CONTEXT:

HI has been intervening in Yemen on and off for the last 12 years. Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people. In 2017, these activities have extended to new facilities in and around Sana’a.

In parallel, HI is implementing an inclusion and protection mainstreaming project, to increase the knowledge and capacities of the staff International NGOs in the inclusion of the most vulnerable persons in their humanitarian response (including PwD), so as to increase their access to essential services.
In addition, the mission is also expanding its sector of intervention through Risk education and Cash support. Eventually, the set-up of advocacy mechanisms considering the country and regional environment is another major goal of the mission.

While all of HI activities were done so far in Sana’a governorate, HI is expanding its activities in the Northern part of the country including Hudaydah and in the Southern part of the country including Aden.

 

YOUR MISSION:

Working in emergency projects since 2015 in Sanaa, HI has the aim to develop the mission within the country and opened a new base in Aden in January 2019.

The Project Manager will expand and stabilize the projects in the South with the support of the coordination team. The PM will also oversee all project(s) and activities implementation including national team recruitment and supervision.

General mission:
Coordination of the area and supervision of teams to ensure the quality of the projects implemented in the southern part of the country – with a base in Aden.

Main responsibilities include:

1. Operations:
– Development and stabilization of project activities in Aden governorate;
– Implementation and management of comprehensive rehabilitation, inclusion and risk education activities;
– Ensuring the respect of quality and technical standards in the implementation of the activities, in collaboration with the Technical Unit
– Monitoring of the result achievements and indicators, as per the logical framework.
– Monitor the humanitarian situation, assess new potential area of intervention and monitor and document protection concerns.

2. Team management
Supervision and management of the HI operational team under his/her responsibility.

3. External coordination and representation
– Participation in local coordination meetings and networking with UN agencies and NGOs (Health working group, protection working group, etc.).
– Ensure that partners understand HI roles and responsibilities as outlined in partnership agreements

4. Support services (Logistics, Admin, HR)
– Monitoring of the financial and logistics aspects of the activities and the respect of HI procedures, in close collaboration with the admin and log departments.
– Management of the operational budget for the activities
– Recruitment and induction of the operational team with the support of the HR department

5. Reporting
– Regular reporting on the activities, including a monthly SitRep and updates on indicators and database.

YOUR PROFILE:

Qualifications:
• Diploma in a field related to the job (humanitarian, Sciences Po, etc.)

Experience:
• At least 4 years of professional experience
• At least 3 years of professional experience in humanitarian contexts, preferably in the management of emergency/conflicts area
• Proven managerial experience
• Proven representation experience
• Previous experience in launching projects is an asset
• Previous experience in the Area or in another Middle Eastern country is an asset

SPECIFICS :

The position is based in Aden – Yemen, but during the first part of the mission, the expatriate will be based in HI remote office in Amman, until his/her VISA for Yemen is approved. The office in Amman is used as a back-up office for HI expatriates to follow-up the mission, until they can visit Yemen.

 

CONDITIONS:

• Starting date : March 2020
• Length of the contract: 6 months
• Salaried status:
– Salary starting from 2214 € gross/month, adjusted regarding the experience of the candidate
– Perdiem : 550 € net/month
– Hardship allowance : 500 € net/month
– Insurances : medical hearth coverage, retirement planning, repatriation
– Paid holiday : 25 days per year
– R&R : 5 days every 6 weeks
– Status : unaccompanied position
– Housing : collective fully covered by HI
