JOB CONTEXT :

HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society.

In Cox Bazar’s district, HI has a strong knowledge and experience in chronic emergency response. In addition to projects implemented before the crisis, HI is now providing services in rehabilitation, protection and Psychosocial Support (PSS), with an inclusive mainstreaming approach to refugees and host population. HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and the society, in order to provide sustainability in its action.

 

Emergency Response

In response to the massive influx of refugees, HI set-up an emergency intervention responding to the needs of thousands of refugees. Multi-sectorial mobile teams are currently working in the camps, providing services in rehabilitation, health, protection and PSS but also in recreational activities. Finally HI set-up two logistics platforms through storages sites in Ukhia and Teknaf and is facilitating transport to support other actors in their intervention and strengthen the delivery of humanitarian aid.

Last, being very concern by the next monsoon season, HI is currently building a strategy of disaster risk reduction in coordination with an already experimented team as well as with other actors in the area.

 

YOUR MISSION:

Under the direct line management of the Area Manager, the Finance Coordinator is part of the senior management team based in Cox’s Bazar and has overall responsibility for the finance management for Cox Program. S/he is responsible of Finance, in terms of process development, improvement, and implementation, and participates in the establishment of the strategic orientations of the program.

The Finance Coordinator is mainly in charge of:

  • Ensuring application and respect of accountability and financial procedures;
  • Ensuring the proper use of funds according to HI and donor guidelines;
  • Centralizing the accountancy, control of budget affectations and ensure financial follow up of the mission;
  • Ensuring financial support and constant communication toward concerned departments and budget holders on budget planning, cost allocation, financial monitoring, etc.;
  • Supervising financial reports to the HQ finance controller (Budget follow-up, cost efficiency, etc);
  • Centralizing information for building donor budgets and the Mission Financial Plan.
  • Participating into the definition of yearly budgets and coverage of the mission;
  • Ensuring the management of the team
  • Ensuring smooth and regular reporting on your activities towards your line manager.

 

CHARACTERISTICS OF THE POSITION :

Cox’s Bazar is a city located in the coastal area. There are bars and restaurants and extra-professional activities.

Travelling between the different sites is easy: 1 hour flight Dhaka – Cox’s Bazar and from 1 to 1h30 hours by car within Cox’s Bazar district sites.

If the security plan for Cox’s Bazar has been review in May 2018 and is under review for Dhaka and the rest of Bangladesh, security rules are being rationalized and proportionated. Despite the fact that the overall security situation improved over the past few years, the risks of natural disaster, terrorism, road traffic accidents and health remain plausible in Bangladesh. International staff is generally allowed to walk during daytime in specific areas and will be requested to move by car after nightfall.

Expériences / Formation

YOUR PROFILE :

  • You hold a degree in Finance, Economics, Business Administration or any other relevant field
  • You have at least 5 years of experience as Admin and/or Finance Manager / Coordinator in a professional organization (private, public and/or non-for-profit sector). You have at least 2 years of experience in the humanitarian sector overseas.
  • You have proven experience at coordination at country level
  • You have experience in training and capacity-building of local staff
  • English is mandatory
  • Strong utilization of Excel
  • You are autonomous, reactive and able to deal with priorities
  • You have strong organizational skills; you are rigorous and precise
  • You have strong interpersonal and intercultural skills

Salaire

CONDITIONS:

  • Starting date : 01/02/2020
  • Length of the contract: 6 months
  • Employee status, according to experience :
  • Salary from 2757 € gross/month regarding the experience of the candidate
  • Perdiem : 599.60€ net/month
  • Hardship allowance : 250€ net/month
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday : 25 days per year
  • R&R : 5 days every 3 months
  • Status : unaccompanied position
