MISSION CONTEXT:

HI has been operating in South Sudan since 2006, implementing humanitarian and development actions aimed at promoting the rights, safety and quality of life of vulnerable populations, particularly persons with disabilities, mental health problems and functional limitations across the country. HIs current portfolio adopts an integrated and multi-sectoral approach which includes interventions centred on MHPSS, Protection, Functional Rehabilitation and livelihoods with disability inclusion a cross-cutting theme across all programmes. In 2020, HI will continue to implement interventions in these areas, whilst transitioning to post-emergency and recovery programming.
At present the total mission portfolio is approximatively 5 million euros. The main donors of the mission are DFID, ECHO, UNHCR, SSHF, Luxembourg Ministry of Foreign Affairs, French Ministry of Foreign Affairs/CDC. The mission currently employs 15 international and 106 national staff, working from the coordination office in Juba, field offices in Yei, Torit, Yambio and a mobile response team covering multiple locations across the country. HI is intending to expand to former Unity State to address the humanitarian needs of the population in the coming year.

 

DESCRIPTION OF THE POSITION:

Under the responsibility of the Operations Coordinator, the MHPSS Technical Specialist will contribute to the implementation of the mandate of Humanity & Inclusion, in addition to the realisation of the Global and Country-specific strategies. He/she will play a critical role in shaping the MHPSS programming within HI South Sudan, and promoting linkages both internally and externally to promote context specific best practice. He/she ensures optimal quality and impact of the projects implemented in specific areas of the country, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

MAIN RESPONSABILITIES OF THE EXPATRIATE:

1. Expertise
-Contributes to the country strategies, in line with the global strategies
-Ensure technical support to projects in line with the global technical frameworks and MHPSS standards
-Ensure technical learning from projects
-Ensure the control & monitoring of the technical quality and the relevance of HI’s activities in the MHPSS projects
-Ensure compliance of the technical proposition with nexus stakes
-Contribute to the development of research and innovation projects in the region when relevant
-Contribute to the Technical Divisions professional channel animation

2. Influence
-Represent the MHPSS technical expertise of HI throughout the local relevant networks
-Contribute to advocacy on specific themes in line with the global advocacy priorities
-Contribute to communication messages locally in line with the global communication priorities

3. Business development
-Contributes to the context analysis in the MHPSS scope
-Contributes to the design and writing of new projects in the country
-Identify & develop local partnerships and/or consortium with NGOs, institutions, companies on technical priorities

PROFILE SOUGHT:

Education:
-Formal degree in Psychology (Master degree of Psychology or at least Bachelor degree of Psychology) essential
-Higher level graduate degree/doctorate preferable

Experience:
-3-5 years experience in providing technical support to MHPSS programs in emergency contexts, or low-to-middle-income countries
-Previous experience with HI
-Previous experience working in humanitarian programs in East Africa / South Sudan
-Previous experience in remote control programs

Skills:
-strong internal and external coordination and representation skills
-strong communication skills
-strong organizational and reporting skills
-strong interpersonal and intercultural skills
-fluency in oral and written English is compulsory
-strong computer skills (use of MS Word, Excel, Outlook and other relevant software)
-arabic language skills an asset

Personal qualities:
-ability to work under high pressure
-high level of motivation and proactivity
-high level of autonomy and initiative
-ability to deal with rapidly changing context and plans

 

SPECIFICITIES OF THE POSITION:

-Security:
Since the outbreak of violence in 2013, the security situation in South Sudan has been incredibly volatile. HI operates under security level 3 restrictions with restrictions of movement and a curfew in Juba.
Specific advisory and precautions are required to limit exposure to risks of HI staff and property.

-Accessibility:
Outside of the capital, road movement is heavily restricted, due to insecurity situation and poor road conditions. Internal flights operated by UNHAS and MAF connect Juba with major cities and key sites across the country for development and humanitarian activities. The rainy season severely limites movement from may/June to September/October, including internal flights, and severely hampers most road connections.

-Accommodation:
The shared guesthouse is based in a central location in Juba, close to many embassies, NGO and UN premises. The accommodation is simple but comfortable. Each staff has his/her own self-contained room with air conditioning, kitchenette and bathroom, with power in night hours and weekends, internet, small gym and television. Juba offers some facilities including bars, restaurants, gyms, and swimming pools.

 

JOB CONDITIONS :

• Starting date: 01/04/2020
• Length of the contract: 12 months
• Salary from 2800€ gross/month depending on the experience of the candidate
• Per-diem: 529.92€ net/month
• Hardship allowance: 500€ net/month
• Insurances: medical health coverage, retirement planning, repatriation
• Paid holiday: 25 days per year
• R&R: every 8 weeks
• Status: position unaccompanied
• Accommodation: individual housing fully covered by HI
