CONTEXT OF THE MISSION

HI has been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities (PwDs) as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations.

Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis). In 2017, these activities have extended to new facilities in and around Sana’a.

In parallel, HI is implementing an inclusion and protection mainstreaming project, to increase the knowledge and capacities of the staff International NGOs in the inclusion of the most vulnerable persons in their humanitarian response (including PwD), so as to increase their access to essential services.
In addition, the mission has also expanded its sector of intervention through Risk education and Cash support. Eventually, the set-up of advocacy mechanisms considering the country and regional environment is another major goal of the mission.

While all of HI activities were done so far in Sana’a governorate, HI is about to expand its activities in the Northern part of the country including Hudaydah and in the Southern part of the country including Aden.
The West Coast will have to be open and activities to be launched in the beginning of April 2019.

JOB DESCRIPTION

Under the direct responsibility of the Head of Mission, the TUC will be responsible for guaranteeing the technical and quality framework of HI’s activities in Yemen. It will include:

  • coordinating the Technical Unit (TU) in the mission
  • ensuring operations are compliant with HI technical guidelines (Physical Rehabilitation, Psychosocial support, Inclusion, Risk Education, Advocacy, Protection, Capacity building, and any other sector that could be developed within the programme strategy)
  • promoting links and synergies between sectors, ensuring a comprehensive programming between sectors
  • providing support to the implementation of the mission strategy on all technical aspects
  • ensuring external representation in sector working groups and other forums

The TUC will directly supervise 4 Technical Coordinators.

SPECIFICITIES

The position is based in Sana’a with regular movements to HI areas of intervention including Aden, Taizz and Hodeidah.

In Sanaa, shared guesthouse well equipped with a safe room, most of the work is done at the office but few possibilities to go out for work purpose and for some extra professional activities. All movements are done by car. HI has set-up a curfew. The situation is relatively calm in Sana’a nowadays.

PROFILE SOUGHT

Experience:

  • at least 4 years of professional experience in humanitarian or development contexts
  • at least 3 years of managerial experience with significant coordination responsibilities
  • proven managerial and capacity building experience
  • proven training experience
  • experience in the Middle East and in remote management would be a strong asset

Skills:

  • strong internal and external coordination and representation skills
  • strong communication skills
  • strong organizational and reporting skills
  • strong interpersonal and intercultural skills
  • fluency in oral and written English is compulsory
  • strong computer skills (use of MS Word, Excel, Outlook and other relevant software)
  • Arabic would be a strong asset

CONDITIONS

  • Starting date: 01/07/2019
  • Length of the contract: 12 months
  • Contract: salaried contract from 2850€/month (gross) depending on experience
  • Per-diem: 550€/month (net) paid directly in the Field
  • Hardship: 500€/month (net)
  • Insurances: medical health coverage, retirement planning, repatriation
  • Paid holiday: 25 days per year
  • R&R: 5 days every 6 weeks
