
  • Identify & transform major opportunities in the country and identify, develop local partnerships with NGOs

YOUR  PROFILE :

  • You hold a master degree in humanitarian/development work, human rights, disability-related studies…
  • You have 5 years of experience of promoting the inclusion in humanitarian &/or development sector; promoting non-discrimination, disability-inclusion in humanitarian action through intersectional lenses.
  • You have experience in designing and providing capacity development (training, coaching, learning, etc.)
  • You have experience in advocacy and proposal development.
  • A previous experience with HI is a strong asset; experience in South Asia/Asia region is also a strong asset.
  • You know how to work under pressure
  • You are fluent in oral and written English – Bangla would be an asset.

CHARACTERISTICS OF THE POSITION :

Cox’s Bazar is a city located in the coastal area, fishing port and one of the most visited tourist destinations in Bangladesh. There is lot of resorts, restaurants, bars providing international drink and food as well as specific entertainment such as gym, spa, etc,..

Expatriates are residing in collective accomodation  in HI GH both in Cox Bazar and Ukhiya. Travelling with in city in Cox Bazar only allowed with HI car and driver.

Travelling between the differents sites is easy: 1 hour flight Dhaka – Cox’s Bazar and from 1 to 1h30 hours by car within Cox’s Bazar district sites.

Safety and Security

Security is fairly good in some area but in large remain ongoing concern in the  country. Thera are zones where expatriates are not allowed to go except with an authorization from the government.Expatriates have to strictly follow the security rules, which are periodically updated. They are only allowed to move by car; walking in the streets is restricted to specific areas. Security in Cox’s Bazar is even more sensitive with the growing criminality in host community as well as in Camps.

  • 3 years International contract – mission of 24 months
  • The international contract provides social cover adapted to your situation:
    • Unemployment insurance benefits for EU nationals
    • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
    • Medical coverage with 50% of employee contribution
    • Repatriation insurance paid by HI
  • Salary from 2757€ gross/month upon experience
  • Perdiem : 581.78 € net/month – paid in the field
  • Hardship : 250€ net/month paid with your salary
  • Paid leaves : 25 days per year;
  • R&R : Level 2: 5 days every 3 months
  • Position:
    • unaccompanied
      • Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)
      • Mission of more than 12 months : a child allowance of 100€ per month, per child (from the second child)
  • Housing : Collective taken in charge by HI
