CONTEXTE DE TRAVAIL :Long time tensions between the Federal Government and Tigray’s ruling party (Tigray People’s Liberation Front – TPLF) have been escalating since the unilaterally held regional elections on Sept. 2020, while the national elections were postponed due to the COVID-19. On 3 Nov. 2020, the TPLF attacked the Ethiopian National Defense Forces (ENDF) Northern Command. In response, the Ethiopian Prime Minister ordered a military offensive against the TPLF.
Four months after, while the war was officially declared over after capturing Mekelle in December 2020, localized fighting continues. So far, 2.3 million people are in need of humanitarian assistance because of the conflict, including food, water, sanitation and hygiene, protection, health (including psychosocial support), safety and security, and access to public services.There are 735 000 internally displaced persons in Tigray only 60 000 persons fled to neighboring Sudan and the Eritreans refugees present in the region prior the conflict faced the destruction of their camps and forced return to Eritrea. Several reports started to flag serious human rights and international humanitarian law violations. The humanitarian community support high-level advocacy, negotiating access to scale up operational capacity. The insecurity, the ongoing fighting, the bureaucratic hurdles and the telecommunications cuts off are the main challenges for humanitarian actors.
In view of the dire humanitarian crisis taking place in Tigray, HI Ethiopia, not present in this area, has launched an initial assessment to support the definition of an operational strategy.This assessment provided many information on the situation, access, opportunities, etc. The main conclusion is that the needs are acute, the response is not sufficient, the donors are positioning themselves, the security situation is manageable following strict protocols and the access – although very restricted – is possible. In this context, HI does have an added value in responding to this humanitarian crisis and should position itself very fast as a stakeholder in this emergency response.
Following this needs assessment, HI designed a global strategic operational framework to address the identified needs with the following pillars:? Pillar 1 : Integrated approach between MHPSS, Protection, IHA and Functional & Physical Rehabilitation, to improve access to services and wellbeing of the conflict affected populations including the most vulnerable and persons with specific needs? Pillar 2: Contribute to improve access and ensure delivery of assistance to the most vulnerable living in Tigray while limiting the use of logistics negative coping mechanisms.
HI is therefore mobilizing resources to open its program based on this strategy.
DESCRIPTION DE POSTE :Reporting to the Area Manager Tigray/Ethiopia, and in collaboration with HQ services, the Rehabilitation Project Manager contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country where he/she is based. He/she ensures optimal quality and impact of the projects implemented in the country by means of a delegation system with appropriate control mechanisms. With all HI managers, and through paradigm changes, he/she shares responsibility for the sound management and effective functioning of the global organisation.

Responsibility 1 : Management-You are the line-manager of the project’s team members. You set individual objectives, evaluate individual performance, monitor competences and contribute towards the professional and career development of the team members.-You organise and lead regular team meetings-You manage the recruitment and selection of new team members-You ensure strict application and respect of the programme’s Internal Regulations by the project team.
Responsibility 2 : Expertise-You provide the technical expertise for your project-You help to coordinate technical professional development and facilitate a community of practice, in collaboration with Rehabilitation Division-You manage relationships with technical authorities, local partners or other stakeholders
Responsibility 3 : Implementation and Monitoring-You ensure project implementation, in collaboration with the relevant services and in line with general standards and procedures-You ensure project data management-You ensure project reporting-You prepare and steer project evaluation and capitalisation
Responsibility 4 : Influence & Communication-You contribute to HI’s external influence by participating in relevant networks-You communicate on the project to partners, authorities and stakeholders when relevant
Responsibility 5 : Strategy & business development-You contribute to programme or country operational strategy (StratOp)-You draft new project proposals for the continuity or expansion of the project-You contribute to the drafting of new proposals for new opportunities
PROFIL ATTENDU :• You hold a degree in physiotherapy or occupational therapy
• You have at least 2 years of experience providing training and technical supervision in the field of physical and functional rehabilitation with NGOs, preferably in humanitarian emergency context• You show strong team management, collaboration and capacity building skills• You are adaptable, proactive and autonomous with strong interpersonal and multicultural skills• You are resilient to stress and able to work under high pressure• You speak English

• Salary from 2214 € gross/month upon experience• Perdiem : 472,90 € net/month – paid in the field• Hardship : 500 € net/month paid with your salary• Paid leaves : 25 days per year;• R&R : 5 days every 6 weeks => + possible transport/package support.• Unaccompanied position:• Collective housing taken in charge by HI
