CONTEXT :

Handicap International (HI) have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities (PwDs) as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).

Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices). In 2017, these activities have extended to new facilities in and around Sana’a.

In parallel, HI is implementing an inclusion and protection mainstreaming project, to increase the knowledge and capacities of the staff International NGOs in the inclusion of the most vulnerable persons in their humanitarian response (including PwD), so as to increase their access to essential services. In addition, the mission is preparing the provision of Prosthesis and Orthosis, Risk education. Eventually, the set-up of advocacy mechanisms considering the country and regional environment is another major goal of the mission.

Geographical expansion is envisioned under a new HI Country Strategy for Yemen. In the case of this position, it is being established to assist with establishment of HI presence in both Aden and The West Coast (Al MoKha). Many of the national staff are new and while qualified require a degree of guidance and capacity development to ensure that a strong future foundation is built.

YOUR MISSION:

Under the line management of the Area Manager Aden, the Support Services Manager will have  multi- disciplinary responsabilities that cover Finance, HR & Admin, and Logistics.  The position will:

• Support the ongoing establishment of a new base in Aden, ensuring application and respect of all HI administrative and financial rules and procedures required in the Area Office;
• Recruit, Support and train new staff in HR and Administration procedures; support the recruitment of other technical  staff based in Aden and Mocha;
• Ensuring financial support and constant communication toward concerned departments and budget holders about budget planning, cost allocation, financial monitoring, etc.; Prepare the monthly accountancy in Navision FS-Sheets, following the parameters given by the Finance Coordinator;
• Ensure quality budgetary  follow-up and forecast;
• Establish and supervise workplanning for the Logistics manager and ther staff, which will include procurement, storage, fleet management, as well as management of HI recruited guards and drivers.

SPECIFICITIES:

This position will be based around 80% of the time in Aden and 20% in Mokha

YOUR PROFILE:

Qualifications:
• Professional Degree in HR & Admin, Finance/ Accounting
• Master in Admin, Finance would be an asset

Experience:
• At least 5 years of experience as HR /Admin or Finance Manager in a professional organization (private, public and/or non-for-profit sector);
• Proven training and local capacity building experience ( 3 years);
• At least 2 years of experience in the humanitarian sector overseas;  Experience with opening a new base, projects in a complicated context
• Experience working in an environment with energy, transportation and communication challenges.
• Experience of operational partnership management and/or remote management would be an asset;
• Degree or diploma in Logistics or Supply Chain is desirable;
• Knowledge of donors and experience in grant management is desirable;
• Experience in a conflict zone;
• Previous experience with Handicap International  an asset;

Competencies:
• English mandatory (oral and written)
• Strong utilization of Excel
• Knowledge of the software Navision would be an asset;
• Arabic a strong asset. French an asset.

CONDITIONS:

• Starting date: ASAP
• Length of the contract: 6 months
• Salary from 2214 € (gross) / month regarding the experience of the candidate
• Per-diem: 550€/month net
• Hardship allowance: 500€/month net
