HI implements activities in 55 countries in support of vulnerable people, refugees, internally-displaced people, people affected by natural disasters and people who have been injured or are exposed to the dangers of weapons, munitions and explosive devices.

                        

CONTEXT:

 Humanity & Inclusion’s Operation’s Division is composed of 5 Geographical divisions, 4 Technical divisions, an Emergency Division and an Information, Impact & Innovation Division.

One of the 4 Technical Divisions is Protection & Risk Reduction Direction (P2R), in which Armed Violence Reduction (AVR) division strategy remains ambitious and foresees an increase of projects the next years in addition to a more comprehensive armed violence reduction model.

The P2R Division is composed of 20 staff.

The AVR sub-division is composed of 12 staff: Specialists, Business development, Ops Support Officer, AVR policy, Innovation Project manager.

 

HI is recruiting a HR Project Officer for the AVR sub-division, for 12 months duration, based in Lyon.

YOUR OBJECTIVES:

Under the supervision of the AVR Deputy Director, you will be responsible:

  • to support the process/project of transferring AVR consultancy status to salaried position
  • to ensure the administrative follow of AVR consultants from sourcing, contracting and following and to provide support to P2R consultants contracting

 

You will have the following responsibilities:

 

Support the HR’s project of transferring and piloting of consultant to salaried position in cooperation with HR Division:

  • Co-develop with HR division the framing document for the project;
  • Support the feasibility study of the project and produce recommendations;
  • Support the development of the project plan;
  • Support the production of cost simulation and produce relevant recommendations;
  • Liaise and coordinate with HR Division relevant contributors and responsible;
  • Support the development, implement and follow up of the project;

Ensure effective HR administrative management of AVR specialists and to a certain extent P2R consultants: sourcing, selection and administrative follow up.

  • Identify and develop new sourcing of AVR specialists to cover the needs.
  • Support the development of professional channels related to AVR expertise.
  • Ensure administrative follow-up of all consultants contracted by the P2R technical division;

–          Being HI focal point for insurance linked to AVR insurance: reporting procedures, coverage negotiations (national and international employees, international employees, civil liability, demining machine, HQ visitors etc.).

  • Guarantee the contracting in accordance to procedures in place.
  • Ensure proper administrative and HR files for AVR specialists.
  • In collaboration with accountancy and financial division, organize and follow-up payments of the consultancies.
  • In collaboration with HI internal departure’s office, facilitate departure, briefing and debriefing of AVR specialists.
  • Organize regular HR follow-up with AVR specialists while on the field.
  • Centralize mid-term and final appraisal of AVR specialists.
  • Participate to AVR specialists briefing, with a focus on administrative management.

Support HR-related operational efficiency and data management

  • Support the design of P2R sectorial HR-related dashboard, relevant KPIs and database architecture;
  • Identify sources of information and design process for data collection/update
  • Process data and analysis; draw recommendations of improving efficiency;
  • Ensure AVR specialists cost recovery and proper budget allocation; Design financial simulation tools for budget management and cost recovery of AVR specialists.

 

PROFILE SOUGHT:

  • With a diploma in Administration, HR management, Communication or Social Sciences University, you have experience in :
    • Human resources management: recruitment, roster, briefing, administrative management, insurance,
    • Using and designing internal communication tools, Administrative support: data tables, log charts, calendars etc.,
    • Procedure design and compliance,
    • Logistics support to organization of events

 

  • You master HR management basic tools and processes, monitoring tools
  • You have good knowledge of communication management via digital tools
  • You have Good oral and written expression in English and French

 

EMPLOYMENT CONDITIONS:

  • 12 months contract based in Lyon, starting from 25th July 2019
  • 25 days of annual leave + 22.5 annual TOIL days
