JOB CONTEXT:

The MHPSS Technical Working Group (TWG) was reactivated in Libya in January 2019 as a mechanism for strengthening collaboration and coordination among the various partners working on mental health and psychosocial support (MHPSS) programs in Libya. Chaired by the Ministry of Health, the TWG falls under two operational sectors within the humanitarian architecture in Libya, Health and Protection. HI was endorsed as the Protection Co-Chair, whilst IOM co-chair the group representing the Health sector.

 

The TWG will provide technical guidance and capacity building to its members and ensure that all actors respect and work towards good practice standards within the framework of the inter-agency standing committee (IASC) guidelines and Sphere standards. Furthermore, the TWG will promote and advocate jointly with relevant Sectors and platforms in Libya for the increased protection and assistance of vulnerable groups focusing indistinctively on all the people in need including migrants, refugees/asylum seekers, IDPs, returnees and host communities.

 

The MHPSS TWG Protection Co-Chair works in partnership with the MHPSS TWG Chair (Ministry of Health), MHPSS TWG Health Co-Chair (IOM) and Health Working Group lead (WHO) to provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective MHPSS planning, communication and coordination of both the humanitarian response in Libya and long-term programming.

 

The post holder will be based in Tunis with regular visits to Libya for coordination purposes.

 

YOUR MISSION:

The MHPSS TWG Protection Co-Chair will have specific responsibilities of ensuring that the MHPSS TWG position is informed by its stakeholders’ perspective and that the NGO membership is contributing to and sharing TWG responsibilities. The post holder will play a lead role in developing the active engagement and technical capacity of Libya members of the technical working group. As the MHPSS TWG health and protection Co-Chairs, IOM and HI will respectively provide secretarial services to the MHPSS TWG including organizing meetings, drafting minutes and compiling reports and plans.

 

  1. Support MHPSS Service Delivery within the Humanitarian Response
  • Establish and maintain positive communications with MHPSS stakeholders within the Protection Sector members and with existing coordination mechanisms
  • Conduct regular bi-lateral coordination meetings with MHPSS TWG members within the Protection sector.
  • Share the responsibility of organizing and co-chairing MHPSS TWG meetings along with the Chair and Health sector Co-Chair and the Health and protection sectors.

 

  1. Inform Strategic Decision Making of the MHPSS TWG
  • Ensure the assessment and monitoring of the availability of MHPSS services provided by all MHPSS actors using the IASC guidelines and WHO/UNHCR toolkit.
  • Mobilize MHPSS TWG members to contribute to establishing and maintaining an appropriate Early Warning Alert and Response Network
  • Lead and contribute to the joint-MHPSS analysis of MHPSS TWG information and data leading to joint identification of gaps in service delivery and agreement on priorities to inform the development (or adaptation) of relevant plans and strategies.

  1. Planning and Strategy Development
  • In consultation with members, produce an annual work plan with milestones for the TWG
  • Promote adherence of standards and best practices by all MHPSS TWG members taking into account the need for local adaptation.
  • Provide leadership and strategic direction to TWG members in the development of the health and protection clusters’ components of appeals, proposals and interagency planning and funding documents.

 

  1. Advocacy and Resource Mobilization
  • In consultation with members, develop an annual advocacy strategy and work plan that includes advocacy topics and activities as prioritized by the MHPSS TWG members.
  • Put forward proposals for funding TWG initiatives in consultation with the members and share responsibility with all relevant stakeholders for resource mobilization.

 

  1. Contingency Planning/Preparedness/Capacity Building
  • Lead joint-MHPSS TWG contingency planning for potential new events or set-backs
  • Identify urgent training needs Coordinate the dissemination of key technical materials and share responsibility with the MHPSS TWG on organizing training for the WG members’ response with a focus on standards and best practice.

Expériences / Formation du candidat
  • You hold an advanced university degree (Master’s level or equivalent) in mental health, or related fields from a recognized university or academic institute
  • Previous experience working with the humanitarian architecture (cluster system), humanitarian appeals, and humanitarian response plans etc.
  • You have a comprehensive knowledge of the IASC Mental Health and Psychosocial Support in Emergency Settings guidelines and associated products
  • You show an excellent networking capacities for building constructive relationships government bodies and humanitarian actors
  • Excellent written and spoken English / Arabic language skills are an advantage
  • You demonstrate strong interpersonal and intercultural skills, excellent presentation and communication skills, capacity to build and promote partnerships across sectors and with government counterparts
  • Ability to work in a tensed and volatile context with strict security measures
