Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT :

A high proportion of the Undocumented Myanmar Nationals (UNM) refugees in Cox’s Bazar remain in a chronic Humanitarian situation due to long-term challenges to find a durable solution to their status in Myanmar and Bangladesh and therefore require continuous humanitarian assistance. The new influx, with more than 760,000 arrivals from August 2018, has created even more pressure on resources and increasing humanitarian needs. The host Bangladeshi communities are also affected by the presence of a large refugee population living in the region. The two sub-districts of Ukhiya and Teknaf, where the refugees are mostly residing, are vulnerable to increased rates of poverty due to lack of public and private services, scarce job opportunities and limited natural resources, among other key causes. In addition, this coastal region is continuously dealing with the impacts of natural disasters, mostly cyclones and flooding, during which meagre assets of the local population are damaged or destroyed. The humanitarian needs resulting from the Mora’s devastating impact and the new arrivals of refugees have not been fully met yet, and the cyclone season is expected to start soon.

 

 

YOUR MISSION:

The Technical Advisor Inclusion is responsible to ensure the technical quality of mainstreaming and promoting inclusion of men, women, boys and girls with disabilities of various ages, within HI’s humanitarian action projects and in partnership with other actors within their humanitarian response, especially in the consortium-led project. This will include mainstreaming technical support in various sectors, including WASH, health, protection, shelter, education among others.

 

He/She will be responsible for:

 

-You contribute to the overall planning for HI’s mission and lead the design and implementation of strategy and interventions on disability, age and gender inclusive services in close link with other relevant technical expertise and sectors of intervention based on identified opportunities, needs and interests.

-You provide regular guidance on disability mainstreaming specific to strategies, programming and service provision, support and skills development to HI staff, consortium partners, humanitarian actors and  to promote a coherent and evidence based approach.

-You ensure a coherent and adapted approach for service providers and the wider humanitarian body where appropriate, promoting disability, age and gender inclusion within emergency and development action in Cox Bazar. Alongside ensuring the transfer of skills, tools, good practices inside the HI interventions.

-You help to define strategies, processes and action between emergency preparedness, acute emergency response and early recovery and reconstruction phases to facilitate transition and complementarity of action efforts and priorities for disability, age and gender inclusive services.

-You provide skills development, guidance and support the development of the project teams and inclusion officers.

-You develop tools and resources in line with global and national frameworks, guidelines to ensure that services are inclusive of men, women, boys and girls with disabilities, including older people, supporting the widespread roll-out of tools and guidelines both internally (HI mission) and externally.

CHARACTERISTICS OF THE POSITION :

Security is an issue of ongoing concern in the country. The Hill Tracts (Myanmar border and Indian border) are zones where expatriates are not allowed to go except with an authorization from the government. In Dhaka, the blockades and Hartals (national strikes) can restrict project activity. Expatriates have to strictly follow the security rules, which are periodically updated. The security for expatriates has deteriorated since 2016 with attacks specifically targeting foreign interest, putting additional restrictions on expatriate movement. In July 2016, 29 people including 18 expatriates were killed by suspected extremist militants at the Holey Artisan Bakery. From then on, the government has been taking serious steps in cracking down of militant activities in the country. Expatriates are currently only allowed to move by car; walking in the streets is restricted to specific areas and times of the day. Security in Cox’s Bazar is even more sensitive with the presence of a growing number of foreign aid workers and the large number of refugee population. Recent tensions lead to recurrent demonstrations and rising tensions between communities. Although Bangladesh remains a family duty station, considering the security restrictions, Cox Bazar is a non family station.

Experience / Qualifications

  • You hold a degree in humanitarian/development work or in the social field
  • You have 2 years of experience in the humanitarian sector and a technical experience in ensuring humanitarian or development projects include persons with disabilities equally, in different sectors
  • You have experience in designing and providing capacity development (training, coaching, learning, etc..)
  • You are fluent in English (oral and written)
  • You possess pedagogical and methodological skills
  • You have excellent communication skills and a commitment to team work
  • You have the ability to solve problem and have a goal-oriented approach to work
  • You are humble, flexible and hold a coaching posture

Salary

  • Starting date : ASAP
  • Length of the contract: 9 months

 

  • Employee status, according to experience :
  • Salary from 2031 € gross/month regarding the experience of the candidate
  • Perdiem : 599,60€ net/month
  • Hardship allowance : 250€ net/month
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday : 25 days per year
  • R&R : Level 2 : 5 days every 3 months
  • Status : position open to unaccompanied
  • Housing : Collective taken in charge by HI
