JOB CONTEXT:

The socioeconomic crisis in South America continued to deteriorate throughout 2018, leading to further collapse of services, deterioration of health facilities, food security, and nutrition among the population, and one of the biggest mass displacements in South America’s history.

 HI intends to respond by implementing an intervention through local partners, with the aim to improve the living conditions of the most vulnerable people, including persons with disabilities, by ensuring access to inclusive and quality services & livelihoods through a multi-sectoral response. The response will include inclusive humanitarian action; rehabilitation and MHPSS support as well as food distribution.

HI opened a new mission in a specific part of South America in July 2019 and is searching an operations manager for 5 months to support the structuration and implementation of its projects.

 YOUR MISSION:

Under the supervision of Country Manager, you ensure the continuity of HI’s operational commitments, with responsibility for all projects and i defense of the organization’s interests. With delegated authority from the country manager, you represent HI with the authorities and partners and actively contribute towards the development of new activities.

With an operational budget of 1.8 Million euros (ECHO funded), into a team of 20 persons, your responsibilities are:

  • You supervise all operations, methodology and the framework within which the projects operate
  • You define operational strategy and its implementation in programme development
  • You represent HI with the authorities and donors
  • You ensure the management of your team composed of 6 persons

 YOUR PROFILE :

  • With a master degree in Political Science, Management School, or in Project Management, you have at least 4 years’ experience in team management or in project design and coordination.
  • An experience of financial management in a complex environment would be a plus
  • A university degree in development, public health or disability sector and an experience in gender studies would be an asset
  • You master the use of project programming, monitoring and evaluation tools (PSE) and you have knowledge of international donors
  • You have good analytical, synthesis and writing skills in Spanish, and either French or English.
  • You have good knowledge and previous experience in the development process, and especially in mainstreaming disability and human rights.
  • With your ability to manage complex situations, you show great teaching and learning skills, good interpersonal and listening skills and a participatory approach and facilitation skills

 

CHARACTERISTICS OF THE POSITION:

There is certain level of security to respect:

– Movement restrictions (from 6:00 a.m. to 11:00 p.m.)

– Curfew from 11:00 p.m.

– For road trips, convoy movement and movement tracking.

– Confinement in case of protests and blackouts

– Identification of prohibited areas

CONDITIONS:

  • Contract starting from December 2019 until end of March 2020
  • Salary from 2750 € gross/month regarding the experience of the candidate
  • Per Diem : 750€ net/month ; Hardship allowance : 250€ net/month
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday : 25 days per year ; R&R : 5 days every 3 months
  • Unaccompanied position ; Collective housing taken in charge by HI
