JOB CONTEXT :

Handicap International started in Somaliland in 1992 by setting up a rehabilitation center in Hargeisa. HI’s strategy in Somaliland has been since to advocate for the rights of persons with disabilities (PWDs) and to engage development actors to promote inclusion and participation of PWDs at local and national level.  From 2010 to 2014, HI implemented a Human Rights project entitled “Enhanced participation of Somalis with disability for human rights and democracy in Somaliland and Puntland”. This project strengthened the capacity of 15 Disable People Organizations (DPOs) at grassroots level to empower people with disability to actively promote and advocate for their rights for protection and inclusion. A major outcome of this intervention was the development of a Disability Policy for Somaliland and Puntland. Furthermore HI is currently carrying out exploratory mission to extend the programme in South Central of Somalia and it is expected that HI will open its mission in Mogadishu (South Central Somalia in last quarter of 2019.

The position will mainly focus on supporting the inclusion component of the HI project “Emergency response for most at risk displaced and host population with a focus on elderly, people with injuries, chronic illness, physical disabilities and/or psychological distress and their family members affected by the crisis in Somalia” as well as Consortium Partners’ project “Integrated humanitarian assistance – in kind and in cash – and disaster preparedness for populations affected by drought and cyclone in Awdal Region, Somaliland”.

  

YOUR MISSION:

The Technical Advisor Inclusion in Humanitarian Action will be under direct line management of Somaliland Country Manager, but with delegation to the Project Manager for daily management and coordination within Somaliland and South Central Somalia mission and teams.

A major stake of the position is to ensure HI teams become autonomous in the implementation of HI support to partners and master the technical framework of HI support :

 

Responsibility 1: Develop the technical competencies of HI teams and partners

  • Assess capacity building needs of HI teams and partners and define relevant action plan to improve knowledge, awareness and skills in line with Inclusion Charter of persons with disabilities in Humanitarian action.
  • Design information sessions, awareness sessions and trainings and relative supporting manuals/tools
  • Train and coach HI teams, other humanitarian agencies(including HI consortium partners), Government officials from various department of Somalia on disability, various legal and human rights instrument related to disability, inclusion and mainstreaming, rights of persons with disabilities , inclusion of disabilities in  humanitarian action,  disability and development
  • Carry out training needs assessment of various target groups, develop training curriculum and material, develop a coaching plan and ensure quality implementation of the same.

 

Responsibility 2: Ensure quality implementation through technical guidance and support to the teams

  • Technical guidance and support to HI teams to:
    • Assess the level of disability inclusion in HI as well as partner humanitarian actions, in relevant phases of the Project Cycle Management, and the definition of an action plan to improve disability inclusion
    • Facilitate partners’ decisions on prioritizations of the actions
    • Design and create a support plan
    • Build the partner capacity to implement and monitor the actions identified
  • Design and create tools and materials required to implement the support plans
  • Provide consortium partners and other humanitarian agencies with existing sectorial guidelines on disability inclusion and support revision of partners’ guidelines.
  • Support HI teams to accompany the partner throughout the changes, troubleshoot problems
  • Support engagement of senior management for sustainability of changes

 

Responsibility 3: Contribute to HI partnership strategy and contribute to the development of partnerships agreements

  • Participate in sectorial coordination and cluster meetings (Protection, Health, Wash ) and others to promote disability mainstreaming and HI technical assistance among humanitarian actors in Somalia.
  • Contribute to establish partnerships technical support or joint programming with organizations interested in enhancing inclusion in their actions
  • As required, promote HI work in inclusive humanitarian action in general platforms, such as donor meetings, working groups, NGOs platforms, etc.

 

Responsibility 4: Ensure that the experience of the project supported contributes to HI knowledge base and professional know-how

  • Collect technical documentations in relations to inclusion in the sectors supported to contribute to the definition of country methodological standards and technical support framework
  • Maintain detailed documentation of all aspects of the work processes and results
  • Contribute to the definition of the knowledge management system for disability mainstreaming in humanitarian action
  • Lead the good practices / lessons learnt in identification, analysis and documentation

 

CONDITIONS:

  • Starting date : 1st July 2019 /   Length of the contract10 Months
  • Salary regarding the experience of the candidate
  • Per Diem : 550€ net/month
  • Hardship allowance : 500€ net/month
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday : 25 days per year
  • R&R : 5 days every 6 weeks
  • Status : position open to unaccompanied
  • Housing : Both collective / individual, taken in charge by HI

 

CHARACTERISTICS OF THE POSITION :

Security situation in Hargeisa is overall under control, despite some periodic but rare outbreaks (last serious incident was in 2008). Most activities are currently implemented directly by HI.  Non-Somali staffs are limited in numbers and operate under tight security rules, including movement restrictions.

Security Situation in South Central Somalia is highly volatile and unpredictable.  HI intervention in South Central Somalia is only confined to Mogadishu with very small activities (capacity building to government authorities and other humanitarian agencies).  Non-Somali staffs are limited in numbers and operate under tight security rules, including movement restrictions.

Accommodation in Hargeisa (75%): Shared accommodation (Individual room with shared bathroom with visitor, Shared Kitchen, Shared living area) in HI Guesthouse in Hargeisa.
Accommodation in Mogadishu (25%): Individual accommodation in very secure hotel compound (Peace Hotel) with internet access.

Accessibility/Transport: Most areas are accessible in Somaliland, although some require police escort. In Mogadishu; very strict travel guideline and movement outside hotel will be only through HI rented very secure transport.  Use of public transport is strictly prohibited both in Hargeisa and Mogadishu.

Isolation/ Social Life:  Very conservative country, with very limited access to cultural or sportive activities. Curfew might be imposed after 9pm and no access to alcohol. Travel bags can be controlled at airport, so there is a need to be very careful while packing.
