JOB CONTEXT :

The Myanmar Thailand program was created in 2016 with the merge of 2 already existing missions. Setting up cross border initiatives and integrate the coming return of refugees from Thailand to Myanmar is at the heart of the regional strategy. In Thailand, HI started working in 1984 and first focused its actions on the delivery of mobility and assistive devices to Thai and Burmese landmine/ERW victims. HI currently implements activities in nine camps of Burmese refugees on the Thailand/Myanmar border.

HI’s first activities in Myanmar were in the frame of the Cyclone Nargis’s response, from October 2008 to December 2009. Following the ratification of the CRPD by the Myanmar authorities, HI decided to reopen a mission in Myanmar in 2014 and signed a Memorandum of Understanding with the Ministry of Social Welfare in September 2015. In 2017, also a MOU with the Ministry of Health and Sport was signed. Emergency, Humanitarian Mine Action and development sectors coexist in Myanmar, creating a diverse, challenging and dynamic working environment, where coordination is operated mainly through working groups and clusters.

The 3 pillars of the HI 2018-20 STRAROP:

1/ Armed Violence Reduction (AVR) including Victim Assistance and community based Risk Education,

2/ Inclusion with projects covering: support to Disabled People Organisations and promotion of Rights; inclusive Disaster Risk Reduction, Child Development; Hospital Emergency Preparedness; livelihoods

3/ Health and Rehabilitation with project covering psychosocial and physical rehabilitation

HI is currently not implementing projects directly in Rakhine state. In this State, only projects focusing on Disability Inclusion have been implemented through local partners or through short term interventions (trainings) by HI teams based in Yangon. HI has recently secured funding from an emergency line of DFID to complement the nutritional rehabilitation of SAM Children (conducted by ACF) with Stimulative Physical Therapy, an HI innovative approach aiming at reducing the negative effects of malnutrition to the cognitive development of children.

 YOUR MISSION:

Under the management of the Regional Country Director based in Yangon, your main objective is to open HI interventions in Rakhine State. You must open an office in this area, set up whole implementation team, initiate ties with the local government and start implementing the project.

In this framework, your main responsibilities are:

  • To coordinate and implement projects
  • To ensure the coordination and application of processes/supporting documents
  • To manage the base’s project and support teams
  • To manage the security of HI personnel in the area under your responsibility
  • To represent HI at the local level

YOUR PROFILE :

You have:

  • Advanced degree in relevant field (project management, development, humanitarian, disability or related) or a Master in International Humanitarian Law
  • Minimum 3 years’ experience in coordination position within international development and/or emergency and post crisis environments, in managerial positions
  • Minimum 1 year experience as a field coordinator
  • Strategic managerial and organisational skills
  • Administration, finance and logistics management skills
  • Strong team and HR management capacities
  • Communication capacities with a broad range of stakeholders
  • Programming, Monitoring and Evaluation
  • Experience in managing work with civil society organizations, partners
  • Security management
  • Advanced writing capacities in English
  • Good knowledge of humanitarian assistance stakes linking with disability inclusion
  • A previous experience with HI is an asset.

CHARACTERISTICS OF THE POSITION :

The humanitarian situation in Myanmar is characterized by a complex combination of vulnerability to natural disasters, food and nutrition insecurity, armed conflict, inter-communal tensions, statelessness, displacement and human trafficking.

HI is not yet physically present in Rakhine state, but many international NGOs operate from Sittwe. There are many International staffs stationed in Sittwe. The living conditions will probably be a guest house/office (to be confirmed). There are several daily flights from Yangon to Sittwe. Direct flights Yangon-Sittwe take approximately 1h30.

CONDITIONS:

  • Starting date : June 2019
  • Length of the contract: 18 months
  • Salary from 2757 € gross/month regarding the experience of the candidate
  • Perdiem : 442€ net/month
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday : 25 days per year
