Since the organization was first founded in 1982, we have set up development programs in more than 55 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

CONTEXT :

Handicap International (HI) has been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities (PwDs) as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).

Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices). In 2017, these activities have extended to new facilities in and around Sana’a. In 2019 HI re-established an office and is starting up activities in 2 hospitals in Aden with an objective to establish P&O activities in Hajjah, along the West Coast. HI also plan to open a base in Hajjah to provide services to Hajjah and Hodeidah governorates.

In parallel, HI is implementing an inclusion and protection mainstreaming project, to increase the knowledge and capacities of the staff International NGOs in the inclusion of the most vulnerable persons in their humanitarian response (including PwD), so as to increase their access to essential services.

 

YOUR MISSION:

The Admin manager (Support), supervised by the Field Coordinator Hajjah will be based in Hajjah, working closely with the Hajjah team to establish sound admin/finance/HR procedures and processes in line with HI and donor guidelines. The Admin manager will work closely with the Finance/HR/Admin team with the objective of handing over to a national team within 6 months. The Admin manager, working closely with the Finance manager and Field Coordinator will ensure sound financial management of the base coordinating closely with HI’s Admin office.

Key objectives include:
– Support establishment of support services (Finance, HR, and Admin) in Hajjah in line with HI administrative, HR and financial rules and procedures Recruitment and capacity building of the Admin team
– Work closely with Finance/Admin/HR managers to ensure smooth handover at the end of mission
– Capacity building of existing Finance, HR, Admin tools for new support and project staff
– Sound financial management of Hajjah communicating needs as necessary
– Work closely with Field Co, Logistics, Security to ensure appropriately adapted procedures for Hajjah

Main responsabilities:
1. Human Resources
– In collaboration with the HR Coordinator facilitate the timely implementation of the recruitment plan
– Ensure induction processes are put in place and staff trained
– Ensure that local legislation and HR procedures are respected
– Establish secure HR database
– Implement HR management Tools
– Ensure HI’s polices
– Work closely with Field Coordinator and HR Coordinator to ensure staff wellbeing

2. Administration:
– Ensure that local legislation is respected and that a legal framework is established for all HR and finance activities
– Ensure continued learning and adaption of SOPs
– Develop and maintain relations at the administrative level with external actors
– Ensure the administrative management of the expatriates in Hajjah base

3. Finance:
– Implementation of HI financial procedures
– Work closely with Finance team to ensure procedures are followed between Hajjah and Sana’a coordination
– Support program and logistic teams in all financial issues
– Ensure the good use of funds according to HI and donor guidelines
– Ensure the accomplishment of financial and accountancy deadlines

4. Cash flow Management
• Establish functional cash management SOPs
• Establish and manage cash flow management procedures for the base
• Regular cash counts
• Pre-empt cash needs on a regular basis

5. Accounting
• ensure that all payment documents are properly filled
• Ensure the validity, quality and eligibility of the invoices
• Carry out cash and bank reconciliation
• Prepare the monthly sending of accountancy

6. Budget management
• Follow and ensure registration of expenses
• Prepare the monthly treasury forecast
• Support in the preparation of base level budgets, forecasting and donor reports

7. Team Management

YOUR PROFILE:

QUALIFICATIONS:
o Minimum undergraduate degree in Administration or Finance

EXPERIENCE:
Essential:
o At least 3 years of experience as Admin Manager in a professional organization (private, public and/or non-for-profit sector);
o Demonstrated experience working in complex humanitarian contexts is an asset
o Demonstrated experience in Finance, Admin, and HR working with national and international staff
o Demonstrated experience in capacity building is a strong asset

Preferred:
o Knowledge of donors and experience in grant management would be appreciated;
o Previous experience with Handicap International would be an asset;

Preferred:
o Knowledge of the software Navision
o Arabic a strong asset. French an asset but not mandatory

 

CONDITIONS:

• Starting date: September 2019
• Length of the contract: 6 months
• Salary from 2214 € (gross) / month regarding the experience of the candidate
• Per-diem: 550€/month net
• Hardship allowance: 500€/month net
• Insurances: medical health coverage, retirement planning, repatriation
• Paid holiday: 25 days per year
• R&R: 5 days every 6 weeks
