MISSION CONTEXT:

HI have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities (PwDs) as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).

Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis). In 2017, these activities have extended to new facilities in and around Sana’a.

In parallel, HI is implementing an inclusion and protection mainstreaming project, to increase the knowledge and capacities of the staff International NGOs in the inclusion of the most vulnerable persons in their humanitarian response (including PwD), so as to increase their access to essential services.
In addition, the mission is also expanding its sector of intervention through Risk education and Cash support. Eventually, the set-up of advocacy mechanisms considering the country and regional environment is another major goal of the mission.

While all of HI activities were done so far in Sana’a governorate, HI is expanding its activities in the Northern part of the country including Hajjah and Hodeida and in the Southern part of the country including Aden. The Hajjah base will be have to be opened and activities to be launched in Hajjah and Hodeida beginning of September 2019.

JOB DESCRIPTION:

Working in emergency project since 2015 in Sanaa, HI has the aim to develop the mission within the country and will open a new base in Hajjah in September 2019 that will also manage activities in Hodeida. The Project Manager will launch, expand and stabilize the projects in the Hajjah with the support of the Field Coordinator and coordination team. The PM will also oversee all project(s) and activities implementation including national team recruitment and supervision.

MAIN RESPONSABILITIES OF THE EXPATRIATE:

1/Operations
– Launching and stabilization of new project activities in Hajjah and Hodeida governorates
– Implementation and management of comprehensive rehabilitation, inclusion and risk education activities in Hajjah and Hodeida governorates
– Supervision and management of the HI operational team under his/her responsibility, etc

2/Team management
– In collaboration with the project teams, develop project workplans and ensure activities are carried out according to the established timeframes
– Support team to mamage project budget through routine coordination in the planning, monitoring and forecasting of project spending, etc

3/External coordination and representation
– Participation in local coordination meetings and networking with UN agencies and NGOs (Health working group, protection working group, etc.)
– Ensure that partners understand HI roles and responsibilities as outlined in partnership agreements

4/Support services (Logistic, Admin, HR)

5/Reporting

PROFILE SOUGHT:

Qualification(s): Diploma in a field related to the job (humanitarian, Sciences Po, etc.)

Experience:
– At least 4 years of professional experience
– At least 3 years of professional experience in humanitarian contexts, preferably in the management of emergency/conflicts
– Previous coordination experience (Field, Project, Admin, Log) is mandatory
– Proven managerial experience
– Proven representation experience
– Previous experience in launching projects is an asset
– Previous experience in the Area or in another Middle Eastern country is an asset

SPECIFICITIES:

The position is based in Hajjah Governorate – North Yemen.
The situation in the Hajjah governorate is unstable.
In Hajjah, there is a shared guesthouse equipped with a safe room, with few possibilities to go out for work purpose and for some extra professional activities. All movements are done by car. HI has set-up a curfew and security rules are applied.

CONDITIONS:

• Starting date: 01/09/2019
• Length of the contract: 6 months renewable
• Salary from 2350 € gross/month depending on the experience of the candidate
• Perdiem: 550 € net/month
• Hardship allowance: 500€ net/month
• R&R: 5 days every 6 weeks
• Paid holidays: 25 days per year
