Humanity and Inclusion Mashriq program is looking to recruit the next Regional Logistics Manager to join the team in Beirut or Amman. The position is an executive position and part of the Program Senior management team. Reporting to the Regional Director, the Regional Logistics Manager shapes the strategic logistics direction, oversees the deployment of Global and Regional initiatives and ensures the design and delivery of high-quality, performance-driven logistics systems across a regional portfolio of integrated countries. It supports and provides oversight to HI’s logistics activities in the countries within the Region’s portfolio.

Working closely with internal and external stakeholders, the post holder represents HI in key forums and joint initiatives and contributes to Logistics excellence to respond to the evolving needs of vulnerable communities.

Area of Responsibility (AoR): all Logistics activities in Mashriq Regional Program, including progressive integration of Syria & Palestine

Location and Travel Requirements: We are looking for the next Regional Logistics Manager under national contract and can be based in any of the division countries, with the ability to travel regularly to the various countries of the regional division (Lebanon, Jordan, Egypt, Iraq, Syria and Palestine)

The post holder should be fluent in English and Arabic with a dynamic profile and excellent knowledge in new technologies including IT and open to adopt new innovations.

 

Responsibilities:

 

1: Management

As Regional Logistics Manager, the post holder will be in charge of managing the department and the people and as manager s/he plays the following:

  • Manager as a role model: embody HI’s values of humanity, inclusion, commitment and integrity
  • Manager as coach for meaning: understand the strategy, make it explicit, translate it into operational objectives for its team, lead the necessary changes. Give meaning to each management action. Encourage inter and intra departmental exchanges of practice. Encourage innovation and risk-taking.
  • Operational Manager: organize the operational management of its team, structure the work around identified processes, steer performance and facilitate the resolution of problems.
  • Manager 1st HR & Coach: contribute to the development of its staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behavior.

 

2: Steering

  • Develop and execute the Logistics part of the Operational Strategy for the AoR.
  • Implement a KPI-based steering system for the AoR
  • Develop and monitor Action Plans, Optimization Plans (including Mutualization Plans) for the AoR
  • Develop and implement service-level agreements for the AoR
  • Proactively engage with external stakeholders to partner, mutualize, coordinate and streamline activities in the AoR.
  • In case of emergency, update team priorities and calibrate crisis derogations for a swift response to the humanitarian imperative

 

3: Professional Channel

  • Ensure the integrated organizational structure, roles, and resources in the AoR are continuously assessed and optimized to align with strategic, operational, and contextual need.
  • Ensure effective recruitment, onboarding, performance management, and technical evaluation of staff within the AoR
  • Lead capacity building of teams within the AoR and its internal clients, in line with HI pedagogical models (70-20-10, community of practices etc.)
  • Develop, maintain and animate a trained staff pool for the AoR ready for deployment across operational priorities as needed

 

4: Standards Deployment

  • Deploy HI standards within its AoR, with Program-wide scope, ensuring they are fit for purpose, contextualized, donor-compliant, communicated to the relevant audience, and ensuring subsidiarity is effective.
  • Lead the implementation of comprehensive Emergency Preparedness measures within the AoR, in alignment with the REACT Action Plan
  • Guarantee compliance with and the application of internal rules and the rules of institutional donors for the AoR

 

5: Risk Management

  • Maintain risks analysis matrix in line with the Global Risks & Audit Division standards and execute mitigation measures.
  • Ensure Internal Controls are comprehensively deployed, in line with HI standards and contextual adaptations within the AoR, and that controls are effectively implemented in all processes and activities.
  • Ensure annual Program-led Internal Control Questionnaire for each country in the AoR is completed and contribute to ICQ for other Department in the Geographic Area
  • Perform verification of absence of illegal activities in line with HI and donor requirements.
  • Ensure Records Management requirements are adhered to, per Global policies and Program adapted procedure
  • Within its AoR, plan and coordinate external audits, lead interactions with auditors, and capitalize on recommendations and findings.
  • Contribute to and follow-up on incidents in its AoR

 

6: Operational Implementation

 

  • Crosscutting:
  • Lead contextual analysis and incorporate external requirements within HI adapted procedures.
  • Oversee compliance, performance and reporting for all Logistics Activities (including Planning, Purchase, Transport, Stocks, Equipment, Fleet, Travels, Safety, Building, Archiving, IT & Telecom),
  • Oversee the effective use of the logistics information systems.
  • Steer simplification and standardization efforts
  • Incorporate HI’s environmental agenda into all processes within its AoR
  • Supply Chain:
  • Ensure full participation of Logistics in Project Management Cycle
  • Oversee consolidation, analysis and maximization of Supply Plans.
  • Proactively develop joint procurement initiatives and join in existing ones.
  • Maintain a volume of purchase made through Framework Agreements above 80%
  • Ensure all purchases are made by the requested delivery dates
  • Ensure optimal stock levels aligned with program needs
  • Facilities Management:
  • Ensure integrated resources planning, and monitor its execution
  • Oversee travels, fleet, equipment, building, safety, IT & Telecom to guarantee streamlined, transparent, cost efficient, resources management
  • Engage partner NGOs and networks for resources mutualization
  • Analyze opportunities to optimize resource management (including but not limited to outsourcing opportunities, total cost of ownership analysis, purchase/depreciation of high value Assets etc)
  • Budget Holder:
  • Directly participate in monthly budget monitoring exercise for cost centers within your remit, and ensure active participation of other logistics budget holders to theirs
  • Ensure end-of-year budget variance limits (3%) are not exceeded on costs centers within your AoR
  • Collaborate with relevant SMT members to identification cost containment measures within your AoR and execute these.
  • Partnerships:
  • Oversee contributions of Logistics in Partnerships identifications, capacity assessments and integration of partner logistics plans in proposals
  • Guarantee that Logistics sections and annexes in Partnership Agreements are compliant with donor requirements, calibrated to align with partner existing processes and capacities, and integrate risks mitigation measures identified at assessment stage.

Guarantee that Logistics has trained resources to support and actively monitor partners’ activities

Expériences / Formation

THE SUCCESSFUL CANDIDATE should have:

  • Technical skills in Management and Logistics, preferably in new technologies, supply chain, transportation
  • Dynamic profile with strong interpersonal and intercultural skills, with good communication and negotiation skills in English.
  • Strong sense of integrity and commitment to accountable practices
  • Good skills in training facilitation a plus
  • Experience in remote management.

Education and experience:

  • University degree in Management, Logistics and transportation or any other related field
  • Fluent in English and Arabic (written, spoken) French is an added value.
  • Minimum 5 years of experience as manager within a Logistics department ideally within a multinational or INGO regional program.
  • Experience in remote management.

Salaire

Position can be based in Jordan/ Amman or Lebanon/ Beirut

Open strictly to national Staff under national contract

Starting Salary in Jordan 2945 JOD

Starting Salary in Lebanon is 3800 USD
