CONTEXT:

HI has been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities (PwDs) as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).

Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid, supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people. In 2017, these activities have extended to new facilities in and around Sana’a.

In parallel, HI is implementing an inclusion and protection mainstreaming project, to increase the knowledge and capacities of the staff International NGOs in the inclusion of the most vulnerable persons in their humanitarian response, so as to increase their access to essential services.

While all of HI activities were done so far in Sana’a governorate, HI has expanded in Aden and is about to launch its activities in Mokha and Hajjah.

YOUR MISSION:

Working in emergency projects since 2015 in Sanaa, HI has the aim to develop the mission within the country and opened a new base in Aden in January 2019.

Under the direct line-management of the Area Manager and with the support of the coordination team, the Project Manager (PM) will expand and stabilize the projects in the South . The PM will also oversee all projects and activities implementation including national team recruitment and supervision.

The Project Manager main responsibilities include:

1. Operations:
• Development and stabilization of project activities in Aden governorate
• Implementation and management of comprehensive rehabilitation, inclusion and risk education activities in Aden governorate.
• Monitoring of the result achievements and indicators, as per the logical framework.
• Ensuring the respect of quality and technical standards in the implementation of the activities, in collaboration with the Technical Unit
• Monitor the humanitarian situation, assess new potential area of intervention and monitor and document protection concerns.

2. Team management:
• In collaboration with the project teams, develop project workplans and ensure activities are carried out according to the established timeframes
• Support team to manage project budget
• Oversee the update the PM Boxes on a monthly basis for internal project progress monitoring
• Ensure the proper understanding by the teams of the tasks they should carry out and the objectives to reach
• Ensure that operational, administrative & logictics procedures are respected by project staff

3. External coordination and representation:
• Participation in local coordination meetings and networking with UN agencies and NGOs.
• Ensure that partners understand HI roles and responsibilities as outlined in partnership agreements
• Ensure MoUs agreements and follow-up with the different partners.

4. Support services:
• Monitoring of the financial and logistics aspects of the activities and the respect of HI procedures, in close collaboration with the admin and log departments.
• Management of  the operational budget for the activities
• Recruitment and induction of the operational team with the support of the HR department
• Supervision and management of the HI Operational team under his/her responsibility

5. Reporting:
• Regular reporting on the activities, including a monthly SitRep and updates on indicators and database.
• Regular verification and correction of the activity database.
• Provision of a handover report at the end of the mission.

YOUR PROFILE:

Qualifications:
• Diploma in a field related to the job (humanitarian, Sciences Po, etc.)

Experience:
• At least 4 years of professional experience
• At least 3 years of professional experience in humanitarian contexts, preferably in the management of emergency/conflicts area
• Proven managerial experience
• Proven representation experience
• Previous experience in launching projects is an asset
• Previous experience in the Area or in another Middle Eastern country is an asset

CONDITIONS:

• Starting date: December 2019
• Length of the contract: 1 year
• Salary starting from 2214 € (gross) / month, adjusted regarding the experience of the candidate
• Perdiem: 550 € (net)
• Hardship allowance: 500 € (net)

• Paid holiday: 25 days per year
• R&R : 5 days every 6 weeks
