HI recruits 01 Basic Needs – Multipurpose Cash Assistance Project Manager F/M East Ukraine

HI is engaged in supporting the Ukrainian population affected by the war: since February 28, two teams left for Ukraine and the neighboring countries to analyze the context, the security, and the needs.

To date, HI continues the implementation of its program in two countries, Ukraine and Moldova, with more than 20 expatriates and more than 50 employees recruited on the spot.

More than any other, HI ensures that humanitarian actions are inclusive, allowing the most vulnerable populations (people with disabilities, elderly, sick, injured) to have access to the help they need.  With a focus on physical rehabilitation, psychosocial support, shelter, access to food, water, and sanitation, explosive remnants of war risk education, and advocacy.

With its Atlas Logistics Unit, HI also ensures the delivery of humanitarian aid in hard-to-reach areas in the East for all NGOs in need thanks to its shared transport and storage activities. For more information, visit our website HERE

Ukraine’s Program is still young, so the main challenge is to structure the program and increase our capacity to implement activities all over the country with a priority to the East part of Ukraine which is the most affected by the conflict.

We are currently looking for an Basic Needs – Multipurpose Cash Assistance Project Manager in Dnipro (East Ukraine).

Basic Needs

To respond to the most acute needs of displaced households hosted by the local population or living in collective centers, HI will ensure they have access to sufficient and appropriate food, hygiene, and non-food items (NFI) items, including tailored items responding to the specific needs of infants, older people, and persons with disabilities. To this extent, HI will tailor its intervention modalities to household needs whilst considering local market capacities in various geographical areas.

Primary responsibilities

Reporting to the Senior Project Manager, you are responsible for the implementation of the MPCA project which aims to address basic needs of internally displaced persons, affected host communities and returnees.

Your main responsibilities:

Mission 1: Management

  • Manager as a role model and as a coach: understand the strategy, make it explicit, translate it into operational objectives for their team, lead the necessary changes, give meaning
  • Operational manager: organize the operational management of their team, structure the work around identified processes, steer performance and facilitate the resolution of problems.
  • First HR & Coach: contribute to the development of the staff, creating the conditions for their commitment, professionalism, and attachment to HI. Ensure compliance with the Code of Conduct and institutional policies.

Mission 2: Basic needs and MPCA programming

  • To conduct rapid assessments at the community level.
  • Ensure the follow up of referral from other HI teams, specifically in link with the protection team.
  • Ensure the qualitative implementation of kits distribution and MPCA disbursements.
  • To identify strategic priorities for its activities in coordination with the Area Manager, Senior PM, other HI sector PMs and MPCA specialist.

Mission 3: Strategy and steering Contribute to the development of the program’s operational strategy

  • Contribute to program or country operational strategy (StratOp).
  • Contribute to new project proposals for the continuity or expansion of the projects, with solid needs assessment data.
  • Contribute to the drafting of new proposals for new opportunities, if necessary.

Mission 4: Operational implementation

  • Ensure the implementation of the project, in line with the logical framework and allocated budget.
  • Ensure that project implementation complies with the existing frameworks.
  • Ensure project MEAL and data management.
  • Coordinate the teams involved in the project.
  • Contribute to external project communication.

Specificities:

The security situation in Ukraine remains relatively stable, although there are frequent days and nights of air alerts. However, markets, restaurants and cafes are open and life continues as normal. There is a strict curfew, the hours depend on the region. There have been a few ballistic missile and drone attacks since the beginning of the war on the airport, military and logistical facilities on the outskirts, as well as a few hits on the city centers against administrative and logistical buildings. More recently, the majority of attacks have targeted energy structures, mainly power grid and power plants, which reduces the supply of electricity, water, heating system, and communication networks.

Movements between sites can be made by car (Hi drivers) or by train, depending of the region and time.

The security in Dnipro city and surroundings area of intervention remain relatively stable, indeed a large amount of air alarm tend to disrupt work and out of activities. Currently all HI expat are leaving in Hotel located in city center (10 min walk from office) that is equipped with proper amenities (no or few electricity or water cut, restaurant/coffee next door and underground shelter), while HI is looking for appropriate shared GHs.

Dnipro being a large Humanitarian hub for the east numerous international organizations are located there and social life (restaurant, café) is possible in respect of curfew (23:00 to 06:00), most of qualitative good and international food is available with several malls and lot of different restaurants that remain at walking distance from Hotel and office. Communication (phone, mobile data, internet) are working well. Currently HI have 14 international staff in Dnipro.

Expériences / Formation

Education and experience
  • You hold a bachelor’s degree.
  • You have minimum 3 years’ relevant experience or social programs and especially minimum one years’ experience in managing multi-disciplinary teams.
  • You demonstrate excellent capacities on project management (Planning, implementing, and monitoring).
  • You master the humanitarian principles and the international human rights frameworks.
  • You know the strategies for fighting exclusion and discrimination.
  • You speak English fluently.

  • 6 months international contract starting as soon as possible
  • The international contract provides social cover adapted to your situation:
  • Unemployment insurance benefits for EU nationals
  • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level as your monthly contribution with a maximum of 53€/month; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
  • Medical coverage with 50% of employee contribution; Repatriation insurance paid by HI
  • Salary from 2450€ gross/month upon experience
  • Perdiem: 559,65€ net/month – paid in the field;
  • Hardship: 500 € net/month paid with your salary
  • Paid leaves: 25 days per year;
  • R&R: 5 days every 8 weeks => + possible transport/package support.
  • Position: unaccompanied; Payment for travel costs (air ticket & visa)
  • Housing: Collective took in charge by HI
  • If you live in your home country: package local
