HI IN MOZAMBIQUE

HI – Handicap International is legally registered in Mozambique as a humanitarian and development INGO licensed to operate in Mozambique.
HI is present in Mozambique since 1986, implementing various projects in humanitarian and development contexts.

In Mozambique, Handicap International participated in the relief operations in 2013 after floods in Chokwe Gaza Province where food packages were procured and distributed to over 300 families in the accommodation centres with support from HI staff in coordination with INGC, Social Action department and the Social Protection cluster. HI is also part of a multi-sectoral team of emergency coordination in the component of social protection representing the demands and specific needs of people with disability. As such, HI mandate ensures that principles of protection and accountability are also mainstreamed in its interventions.
Currently, HI’s presence is recognized in Beira and Tete through the consortium CHEMO and through additional interventions. Activities held with local partners encompass rehabilitation, inclusive protection and education in emergencies among others.

EMERGENCY CONTEXT AND NEEDS

The Government of Mozambique issued a Red Alert on 13th March 2019 calling for urgent emergency humanitarian assistance to address the multifaceted impacts of the floods. The United Nations and humanitarian partners in Mozambique have appealed for US$40.8 million to provide critical emergency relief to the vulnerable populations who have been affected by Tropical Cyclone IDAI; this excludes funding requirements for infrastructural rehabilitation.  It is therefore essential to provide immediate assistance to persons affected by the disaster while simultaneously engaging the target communities for future resilience.

HI strategy of intervention consists in multisector response with emergency livelihood, ATLAS logistics platform as well as emergency protection services (awareness sessions and PSS support).

GENERAL MISSION

In the frame of the 2016-2020 program strategy, and for the specific context of Beira crises, the Field Coordinator will be responsible for driving forward HI Mozambique emergency response strategy by leading, together with the Country Manager, the scale up of HI’s intervention in Beira’s base.

Responsibility 1: To coordinate and implement projects
Responsibility 2: To ensure the coordination and application of processes/supporting documents
Responsibility 3: To manage the base’s project and support teams
Responsibility 4:  Manage the security of HI personnel in the area under your responsibility
Responsibility 5:  To represent HI at the local level

A first Field Coordinator profile is actually openned the emergency programs until July 2019.
According to our future funds, we’ll openned a new Field Coordinator position for 6 months in July 2019.

PROFILE SOUGHT

Qualification(s):

  • Diploma in management and/or development studies, social action (Grandes Ecoles degree, Master’s degree in social sciences, international law, international relations, etc.)

Experience (type and amount of experience) :

  • At least 2 years of experience as Field Coordinator in similar position
  • Demonstrated experience in logistics and financial management in the refugee context
  • Knowledge of donor strategies and procedures
  • Previous security management experience mandatory
  • Setting in emergency context
  • Previous working experience with Handicap International is a strong asset
  • Knowledge of Portugese
  • Experience launching of operations is an asset

Skills: 

  • Proven managerial experience;
  • Proven representation experience;
  • Strong communication skills;
  • Strong interpersonal and intercultural skills;
  • English mandatory (oral and written),
  • Strong writing and reporting skills
  • Ability to work under high pressure

Personal qualities:

  • Proactive, leadership, Flexible, responsive, organisationally adept, autonomy and with the ability to manage multiple deadlines simultaneously
  • Handle pressure environment and emergency setting

CONDITIONS

  • Starting date: July 2019
  • Length of the contract: 3 months
  • Salary from 2750 € (gross) / month regarding the experience of the candidate
  • Per-diem: 487.96€/ month net
  • Insurances: medical health coverage, retirement planning, repatriation
  • Paid holiday: 25 days per year
