JOB CONTEXT :

HI’s Middle East Regional Programme coordinates missions in 4 different countries (Egypt, Jordan, Lebanon and Palestine) for now. The program is covering the full mandate of HI – emergency, mine action and development with a strong focus on continuum and resilience.

HI has been working in Palestine since 1996. An office was open in Jerusalem in 2007 to run the activities in Palestine. Sub-offices have been set-up in Gaza and Ramallah. The situation in the Occupied Palestinian Territories has been for decades a succession of conflicts, tensions, war strikes and some more quiet phases. Today, it remains quite volatile, with serious discrepancies in the regions and in time (with some peaks of tensions and some moments of relative calm).

YOUR MISSION:

Under the responsibility of the Regional Programme Director based in Amman, you are responsible for directing the implementation of HI’s projects in Palestine in the most effective, efficient, impactful and sustainable way, and representing the Organisation as required. You are in charge of managing directly 2 Field Coordinators and to work with a support services team (HR, LOG and Finances).

In this framework, your main missions are:

• Team Management
• Contribution to the programme’s operational strategy and HI frameworks & regulations
• Legal representative

YOUR PROFILE :

You have:

• A diploma or master on related fields political sciences, humanitarian.
• Minimum 6 years’ experience on coordination, project management and strategic developments of operations in the humanitarian and development sector
• At least 3 years of experience on security management
• Strong managerial skills
• Strong writing skills for analysis and proposal writings
• Strong English level
• Large knowledge of Project Cycle Management
• Strong diplomatic skills
• Strong interpersonal and communication skills
• Knowledge of NEXUS approaches and logics.
• A previous experience in working in Islamic contexts/in the Middle East would be an asset

CHARACTERISTICS OF THE POSITION:

The living conditions in Palestine and more precisely in the West Bank and in the Gaza Strip are quite diverse. For foreigners, living conditions in Jerusalem or Ramallah are usually good. There are limited restrictions of movement for them in the West Bank with some checkpoints which can close suddenly. In the Gaza strip, the daily life is ok but with strict limitations of movements and regular closure of the passage and bombings. Generally, the situation is considered quite volatile in Gaza and West Bank but the security measures and systems in place generally allow a good and efficient management of the situation.

CONDITIONS:

• Starting date : June 2019
• Length of the contract: 2 years
• Salary from 2972€ gross/month regarding the experience of the candidate
• Perdiem : 701€ net/month
• Insurances : medical hearth coverage, retirement planning, repatriation
• Paid holiday : 25 days per year
• R&R : 1 day per month
• Status : position open to couples and families
• Housing : individual taken in charge by HI
