HI has been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities (PwDs) as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations.

Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis). In 2017, these activities have extended to new facilities in and around Sana’a.

In parallel, HI is implementing an inclusion and protection mainstreaming project, to increase the knowledge and capacities of the staff International NGOs in the inclusion of the most vulnerable persons in their humanitarian response (including PwD), so as to increase their access to essential services.
In addition, the mission has also expanded its sector of intervention through Risk education and Cash support. Eventually, the set-up of advocacy mechanisms considering the country and regional environment is another major goal of the mission.

While all of HI activities were done so far in Sana’a governorate, HI is about to expand its activities in the Northern part of the country including Hudaydah and in the Southern part of the country including Aden.
The West Coast will have to be open and activities to be launched in the beggining of April 2019.

DESCRIPTION 

Working in emergency project since 2015 in Sanaa, HI has the aim to develop the mission within the country and will open a new base in Aden in January 2019 and another base in the West coast of the country in April 2019.

Based in Sana’a, Yemen, contingent to obtaining visas and to the situation on the ground and under the direct line management of the Head of Mission and in close link with federal advocacy, the main missions of the Advocacy Manager are:

  • Contributing to the design, implementation and follow-up of HI advocacy strategy regarding Yemen crisis and its impacts at national, regional and international levels.
  • Ensuring reliable and up to date data and information are available for advocacy purposes
  • Liaising with relevant stakeholders and networks involved in advocacy actions at national/regional level

Main responsabilities include:

DATA COLLECTION AND EVIDENCE BASED ADVOCACY:

  • Provide regular, up to date and timely information to feed into federal advocacy strategy
  • Ensure that consistent and reliable data producec at field level include advocacy stakes and that it is shared with advocacy team at federal level
  • Participate in ad hoc internal meetings to provide updated information to HI federal network regarding developments on advocacy issues and situation at field and regional level
  • Contribute to and review key advocacy documents and reports petaining to the Yemen crisis prepared by HI

ADVOCACY STRATEGY AND FUNDING:

  • Identify key issues at field level for advocacy
  • Liaise with federal advocacy team, desk, Foundation and federal communication to build and review HI advocacy strategy and messages on the Yemen crisis
  • Build coordinated action plans & mechanisms to implement HI advocacy strategy at regional and national level
  • Ensure that advocacy activities are more systematically incorporated into field projects, including in proposals submitted to donors
  • Participate to Yemen mission analysis about advocacy impact on HI presence in Yemen and on-going activities

NETWORKS AND REPRESENTATION:

  • Participate into relevant networks at national/regional level and liaise with federal advocacy on collective advocacy initiatives when appropriate
  • Liaise at national/regional level with key international NGOs involved in the response to the Yemen crisis
  • Participate when relevant in meetings and interviews with key decision makers, donors and medias within European members of HI federation

PROFILE SOUGHT 

Qualifications:

  • Diploma in a field related to the job (humanitarian, Sciences Po, etc)
  • Experience in anthropology or sociology on the field is an asset

Experience:

  • At least 3 years of professional experience
  • At least 2 years of Professional experience in humanitarian contexts, preferably in emergency/conflicts contexts
  • Proven representation experience
  • Previous experience in the area or in another Middle Eastern country is an asset

CONDITIONS 

  • Starting date: September 2019
  • Length of the contract: 9 months (renewable)
  • Contract: salaried contract from 2214€/month gross depending on experience
  • Per-diem: 550 € (net)
  • Hardship allowance: 500 € (net)
  • Insurances: medical health coverage, retirement planning, repatriation
  • Paid holiday: 25 days per year
  • R&R: 5 days / 6 weeks
  • Accommodation: collective housing fully covered by HI
