JOB CONTEXT:
HI is present in Afghanistan since 1996 and currently in Herat, Kandahar, Kunduz and Kabul. In Kandahar HI is supporting a Physical Rehabilitation Center (PRC) in Mirwais Regional Hospital in Kandahar. In Kunduz, HI responded to the emergency following the Taliban assault on the city and the hospital supported by MSF being bombed. HI is providing emergency rehabilitation in support to the regional hospital as well as psychosocial support to victims and their caregivers.
HI is a strong actor on promoting and advocating for the rights of Conventional Weapons (CWs) and Improvised Explosive Devices (IEDs) survivors and other people with disabilities as a whole and provides technical support to Afghan authorities and other key stakeholders through various disability and Victim Assistance (VA) coordination forum and networks.
The programme has also a strong component of physical rehabilitation working both at service provision an in strengthening the health system regarding access to physical rehabilitation. 2019 marks the continuation of a major project towards the extension and improvement of the quality of rehabilitation services in the under-served areas, supporting the development of quality rehabilitation human resources in Afghanistan

DESCRIPTION DE POSTE :

The MHPSS component of Emergency project has been in operation since October 2016 in Kunduz.
A TA supported the project and the team end of 2016- beginning of 2017 for few months. There have been support mission of MHPSS TA and Gender Based Violence TA in Feb 2019. The team has good competencies, but still there is a significant requirement to accompany the technical team, to ensure a higher degree of technical quality and oversight as well as training and coaching of the Project Officer and the field team.
Besides, HI, through the Mobile Team, provides a comprehensive intervention, meaning the team provides rehabilitation services combined with PSS support in emergency, and Risk Education ( in the context of mine and explosive remnants of war ) sessions . The Team refers to an external network of service providers following the needs identified by the Physiotherapists and the psychosocial workers. HI has been reinforcing its collaboration with the different partners and stakeholders active in all project implementation areas of Kandahar, Kunduz, Herat and most recently, in Nimroz.

PROFIL ATTENDU :

– You have at least 4 years of experience in the field of MHPSS in the humanitarian context, if possible in an acute emergency situation
– You have 2 years of experience in providing technical support to programs Experience in the context of IDPs s/returned
– You have an excellent knowledge of the guidelines and policies of HI MHPSS would be an asset
– You are highly capable of organizing your work and managing your priorities
– You are comfortable with English (oral and written)
– You feel able to represent the association
– You are able to work under high pressure and without constant supervision
– You are able to supervise, support, supervise and manage a team
– You have excellent interpersonal and intercultural skills
– You have excellent writing skills

LANGUE(S) DE TRAVAIL :

SPECIFICITES/PARTICULARITES DU POSTE :

The position is based in Kabul. The climate in Kabul is continental with hot and dry summers, and cold winters with a high altitude of 1,800 meters. Security is a major concern in Afghanistan with potential for kidnapping, regular terrorist attacks in the cities and severe conflicts in Eastern, Northern and Southern Areas and to a less extent Western areas apart from most provincial and district capitals. Thus, limited recreational and leisure activities are available. Freedom of movement is limited in all bases and expatriates always travel in cars with accompanied national staff member all the time adhering to security protocols. At times depending on the security situation, expatriates may be confined to the guest house.
Accommodation is in a secure guest house, close to the office, with other expatriates. The guesthouse is spacious with independent rooms; however acceptance of collective life is required. There is a cook (except during the weekends) and other staff who do the laundry and cleaning. Western goods can be found in expat supermarkets. The office and the guesthouse in Kabul are located with most NGOs around.

– Salary from 2031 € gross/month regarding the experience of the candidate
– Perdiem : 409,98 net/month
– Hardship allowance : 500 net/month
– Insurances : medical hearth coverage, retirement planning, repatriation
– Paid holiday : 25 days per year
– R&R : Level 3 : 5 days every 6 weeks
– Status : position open to unaccompanied
– Housing : Collective taken in charge by HI
