INFORMATION ON THE MISSION CONTEXT

The Libyan uprising eight years ago left the country in a state of turmoil. Since 2011, continued conflict in many parts of the country and political instability have resulted in a vacuum of effective governance and caused significant collapse in the country’s political-institutional system. Security, rule of law and social and economic well-being of the Libyan population have all been severely affected.

The healthcare system in Libya is one of the hardest hit, having deteriorated to the point of collapse. Ongoing challenges include increased rates of chronic illness, disability and access to essential services such as medicine and rehabilitation. Hospitals struggle to absorb the number of patients and to cope with a lack of resources, including a shortage of staff and essential medicines and supplies. According to the World Health Organization, around 1.3 million people have no access to life-saving health care services. In addition, the number of victims as a result of Conventional Weapons (CW) and Improvised Explosive Devices (IEDs) continues to grow. In contaminated areas, local populations, internally displaced persons and returning populations are all at risk of death and injury.

The identification of the most vulnerable individuals, including people with disabilities or injuries, and the rapid response to essential needs is a priority for the humanitarian community working throughout Libya. The political conflict and humanitarian crisis is likely to continue well into 2019; whilst at the same time continue to hamper the delivery of primarily medical and socio-economic services, complicating access and increasing the vulnerability of the general population.

JOB DESCRIPTION

From 2014 to mid of 2018, HI’s Libya mission was managed remotely from neighboring Tunisia.  Since 2018, a phased redeployment of international staff in Misrata has been taking place. Planning is currently taking place for a permanent expatriate presence in Tripoli.

As a result of the conflict and political crisis, the collapse of the health services has considerably reduced assistance towards the most vulnerable, in particular persons with disabilities. HI is currently implementing a humanitarian programme from operational bases in Tripoli, Misrata and Benghazi with the following activities:
• Provision of comprehensive rehabilitation services including physical therapy and psychosocial support for persons with disabilities/injuries, distribution of assistive devices as required;
• Capacity building, technical support and donations of assistive devices and/or materials and equipment to health partners;
• Training on inclusion principles to other humanitarian actors and health workers;
• Provision of Risk Education to conflict affected communities on the risks and effects caused by mines and explosive remnants of war;
• Explosive Ordnance Disposal (EOD); clearance and destruction of explosive hazards;
• Support to the Libyan Mine Action Centre and other ministries in developing a victim assistance strategy and action plan since 2018.

The post holder will be expected to spend at least 80% of their time in Libya including traveling between operational bases in Tripoli, Misrata and Benghazi, along with other international staff. The remaining 20% of the time would be in Tunis working alongside other members of the Coordination team.

OBJECTIVES OF THE POST

Contributing to the implementation of the programme strategy, the Logistics Coordinator is expected to consolidate and strengthen the logistics services within the mission and ensure efficiency and synergy across operational bases.

Under the direct responsibility of the Head of Mission, and with the support of the Logistics Referent in HQ, the incumbent will be responsible for:

• Ensuring respect and compliance with internal and donor logistics guidelines to ensure optimization and transparency in the use of the funds made available to the organisation;
• Ensuring effective and optimised coordination and support between the logistics department, administration and operational teams in respect of the organisation’s procedures and project needs;
• Ensuring good collaboration between all staff members and to build the capacity of staff under direct responsibility;
• Coordinating the opening/closing at logistics level of HI bases in the country and ensure their regular maintenance;
• Ensure the sound management, use and maintenance of IT equipment available to the mission;
• Representing the organisation among local authorities, INGOs, UN agencies and other stakeholders regarding logistics management;
• Participate in security management within the mission under the supervision of the HoM.

PROFILE

Experience:
• 5+ years’ experience in a similar role, at logistics management or coordination level
• At least 2 years of professional experience in a contemporary conflict context in the Arab world (experience in Libya is a strong asset)
• Experience in an international NGO in either humanitarian response or development contexts
• Experience in training and capacity building, particularly across cultures
• Experience in opening new operational bases/offices in challenging conditions
• Experience in implementing operational security measures and ensuring compliance with security management plans
• Demonstrable experience of working in an insecure environment or fragile state and in remote management

Skills:
• Strong communication skills
• Strong Excel skills
• Strong organizational and coordination capacities
• English mandatory (oral and written) ; Arabic is an asset

• Strong interpersonal and intercultural skills

CONDITIONS

• Length of the contract: 12 months (renewable)
• Salary from 2750 € (gross) / month regarding the experience of the candidate
• Per-diem: 350€/ month net in Tunisia; 693€/ month net in Libya
month net
• Hardship allowance: 500€/month net

• Paid holiday: 25 days per year
• R&R: 5 days every 6 weeks presence in Libya
